Casino Filipino: PAGCOR Chain & Branches Across the Philippines

Recommended Posts

Casino Filipino is the Philippine government's gaming brand — the casino chain operated directly by the Philippine Amusement and Gaming Corporation (PAGCOR), the state corporation that since 1977 has regulated, licensed, and operated gaming in the Philippines. The current Casino Filipino network runs 9 main branches across Metro Manila, Luzon, Visayas, and Mindanao — Malate, Ronquillo, Angeles, Ilocos Norte, Olongapo, Tagaytay, Bacolod, Cebu, and Davao — plus approximately 35 satellite casinos for a total network of 43 gaming sites across the country. The institutional Filipino casino floor. The state's house brand. The chain that, across 50 years, has built the regulatory and operational backbone that the privately-licensed integrated resorts (Solaire, Okada, City of Dreams, Newport, and the rest) layer on top of. The state-house brand the Filipino affluent regular has known across decades — and the network most Manila community members have visited at least once.

The PAGCOR Origin

Casino Filipino's lineage runs through PAGCOR's founding.

The Philippine Amusement and Gaming Corporation was established in 1976 under Presidential Decree 1067-A to consolidate state gaming operations. In 1977, PAGCOR opened its first casino — the Manila Bay Casino — a floating venue operating on the MS Philippine Tourist vessel. The Manila Bay Casino was the country's first government-operated gaming floor at scale; it was destroyed by fire in 1979, after which PAGCOR transitioned to land-based casino operations.

Across the 1980s, PAGCOR established the Casino Filipino brand as the umbrella for its operated venues. The state corporation simultaneously expanded the operational network (the branches across the country) and the regulatory mandate (the licensing of privately-operated casinos that has, from the 2000s forward, become the dominant tier of the Philippine gaming industry).

By the 2020s, the relationship between Casino Filipino (state-operated) and the privately-licensed integrated resorts has settled into a clear division: Casino Filipino runs the institutional state-house brand at the broader-affluent register; the privately-licensed integrated resorts run at the international-tourist-and-ultra-luxury register.

The Current Network

As of 2025, Casino Filipino operates 9 main branches plus approximately 35 satellite casinos — a total of 43 gaming sites distributed across the country.

Metro Manila Branches

Casino Filipino Malate — the Metro Manila main branch in the historic Malate district of Manila, adjacent to the Roxas Boulevard heritage hotel corridor.

Casino Filipino Ronquillo — the Quiapo / Sta. Cruz district branch, in the historic central Manila commercial district.

Luzon Branches

Casino Filipino Angeles — the Angeles City branch in Pampanga, distinct from the broader Clark Freeport gaming cluster (which operates outside the Casino Filipino umbrella under separate PAGCOR licensing).

Casino Filipino Ilocos Norte — the Laoag-area branch in northern Luzon, serving the Ilocos Norte tourist corridor and the broader northern affluent traveller.

Casino Filipino Olongapo — the Subic Bay-adjacent branch in Zambales, distinct from the upcoming Subic Sun Convention Resort integrated resort opening within the Freeport.

Casino Filipino Tagaytay — the Tagaytay City branch in Cavite, the only Casino Filipino in the cool-air highland tourist destination. The property serves the affluent Manila weekender who already books at the Tagaytay corridor and adds a gaming-floor evening to the standard cool-air programme.

Visayas & Mindanao Branches

Casino Filipino Bacolod — at the Goldenfields Commercial Complex in Bacolod, Negros Occidental. The 264-slot, 16-table Casino Filipino Bacolod operates with its own 67-room hotel component.

Casino Filipino Cebu — located within the Waterfront Cebu City Hotel & Casino property in Lahug, Cebu City. The branch operates alongside the Waterfront hotel programme and shares the property's broader dining and convention infrastructure.

Casino Filipino Davao — at the Grand Regal Hotel, J.P. Laurel Avenue, Lanang district of Davao City. The Mindanao branch serves the broader southern Philippines affluent traveller and the Korean, Chinese, and Japanese visitors arriving via Davao International Airport.

The Casino Filipino Floor Register

Across the network, Casino Filipino floors carry a distinct register from the privately-licensed integrated resorts.

The table-game programme runs the standard Asian-clientele rotation — baccarat dominant, with blackjack, roulette, sic bo, poker, and Texas hold'em supporting. The slot-machine programmes carry the standard PAGCOR-approved electronic gaming inventory across the network.

The service register is the institutional Filipino casino-floor culture — long-tenure dealers, the recognised Manila and provincial host network, the operating consistency that the regular guest values. The Casino Filipino floor is the Filipino state's calibrated answer to mass-affluent gaming hospitality.

Standard-floor minimums typically run lower than the private-licensed integrated resorts — the network's positioning calibrates for the broader mass-affluent and provincial-affluent clientele rather than for the ultra-high-roller segment that the international integrated resorts target.

VIP gaming areas operate at the main branches with the standard segregated entrance and host-service register.

The Satellite Casino Network

Beyond the 9 main branches, PAGCOR operates approximately 35 satellite casinos distributed across the country's three major island groups. The satellite operations carry smaller floor footprints — sometimes operating within larger hotel properties, sometimes as standalone smaller venues — and serve the localised affluent traveller and the provincial-tourist segment.

The 43-site aggregate network makes Casino Filipino, by site count, the largest single gaming-operating organisation in the Philippines.

How Casino Filipino Compares

Within the Philippine gaming landscape, Casino Filipino occupies the state-operated mass-affluent tier — distinct from the private-licensed integrated resorts at every dimension.

The Entertainment City fourSolaire, Okada Manila, City of Dreams Manila, Newport World Resorts — operate at the international-tourist-and-ultra-luxury register.

The upcoming Manila integrated resortsWestside City, New Coast Hotel Manila, Solaire Cavite — extend the private-licensed tier further.

The Clark clusterHann Casino Resort, Royce, Midori, Fontana, D'Heights, Hann Reserve — runs the Korean-expatriate gaming culture at the private-licensed register.

The Cebu and Mactan propertiesNUSTAR, Waterfront (which hosts Casino Filipino Cebu), Emerald Bay — extend the Visayan integrated-resort tier.

The Thunderbird propertiesPoro Point (La Union) and Rizal — operate at the drivable-provincial tier.

Casino Filipino fills the institutional mass-affluent and provincial-affluent register beneath and beside all of these — the state's calibrated answer for the Filipino regular guest, the affluent provincial visitor, and the broader gaming-floor visitor for whom the international-tourist ultra-luxury private properties are not the target booking.

When to Visit

The Casino Filipino branches each follow their local destination's seasonal calendar.

Holy Week, Christmas-New Year, Chinese New Year, and Lunar New Year are peak across the network. Sinulog Festival (Cebu, January), Dinagyang Festival (Iloilo, January), MassKara Festival (Bacolod, October), Kadayawan Festival (Davao, August), and the broader Philippine festival calendar each drive peak traffic at the corresponding branch.

For the affluent regular, weekday afternoons deliver the network at its quietest.

Baccarat/Super Six- pag maliit lang ang amount mo, tip dito eh dapat marunong ka ng macau pattern, n if u abide by the law of statistics, u shud follow the trend until the 8th time, usually ang 9th time eh random na yan at dyan nag go against the flow ang mga statistician

Stud Poker - the best pag may puhunan ka, ang tips dito eh parang hold em poker, dapat lagi kang poker face kasi the dealer can tel if u hav a good hand or bad hand, bka ndi lumaban

the golden rule, be nice to the dealer galante ka dapat sa tip, avoid having an argument w/ fellow players, bring only ur excess money, dont stay in one branch, mas maganda pag palipat lipat ka

@aldrich

i think you got the stud poker game wrong. it does not matter whether you have a poker face or not. the dealer only plays if they got an ace/king on their hand . if their card is lesser than ace/king, you automaticaly win if you didnt fold.
