Bloomberry Resorts' third Philippine property will open in Paniman, Ternate, Cavite — the same coast that holds Caylabne Bay, Punta Fuego, and the Pico de Loro corridor — under the project name Solaire Puerto Azul. The site is the former Marcos-era Puerto Azul beach development, acquired by Bloomberry's subsidiary Solaire Properties Corp across 223 lots totalling 2.04 million square metres (with a 2.80 million square metre original target). Minimum investment: US$300 million. Target opening: late 2028, with Bloomberry's broader projection placing the unveiling within a five-to-ten-year window. After Manila Bay's Solaire Entertainment City and Quezon City's Solaire Resort North, Solaire Cavite completes the three-territory portfolio that Enrique Razon's gaming arm has been building since 2013.

The Three-Pillar Bloomberry Portfolio

The strategic outline becomes legible in three properties.

Solaire Entertainment City opened in March 2013 to serve the international tourist arriving from NAIA — the Forbes 5-Star refined-luxury reference on Manila Bay's reclamation district. Solaire Resort North opened in May 2024 at Vertis North, Quezon City, to serve the affluent Filipino local — the suburban-premium property that did not require the Aseana Avenue drive. Solaire Puerto Azul, when it opens, will serve the affluent Southern Luzon corridor — the drive-from-Manila weekend traveller who already books at Caylabne Bay, Punta Fuego, Pico de Loro, and the broader Cavite-Batangas affluent beach circuit.

Three properties, three territories: international, local, weekend. The portfolio thesis is, for an integrated-resort operator at Bloomberry's scale, distinctive — most competitors run one flagship, occasionally two. Bloomberry will, by 2028, run three calibrated to three different affluent-traveller use cases.

Driving In

The geographic facts: Paniman, Ternate sits at the western tip of Cavite, where the province meets the Manila Bay mouth opposite Bataan. The drive from Manila runs two to two-and-a-half hours via Cavitex and the Ternate coastal road, depending on weekend traffic. For affluent guests already familiar with the Caylabne Bay Resort booking pattern, the Solaire Puerto Azul approach will use the same routing.

The Ternate coast is the western Cavite coast rather than the Manila Bay side — meaning the orientation faces toward the West Philippine Sea sunset and the Bataan peninsula across the channel. The geography is rocky-cove rather than flat-beach: limestone headlands, sheltered bays, coral reef access. The closest geographic comparison among existing integrated resorts is none; Solaire Cavite will be the first integrated resort built on the western Cavite cove geography.

The Puerto Azul Heritage

The project site has a notable history.

Puerto Azul opened in 1979 as a Marcos-era luxury beach development — among the first major Philippine resorts targeting the international affluent traveller, complete with hotel, golf course, and yacht club. The property's commercial trajectory tracked the Marcos era: aspirational launch, lengthy slow decline, and eventual dormancy across the post-EDSA decades. By the 2010s, the site had become primarily a memory of what 1970s Philippine luxury hospitality had been.

Bloomberry's acquisition of the site — Solaire Properties Corp purchased 2.04 million square metres across 223 lots through 2024 — is the structural reset. The Solaire Puerto Azul project will rebuild the property at integrated-resort scale, drawing on the original Puerto Azul branding but rebuilt under Bloomberry's contemporary luxury standard.

The Scale and the Investment

Bloomberry has committed a minimum US$300 million investment to the Solaire Puerto Azul project — sized to deliver a destination integrated resort calibrated for the Southern Luzon affluent traveller. The 2.04-million-square-metre footprint dwarfs the 6.2 hectares of City of Dreams Manila, the 12 hectares of Solaire Entertainment City, the 26 acres of Okada Manila, and the 31 hectares of the upcoming Westside City Resort — by orders of magnitude. The land area is sufficient to accommodate a full destination resort with golf, beach, marina, and residential components alongside the casino and hotel.

The architectural-and-program details remain to be confirmed at full launch. Bloomberry's investor materials describe Solaire Puerto Azul as a destination integrated resort rather than a standalone casino — placing the property in the Southern Luzon affluent leisure category alongside the established Caylabne, Pico de Loro, and Punta Fuego addresses.

How Solaire Cavite Will Compare

When Solaire Puerto Azul opens at the end of 2028, Bloomberry's three-property portfolio will divide the Philippine affluent gaming market by use case rather than by region. Solaire Entertainment City will hold the international-tourist trade. Solaire Resort North will hold the affluent Filipino local urban booking. Solaire Puerto Azul will hold the destination-beach-weekend booking — the Southern Luzon answer to the Cavite-and-Batangas weekend traveller who already drives to Punta Fuego or Hamilo Coast.

The competitive context outside Bloomberry's portfolio: the Southern Luzon weekend destination cluster already includes Caylabne Bay Resort (Ternate, immediately adjacent), Punta Fuego (Nasugbu Batangas), Pico de Loro (Hamilo Coast), and Canyon Cove (Nasugbu Batangas). Solaire Puerto Azul will be the first integrated resort in that corridor — the first to combine casino programming with the established beach-weekend register.

For affluent travellers who already book the Cavite-Batangas weekend, Solaire Puerto Azul is the property to watch.

When Solaire Cavite Opens

The timeline runs across two horizons.

The headline projection: Bloomberry's investor communications place the Solaire Puerto Azul opening at the end of 2028 — a four-year build from the 2024 land acquisition completion. The development timeline has not been fully finalised.

The broader window: Bloomberry CEO Enrique Razon's public statements through 2024 placed the opening in a more cautious five-to-ten-year window — language calibrated to investor expectations during the regulatory and macroeconomic uncertainty of the period.

For affluent travellers planning around the Solaire Cavite opening, the 2028 window is the working assumption; the 2030 fallback is the conservative scenario. Either way, Solaire Puerto Azul will be the first integrated resort to define the Cavite coast — and the conclusion of Bloomberry's three-pillar Philippine portfolio.
