Emerald Bay Resort and Casino (Upcoming): Mactan-Area Integrated Resort

Emerald Bay is Cebu's second major integrated-resort development after NUSTAR Resort & Casino — a US$300 million PH Resorts Group project on a 13.5-hectare site in Barangay Punta Engaño, Lapu-Lapu City, Mactan Island. The Phase 1 master plan calls for 838 five-star hotel rooms across the main tower and five villas, 146 gaming tables and 1,186 electronic gaming machines across 7,585 square metres of gaming floor, an 8,000-square-metre retail complex, 18 restaurants, and a convention centre. PH Resorts Group is the Dennis Uy gaming arm operating through Lapulapu Leisure Inc. The project broke ground in 2017 with an original 2021 opening target. Construction stalled across the pandemic and the post-pandemic years; in December 2024, PH Resorts signed a memorandum of understanding with EEI Corporation — the almost-century-old Philippine construction firm — to finance and complete the property. The Cebu watch position: an integrated resort with the scale to rival NUSTAR, currently in the construction-completion phase, with the final opening window still to be confirmed.


What We Know So Far

Emerald Bay's master plan, when fully built, will place a second major integrated resort on Mactan Island — adjacent to the existing beach-resort corridor at Punta Engaño, where the affluent Mactan hotel cluster (Shangri-La Mactan, Crimson, Plantation Bay, and the broader Mactan resort row) has operated for decades.

The PH Resorts Group, controlled by Davao-based Philippine businessman Dennis Uy, broke ground on the project in 2017 with an initial 2021 opening target. The pandemic disrupted the construction timeline; subsequent financing challenges across 2022-2024 extended the delay further. In December 2024, PH Resorts and EEI Corporation — a Philippine construction firm with origins dating to the early twentieth century — signed a memorandum of understanding under which EEI would finance and complete the property through PH Resorts' development subsidiaries Lapulapu Leisure and Lapulapu Land.

The EEI partnership announcement was, in 2024 Philippine gaming-press framing, the structural unblock that the project required. The final opening timeline is, as of the most recent reporting, not yet confirmed — the property is in the construction-completion phase, with operating-licence and PAGCOR-clearance milestones still to be sequenced.

The Mactan Position

The site sits in Barangay Punta Engaño, Lapu-Lapu City — the northeastern Mactan coast, the same address that holds the bulk of Mactan's established luxury beach resorts. The geography places Emerald Bay alongside the existing beach-resort corridor, with the South China Sea sunset orientation that the affluent Mactan traveller already knows.

For affluent travellers arriving at Mactan-Cebu International Airport, Emerald Bay will be approximately fifteen to twenty minutes by car — shorter than the Mactan-to-NUSTAR transfer that requires crossing CCLEX to the Cebu mainland. For the affluent Manila domestic traveller flying in for the Cebu weekend, the Mactan-side positioning makes Emerald Bay the closer integrated-resort booking from the airport.

The Phase 1 Master Plan

The first phase facilities at full build-out:

  • 838 five-star hotel rooms in the main tower
  • 5 luxury villas for the ultra-luxury booking tier
  • 146 gaming tables, 1,186 electronic gaming machines, 7,585 square metres of aggregate gaming-floor area
  • 8,000 square metres of retail complex

The scale places Emerald Bay between Waterfront Cebu City's 561-room footprint and NUSTAR's three-tower configuration — a single substantial 5-star property calibrated for the Mactan beach-and-gaming combination booking.

The PH Resorts Group Position

PH Resorts Group is the gaming and integrated-resort arm of the Dennis Uy business empire — the same group that holds Phoenix Petroleum, Udenna Corporation, and broader Philippine infrastructure interests. Dennis Uy's investment strategy across the 2010s-2020s placed multiple bets on Philippine gaming, hospitality, and infrastructure, with mixed timing outcomes.

Emerald Bay represents PH Resorts' largest single integrated-resort bet — the property that, if completed at the master-plan scale, places PH Resorts among the Philippine gaming-development tier.

How Emerald Bay Will Compare

Within Cebu and Mactan, Emerald Bay will sit alongside NUSTAR Resort & Casino and Waterfront Cebu City Hotel & Casino as the third major Visayan casino-hotel property. The geographic split:

  • NUSTAR holds the Cebu mainland SRP position — ultra-luxury, three-tower, the largest gaming floor outside Manila, the CCLEX-connected arrival from the airport.
  • Waterfront Cebu City holds the Cebu City centre / Lahug position — the institutional 4-star establishment, the convention base, the Casino Filipino Cebu host.
  • Emerald Bay will hold the Mactan beach-corridor position — adjacent to the existing affluent beach resorts, the shortest airport transfer, the second 5-star integrated-resort Mactan booking after the Mactan beach-resort cluster's traditional offerings.

For affluent travellers prioritising the Mactan beach + casino combination in a single property, Emerald Bay will, when it opens, be the first integrated resort built into the established Mactan resort corridor.

When Emerald Bay Opens

The current status (as of the December 2024 EEI Corporation partnership announcement): construction is in the completion phase. The final opening date has not been publicly confirmed; the property requires operating-licence sequencing with PAGCOR alongside the physical completion.

For affluent travellers planning around the Emerald Bay opening, the working assumption is late 2026 to 2028 — pending the EEI-PH Resorts construction sequence and the PAGCOR licensing milestones. The Cebu watch position is that the property's structural unblock has happened; the opening window will become clearer as the EEI completion timeline becomes more public.
