Waterfront Cebu City Hotel & Casino opened in October 1998 — twenty-four years before NUSTAR Resort & Casino brought integrated-resort scale to the southern Visayas. At the time of its launch, scheduled to coincide with the ASEAN Tourism Forum that year, it was the largest hospitality and leisure facility in Cebu City — a four-star integrated property on Salinas Drive, Lahug, with 561 rooms, a substantial casino floor housing the Casino Filipino Cebu branch, nine dining outlets, and a convention centre that to this day holds two grand ballrooms with up to 4,000 seating capacity. Flying In

For the international visitor arriving via Mactan-Cebu International Airport, Waterfront Cebu City sits twenty-five to forty minutes by car, depending on the routing and the hour. The standard route runs across the Marcelo Fernan Bridge through Mandaue and into the Lahug district of Cebu City. For affluent guests already familiar with Cebu's geography, the Lahug positioning places the hotel adjacent to the city's IT Park, the Cebu Business Park, and the established affluent residential corridor — the city centre, not the Mactan resort corridor.

For domestic Filipino travellers — particularly the Manila affluent flying in for a Cebu weekend — Waterfront's Lahug location is the city-side address, in contrast to NUSTAR's reclamation-district positioning. The two properties serve adjacent but distinct use cases.

The drive from the airport, even at peak hour, runs shorter than the comparable Manila-NAIA-to-Entertainment-City transfer.

The Multilingual Welcome

Waterfront's clientele mix has, across its twenty-five-year history, drawn from the same combination that defines the broader Cebu affluent traveller market: the affluent Cebuano local, the Manila domestic affluent on a Cebu weekend, the Korean and Chinese tour-group market, and the Japanese leisure traveller. Front-desk multilingual coverage runs Korean, Mandarin, Cantonese, Japanese, and English. The hotel's long-tenure staff carry the institutional familiarity that returning guests — and there are many — value.

For the foreign guest with first-time Cebu experience, the Waterfront register reads as a recognizable 4-star international hotel — comfortable, established, and unmistakably Filipino-hospitable.

At Waterfront

The Salinas Drive porte-cochère opens onto a lobby that is, by the standard of the property's vintage, generous. The marble and stone palette runs to the warmer side of the 1990s hospitality vocabulary. The reception is staffed; the concierge desk handles the city-tour bookings; the bell service routine is efficient.

To the right, the casino floor. The Waterfront casino operates 5 VIP rooms, 10 gaming tables, and 100 slot machines across a 6-story entertainment-and-casino complex. The scale is intentionally smaller than NUSTAR's 250-table operation — Waterfront's casino is calibrated for the hotel guest and the Cebu City regular rather than for the international high-volume tour-group. The floor houses the Casino Filipino Cebu branch, one of the ten PAGCOR-operated locations in the country's state-house brand.

The Hotel — 561 Rooms

Waterfront holds 561 guestrooms and suites — across categories from standard rooms to the Penthouse and Presidential suites. Each room runs the 4-star international standard: air-conditioning, cable television, mini-bar, 24-hour room service. The upper-floor suites command the property's signature view: the Cebu City skyline at sunset, with the Sierra Madre and Bohol Strait beyond on clear days.

For affluent guests on multi-night stays, the Waterfront accommodation is calibrated for the comfortable, recognizable register — institutional 4-star familiarity rather than ultra-luxury innovation.

The Nine-Outlet Dining Programme

Waterfront's dining is the property's signature differentiator from the more recently-built integrated resorts.

Uno Restaurant runs the all-day international buffet — Waterfront's most-booked dining experience and the city's institutional weekend brunch venue. La Gondola carries Italian fine dining. The remaining outlets cover Chinese (including a Cantonese dim sum programme), Japanese (sushi and teppanyaki), seafood, the lobby lounge, and the casual outlets. The Casino Filipino floor adds its own dining-and-snack programme alongside.

For affluent multi-night guests, the in-property dining spread carries the entire visit without requiring transit to Cebu City's downtown F&B circuit.

The Convention Centre

Waterfront's institutional MICE infrastructure is, for the Cebu market, structurally important.

10 function rooms plus 2 grand ballrooms with 4,000 aggregate seating capacity make Waterfront one of the largest convention venues in the Visayas. The property has hosted the ASEAN Tourism Forum (1998), regional medical and business conventions, corporate annual events, and the city's major MICE programming for over two decades. For the regional MICE planner, Waterfront's ballroom capacity is one of the established defaults.

NUSTAR's MICE programming through its Tower 3 has, since 2022, layered alongside Waterfront's — but the Lahug property retains the institutional convention base it built across the 1998-2022 period.

How Waterfront Compares

Within Cebu, Waterfront occupies the established Visayan casino-hotel position — distinct from the more recently-launched NUSTAR Resort & Casino and the upcoming Emerald Bay Resort and Casino.

For the affluent visitor prioritising Cebu City centre accessibility, recognized 4-star comfort, institutional MICE infrastructure, and the city's longest-running casino floor, Waterfront is the booking. For the visitor prioritising integrated-resort scale, ultra-luxury Forbes-tier hotel, Mactan beach adjacency, and the new build, NUSTAR is the choice.

The two Cebu properties are not direct competitors so much as complementary registers — and many affluent Cebu regulars have, over the post-2022 period, established the dual-booking pattern: Waterfront for the city-centre business or convention trip, NUSTAR for the destination casino-and-beach weekend.

When to Visit

The dry season runs November through May — the cool months (December-February) deliver the peak Cebu tourist programming. Sinulog Festival in late January is the city's largest single event window; Waterfront sits at full booking three or four months ahead during Sinulog.

Chinese New Year, Holy Week, and Christmas-New Year are equally peak. Convention-driven peaks vary by event calendar — the Waterfront sales team publishes the convention schedule for affluent guests planning around the city's MICE programming.
