Why This List Exists

For two decades the Philippine gaming industry traveled, internationally, in the shadow of Macau and Singapore. The country had casinos — most under the PAGCOR house brand, scattered across regional cities — but the destination integrated resort, the booking purpose that pulls the international flight, was a category Manila had not yet built.

That changed in March 2013, when Solaire Resort Entertainment City opened its Bay Tower on the Manila Bay reclamation district. Bloomberry Resorts Corporation had won one of four PAGCOR licenses to develop a mega-integrated-resort within the planned Entertainment City zone. Solaire's debut signaled to the international gaming, hospitality, and tourism markets that Manila Bay was now a legitimate global gaming address.

The four-license framework filled out across the following decade. City of Dreams Manila (Melco-Belle) opened in late 2014. Okada Manila (Tiger Resort) opened in late 2016. Newport World Resorts (Travellers International) had already been operating since 2009 as Resorts World Manila.

By fiscal year 2023, the four Entertainment City integrated resorts were generating, collectively, over ₱160 billion in gross gaming revenue. Solaire held 35.6% market share; Okada, 25.9%; Newport, 20%; City of Dreams, 18.5%. Manila Bay was no longer a regional gaming destination. It was a global one.

The next wave is now in motion. Solaire Resort North opened at Vertis North, Quezon City, in May 2024 — Bloomberry's second property. Subic Sun Convention Resort & Casino, an Accor project, opens in December 2025. New Coast Hotel Manila on Roxas Boulevard — acquired by DigiPlus in November 2025 in a ₱12-billion deal — reopens its casino floor in January 2026. Westside City Resort unveils in Q3 2026 with 2,500 hotel rooms across three towers and a 2,000-position casino. Solaire Cavite is Bloomberry's third operating territory. Hann Reserve Clark opens Phase 1 in 2027 — Banyan Tree, Sofitel, and InterContinental mega-resort. Emerald Bay Resort and Casino opens in Mactan. The 2025-2027 integrated-resort wave will make Manila one of the most-watched gaming markets in Asia.

How We Curated This List

This list was built by cross-referencing seven authoritative sources: PAGCOR's licensed gaming venue registry, Inside Asian Gaming quarterly market analyses, GGRAsia industry coverage, Forbes Travel Guide annual award listings, World Casino Directory, Smart Travel Asia casino reviews, and Conde Nast Traveler Manila coverage. Eleven of the twenty properties listed here appear on multiple mainstream consensus sources. The remaining nine are considered outliers — properties that mainstream "best of" Manila gaming lists tend to skip, but that the affluent traveller will want covered. The deep Clark cluster (six properties versus the mainstream's typical one) is our most-distinctive curation choice; Clark deserves it.

A Note on Geographic Coverage

Our gaming coverage is concentrated where the affluent gaming infrastructure exists. Entertainment City holds four properties because the four-license PAGCOR framework defined that scale. Clark has six because Clark genuinely operates as the Philippines' second gaming hub — the mainstream sources that flatten Clark to a single property are doing their readers a disservice. Cebu and Mactan have three because the southern Visayas legitimately runs at that scale.

Properties not on this list because the affluent gaming tier does not yet exist in those regions:

  • Boracay, El Nido — beach destinations, no significant casinos yet (though Travellers International is planning a Boracay integrated resort)
  • Davao (Samal Island), Siargao — covered through the Best Philippine Beaches: Most Beautiful cluster
  • Bohol, Iloilo, Bacolod — Casino Filipino branches exist (covered in the umbrella thread) but no affluent integrated-resort tier yet
