NUSTAR Resort & Casino opened in May 2022 on Kawit Island within Cebu's South Road Properties reclamation district — the southern Visayas' first major integrated resort, the flagship gaming property of the Gokongwei Group's Universal Hotels and Resorts Inc., and the structural answer to the question of whether Cebu could support a Forbes-tier casino-and-hotel complex outside of Mactan's existing beach-resort cluster. Three hotel towers led by the five-star Fili Hotel. 250 gaming tables and 1,500 electronic gaming machines across 21,000 square metres of floor. A four-level NUSTAR Mall with the country's first Gucci and Louis Vuitton outside Metro Manila. A 116-metre Skydeck overlooking the Cebu Strait. A 580-metre coastal boardwalk. JG Summit's hometown bet on integrated-resort hospitality, calibrated for the Visayan affluent.

Flying In

Cebu's affluent gaming traveller arrives differently than Manila Bay's.

Most international visitors land at Mactan-Cebu International Airport (CEB) — the recently expanded second-largest airport in the Philippines, with direct flights from Singapore, Tokyo, Seoul, Hong Kong, Taipei, Beijing, Shanghai, Bangkok, Kuala Lumpur, Dubai, and across the Asian directs network. From the airport, the drive to NUSTAR runs thirty to forty minutes depending on hour and the routing chosen.

The fast route is the Cebu-Cordova Link Expressway (CCLEX) — the 8.9-kilometre toll bridge that opened in April 2022 and connects Mactan Island to Cordova, with the SRP reclamation district sitting at the Cebu mainland end. CCLEX cut the Mactan-to-NUSTAR transit time roughly in half compared to the older Mactan-Mandaue Bridge routing through downtown Cebu. For affluent guests arriving via the airport, the NUSTAR transfer programme routes through CCLEX as standard.

The alternative routing — the older Marcelo Fernan Bridge through Mandaue — runs longer and threads through Cebu City urban traffic but offers the city-tour register for first-time visitors. Affluent regulars take CCLEX.

The approach onto Kawit Island and the SRP is the first glimpse of the property: NUSTAR's three hotel towers rise above the reclamation district, the Fili Hotel's curved facade distinguishable from the more conventional second and third towers. The Cebu Strait spreads east, the Mactan silhouette visible across the channel.

The Multilingual Welcome

NUSTAR's clientele mix is structurally different from the four Entertainment City integrated resorts in Manila.

The dominant segment is the affluent Visayan local — the Cebu City elite, the Mactan resort-corridor day-trippers, the Bacolod and Iloilo affluent who fly in for weekend gaming. The second segment is the Korean and Chinese tourist who has booked Mactan-Cebu over Manila for the Visayan beach-and-gaming combination. The third is the Japanese leisure traveller drawn by Cebu's broader tourism appeal. Multilingual front-desk coverage runs Korean, Mandarin, Cantonese, Japanese, and English fluently; Bahasa is operational; the casino-floor and concierge teams calibrate to whichever passport mix presents on any given evening.

For the foreign guest unfamiliar with Cebu — particularly the international visitor who has previously stayed only on Mactan — the property's downtown-Cebu adjacency reads as both more cosmopolitan and more genuinely Filipino than the resort-corridor experience.

At NUSTAR

The glass doors part onto a register that, for Cebu, is the highest the city has built. Marble underfoot. The lobby reaches up to a generous ceiling height. The scent design is fresh and floral, calibrated to suit the southern Visayan light that pours through the entrance face. The Fili Hotel registration desk holds the lobby's centre; the other two hotel towers carry separate check-in stations.

To the right, the gaming floor. 21,000 square metres of gaming space — the largest single gaming floor outside Metro Manila by some distance. The lighting is calibrated lower than the lobby; the carpet pattern runs to the same dark percussion-amplifying register that the Manila properties use. Baccarat tables dominate; blackjack, roulette, sic bo, poker, and Texas hold'em fill the rest. Stadium-style baccarat occupies the central pit.

To the left, the dining and retail corridor. The four-level NUSTAR Mall opens off the lobby — the luxury retail mix unprecedented outside Metro Manila, with Gucci and Louis Vuitton as the headline flagship stores. Past the retail, the dining corridor: Il Primo (Italian), Fina (Filipino-modern), Xin Dian Ti (Cantonese), plus the broader rotation of the property's outlets.

Straight ahead, the boardwalk and Skydeck access. NUSTAR's signature open-air amenities sit beyond the casino footprint — the 580-metre coastal boardwalk along the Cebu Strait, and the elevator to the 116-metre Skydeck above.

The Three Hotel Towers

The property delivers a three-tower hotel configuration calibrated to three distinct affluent segments.

Tower 1 — Fili Hotel carries the property's ultra-luxury tier. The five-star Fili rooms run generous; the Fili Villas add private outdoor infinity pools, private offices, sauna, gym, powder room, and view deck — the property's signature accommodation for the affluent regular guest. For the Manila visitor who has stayed at Solaire's Sky Tower or City of Dreams Manila's Nüwa Manila, the Fili register reads as the Cebu equivalent — Forbes-tier ultra-luxury at the southern Visayas' first integrated resort.

Tower 2 runs the broader five-star programme — the standard luxury-hotel booking for the affluent guest who does not require the Fili Villas tier.

Tower 3 carries the MICE programme — Meetings, Incentives, Conferences, and Exhibitions — calibrated for the corporate group, the regional sales conference, the Asia-Pacific incentive event. Tower 3's footprint and room count make NUSTAR the largest MICE-capacity gaming property in the Visayas.

The Gaming Floor

250 live table games, 1,500 electronic gaming machines — across 21,000 square metres. The scale places NUSTAR among the largest single-property gaming operations in the country, second to Solaire Entertainment City and Okada Manila at the Manila Bay scale, but the largest in the southern Visayas by an order of magnitude.

Private VIP gaming salons sit off the main floor with segregated entrances and dedicated host service. The junket programmes NUSTAR operates skew toward the Korean tour-group market that already flies Cebu directly, with Chinese and Japanese programmes layered alongside. Multi-currency operations accept peso, US dollar, Hong Kong dollar, Singapore dollar, and Korean won at selected tables. Standard-floor minimums typically range ₱500 to ₱5,000, varying by table and time. VIP salon minimums arrange in advance through the host system.

The Skydeck and the Boardwalk

NUSTAR's signature open-air amenities distinguish it from the Manila Bay integrated resorts.

The Skydeck rises 116 metres above the lobby — an open-air observation level with panoramic views of the Cebu Strait, Mactan Island across the channel, and the SRP reclamation district below. The Skydeck programming includes a cocktail bar, sunset programming, and event-rental availability for private bookings. For first-time NUSTAR visitors, the Skydeck is the property's defining moment — the view that explains why Universal chose Kawit Island as the SRP build site.

The Boardwalk stretches 580 metres along the Cebu Strait coast. The morning programme runs walks and joggers; the evening programme runs dining, cocktails, and the property's sunset register. For affluent multi-night guests, the boardwalk rotation is part of the day's rhythm: breakfast at Fili, casino in the morning, Skydeck mid-afternoon, boardwalk-and-dining into the evening.

NUSTAR Mall

The four-level retail component houses what is, in southern Visayas terms, a structural shift in luxury retail accessibility.

Gucci and Louis Vuitton — the first standalone Gucci and Louis Vuitton outside Metro Manila — define the upper-floor luxury concourse. Beneath them, plush VIP cinemas, global and regional dining concepts, and the rotation of cutting-edge labels the Gokongwei retail team has curated. For Cebuano affluent regulars and Visayan affluent visitors, NUSTAR Mall is the structural reason the property functions beyond the casino-and-hotel booking — the retail destination on its own merit.

The property is, for this reason, the rare integrated resort where the non-gambling affluent traveller has an independent reason to book.

The Dining

Il Primo runs the property's modern Italian flagship. Fina carries the Filipino-modern register, drawing on Visayan regional cuisine. Xin Dian Ti runs Cantonese fine dining. The broader dining roster expands across the three hotel towers and the casino-floor outlets, with the Mall's restaurant programme adding additional layers.

For affluent multi-night stays, the property's dining capacity exceeds what a single visit can explore.

How NUSTAR Compares

Within Cebu and the broader Visayas, NUSTAR sits in a category effectively of its own — the first major integrated resort built in the southern Visayas, structurally distinct from the established Waterfront Cebu City Hotel & Casino (which predates NUSTAR by decades and operates at smaller scale) and the upcoming Emerald Bay Resort and Casino (the planned Mactan-area integrated resort).

Within the broader Philippine landscape, NUSTAR's scale and Forbes-tier hotel centrepiece place it in conversation with the Manila Bay four. NUSTAR is smaller than Solaire and Okada by gaming-floor and hotel-room count, but the beach-and-island context — Mactan a short bridge away, the Bohol day-trip accessible by ferry, the broader Visayan diving and beach corridor on the doorstep — distinguishes NUSTAR's use case from any Manila property.

For affluent travellers prioritising a Visayan beach holiday with integrated-resort gaming and ultra-luxury hotel, NUSTAR is the only property that delivers all three.

When to Visit

Cebu's affluent traveller calendar runs to the dry season — November through May — with the cool months (December through February) carrying the peak tourist programming. Sinulog Festival in late January is the city's largest single event window; book three or more months ahead for hotel categories during Sinulog.

Holy Week, Chinese New Year, and Christmas-New Year are equally peak. Korean Chuseok in autumn drives a Korean tourist surge. The summer months (April-May) are warmer but deliver reliable Mactan and Bohol day-trip sea conditions.

Weekday afternoons and weeknights deliver the property at its quietest. Weekend evenings carry the local-affluent gathering register.
