A decade on, it has held the position with quiet confidence. The David Rockwell-designed Nobu Hotel confirms it. The strongest celebrity-chef restaurant cluster in Manila gaming reinforces it. The Nüwa Manila's Asian-refinement vocabulary and Hyatt Regency Manila City of Dreams' jellyfish-inspired lighting compound it. City of Dreams is the integrated resort where the architecture is a gallery, and the gallery happens to host a casino floor.

Flying In

There is a particular pleasure to arriving at City of Dreams when you have arrived at the others — by which point you understand that the four Entertainment City properties, despite occupying the same reclaimed coastline within walking distance of one another, do not feel the same on approach.

The geographic facts: City of Dreams sits at the corner of Aseana Avenue and Roxas Boulevard, a position that places it slightly closer to the Manila Bay sunset than Solaire (further south on Aseana) or Okada (further west). From Ninoy Aquino International Airport Terminal 3 — the terminal that handles most of the Asian directs — the drive is ten to fifteen minutes via the NAIA Expressway south, then a short transit along Aseana. From Terminal 1, ten to fifteen minutes via the same routing. From Clark International Airport, the standard ninety minutes to two hours via NLEX-SCTEX.

A complimentary luxury sedan waits at Arrivals for confirmed guests; the Nobu and Nüwa booking tiers receive the upgrade to the Mercedes S-Class. What you notice on the approach, particularly if it is your second visit to Entertainment City, is the property's exterior register: six hotel towers, an exterior design that the architects describe as casting metallic hues by day and illuminating the metro by night, the silhouette frequently likened to stacks of gold bars rising from the boulevard. (The description is not flattering or unflattering; it is, on certain evenings, precisely what the property looks like.) The porte-cochère, when you reach it, opens onto a lobby that is more art installation than reception desk.

The Multilingual Welcome

The international clientele at City of Dreams skews differently from Okada's — less Korean and Chinese tour-group, more Singaporean and Hong Kong leisure, more Japanese on the Nobu booking. The multilingual coverage follows.

Mandarin and Cantonese speakers staff the front desk, gaming floor, concierge, and Nüwa butler service. Japanese is fluent at Nobu Manila and at the Hyatt — the Nobu partnership and the Hyatt brand's pan-Asian register attract the Japanese affluent leisure traveller in numbers. Korean speakers cover the gaming floor and concierge. The result, for the foreign guest stepping into the lobby for the first time, is the same engineered absence of friction the other Entertainment City properties deliver — calibrated, in this case, to a slightly different mix of arrival passports.

At City of Dreams

The glass doors part onto a lobby that reads, immediately, as design-first.

The space is taller than Solaire's, less reflective than Okada's. The lighting is calibrated lower; the materials palette runs to brass, wood, and the curated stone of the floor; the scent is something subtle and unfamiliar. A piece of contemporary sculpture occupies the lobby's central position. The art rotates by quarter — the property maintains an active curatorial programme that places it closer to a hotel-as-gallery model (the Mondrian, the Aman, the Hoxton register internationally) than to a casino-as-decor model.

To the right, the gaming floor — branded The Garage — opens. The carpet pattern is geometric and assertive. The slot banks are fewer than Okada's; the tables more concentrated. The dealer dress is formal. The clay-composite chips carry the standard percussion. The energy register sits between Solaire's quiet and Okada's volume: present, but not overwhelming.

To the left, the dining and retail corridor: Crystal Dragon's hostess station, then the entrance to Nobu Manila restaurant, then the Tea Room, then the Chaos lounge, then the Crystal Lounge. The food itself begins to be audible — the conversation across the dim sum cart at Crystal Dragon, the clink of crystal at Nobu, the lower hum of the Tea Room's afternoon service.

Straight ahead, DreamPlay — the property's family entertainment zone, the only one of its kind in an Entertainment City integrated resort. Beyond the family corridor, the three hotel registration desks: Nüwa Manila on one side, Nobu in the centre, Hyatt Regency on the other.

The Three Hotels — Nüwa, Nobu, Hyatt

City of Dreams is structurally a three-hotel property — a configuration that distinguishes it from Solaire's two-tower model and Okada's two-wing model.

Nüwa Manila (formerly Crown Towers Manila, rebranded around 2020) holds approximately 254 suites and villas across the ultra-luxury tier. The interior vocabulary is what Melco describes as quintessential Asian refinement: high-touch sophistication, carved wood, layered fabrics, calibrated lighting. Murals of sakura — cherry blossoms — and chi, the flow of energy, appear throughout the public spaces. For affluent guests who have stayed at Crown Resorts properties in Melbourne or Macau, the registration register is familiar.

Nobu Hotel Manila (321 rooms) is the property's most-photographed hotel. New York-based designer David Rockwell and the Rockwell Group designed the original Nobu Hotel at Caesars Palace, Las Vegas; Nobu Manila inherits that aesthetic — contemporary Japanese minimalism, calibrated textures, the brand's signature wood-and-stone palette. The hotel is connected to Nobu Restaurant on the casino's main level; for the affluent international visitor who follows the Nobu brand globally, the property is the Asia booking.

Hyatt Regency Manila City of Dreams (365 rooms) is the larger-capacity option, calibrated for the business and leisure traveller. The interior design carries dramatic jellyfish-inspired lighting fixtures and the warm-and-inviting register Hyatt's interior teams favour. The Hyatt Regency tier delivers the property's broadest dining and event coverage.

DreamPlay

DreamPlay is the property's family programming differentiator — a partnership with DreamWorks Animation that puts Shrek, Po, and the How to Train Your Dragon characters into an interactive entertainment zone unlike anything else in Entertainment City. The programming covers the under-twelve cohort with serious investment: animation studios, interactive activities, scheduled character meet-and-greets. For affluent families on the multi-night stay where one parent gambles and the other parent does not, DreamPlay is a structural reason to choose City of Dreams over its three Entertainment City siblings.

The Gaming Floor — The Garage

City of Dreams' gaming floor is the smallest by physical scale among Entertainment City's four integrated resorts, and the property has made that smallness work.

Tables: baccarat dominant among the Asian clientele, with blackjack, roulette, sic bo, poker, and Texas hold'em supporting. The chips are clay-composite. Dealer dress is formal black tie. The non-smoking section runs glass-partitioned. Private VIP gaming salons sit off the main floor with the segregated entrances and dedicated host service the segment expects.

The slot product runs at a smaller machine count than Okada's, with the floor curated rather than crowded — the design-forward sensibility expressed in the gaming-floor layout itself. Multi-currency operations accept Korean won, Hong Kong dollar, Singapore dollar, US dollar, and peso at selected tables. Standard-floor minimums typically range ₱500 to ₱5,000, varying by table and time. VIP salon minimums vary by programme and arrange through the host system in advance.

The Celebrity-Chef Dining Cluster

The dining programme is City of Dreams' strongest competitive lever.

Nobu Manila is the global Nobu brand's Philippine outpost — the menu carries the signature dishes (black cod miso, yellowtail sashimi with jalapeño, the kushiyaki programme), with the chef-counter omakase booking the property's most-requested fine-dining reservation. Crystal Dragon runs Cantonese with a dim sum cart at lunch and a serious wine list. The Tea Lounge runs the afternoon-tea programme at a register that the British luxury hotel ear would recognise. Crystal Lounge delivers the evening cocktail register; Chaos carries the late-night programming.

Among the four Entertainment City properties, City of Dreams holds the deepest celebrity-chef stable — and the Nobu name, in particular, draws Singapore and Hong Kong leisure traffic on its own gravitational pull.

The Loyalty Programme

Mocha Club — Melco's loyalty programme operating across the Manila property and Melco's international portfolio — tier-recognises gaming, hotel, and dining activity. Structure runs from base through Platinum and Elite tiers, with comps redeemable across hotel stays, food and beverage, and member-exclusive events. For affluent regulars who travel between Manila and Melco's Macau properties, Mocha aggregates the cross-property activity.

How City of Dreams Compares

The four-property comparison runs to register. Solaire is the refined-luxury reference — Forbes 5-Star, the strongest fine-dining roster, quieter. Okada Manila is the spectacle — The Fountain, Cove Manila, the brightest exterior. City of Dreams is the design-and-art property — Nobu Hotel centrepiece, contemporary art programming, the celebrity-chef cluster, DreamPlay for families. Newport World Resorts is the convenience property — direct pedestrian bridge from NAIA Terminal 3, the most diverse hotel cluster.

For the affluent traveller prioritising design, dining, and family-friendly programming in equal measure, City of Dreams is the choice. For the return visit calibrated to a different register, Solaire (quiet luxury), Okada (spectacle), or Newport (transit efficiency).

When to Visit

The Nobu restaurant runs at full booking during weekend evenings — the chef-counter omakase requires advance reservation. DreamPlay runs daily, with weekends at family-traffic capacity. The contemporary art programming rotates by quarter; for guests with curatorial interest, the launch openings (typically the first weekend of a new quarter) carry the deeper programming.

Chinese New Year, Lunar New Year, Christmas-New Year, and Holy Week are peak hotel windows; book three or more months ahead for Nobu Hotel categories. Korean Chuseok drives a smaller surge than at Okada. Weekday afternoons and weeknights deliver the property at its quietest.
