History From the Philippines' independence in 1946 until 1955 most water supply systems were operated by local authorities. From 1955 to 1971, control of urban water supply was passed to the national government.^[34] In order to improve service delivery, the sector has been repeatedly subjected to extensive reforms which created numerous institutions and responsibilities. However, comprehensive water resources management was only introduced in 2004.

 

 

Pre-Marcos Administration[edit]

The Manila Waterworks Authority, founded in 1878, became part of the National Waterworks and Sewerage Authority (NAWASA) when it was founded in 1955.^[35]

Marcos Administration (1965-1986)[edit]

• 1971. NAWASA was transformed into the Metropolitan Waterworks and Sewerage System (MWSS) in 1971 under the government of Ferdinand Marcos. MWSS was made responsible for service provision in Metro Manila, whereas other municipal and provincial water and sewerage systems in about 1,500 cities and towns were transferred back to local governments.^[35]

 

• 1973. A new management model for urban water supply was introduced in 1973: LGUs were encouraged to form utilities called Water Districts which would operate with a certain degree of autonomy from LGUs. They would receive technical assistance and financial support from the newly created Local Water Utilities Administration (LWUA).^[34]

 

• 1976. In 1976, the National Water Resources Board (NWRB) was created through the National Water Code of the Philippines to coordinate policies concerning water resources.^[36]

 

• 1980.The Rural Waterworks Development Corporation (RWDC) was founded in 1980. It is responsible for water supply in areas where neither MWSS nor LWUA carries out the service or assists the LGUs, respectively. The RWDC was expected to create rural water supply associations in order to construct, operate, and maintain their own water supply systems in communities with fewer than 20,000 inhabitants.^[34][37] Aside from the RWDC, 1980 was also the beginning of the United Nations' International Drinking Water Supply and Sanitation Decade (1980–1989). The Integrated Water Supply Program (1980–2000) was initiated by the national government. Its main objective was to increase water coverage to 70% of the Filipino population by 1987 and 90% by 1992. Consequently, the development of the sector was supported with great effort: Between 1978 and 1990, more than US$120 million was invested in 11 rural water supply projects. Nevertheless, toward the end of the decade only 4,400 functioning rural water systems, about 5% of the 96,200 potential systems, existed in the country. Many of the recently constructed systems failed shortly after completion, partly due to poor construction and service

So.. reforms to improve water service delivery to Filipinos were initiated by Marcos? Does the Clean Water Act of 2004 pertain to supply of water to all Filipinos? Should we also blame Cory since the information provided contains an overlap in their terms as President?

 

Also, I'm curious as to the difference between the 11 rural water supply projects and the 4,400 rural water systems. Does 1 rural water supply project provide many rural water supply systems? How many is "many"? How much did it cost to produce 1 system? Was $120M enough to put up 96,200 systems? And again, how many was the "many" failed constructions, is 100 many enough? How about 200?

 

Just a thought, let's avoid using vague terms like "many", "few", etc. Let's talk facts. 40 out of 100 for example is a fact. Some may conclude that 40% is already "many" while some may disagree that it's not because it's not even "majority", but 40 out of 100 is no opinion or conclusion but is a plain and simple fact.

Most of the time sinasabi ng anti marcos na 20 years syang president kaya marami nagawa, well, between marcos ouster and today we had almost 40 years and 5 presidents and STILL marcos has more projects done, and all these projects, all are still standing and still being used. San nga ba ginanap ang APEC? Sa ccp? CCP, ginawa ni marcos yan, kung pano iniwan ganun pa din. Lung center, kidney center, heart center, childrens hospital, orthopedic? All marcos, kung pano niya iniwan ganun pa din, walang development o expansion. Lrt, after 10 years bago nasundan. PNR was built by Marcos was built for the sole purpose of improving our railway system, after almost 40 years and 5 presidents ngyn lang na realize ang value ng railways. The PAF during the time of marcos, walang ibang ginawa kung hindi mag patrol ng spratlys at other islands ng Pinas, ung inutang na bilyong piso binili ng jet fighter, surface to air missiles. Ngyn, ano nangyari, ung idol nyo so PNoy nag loan ng bilyong piso, nag loan sa Japan, australia amerika para saan ulit???? Para sa jet fighters, para sa personnel carriers, para sa defense... tsk tsk tsk....

Although Project Storm Fury failed, the point is President Marcos had a VISION and tried his damn best to save the Philippines from destructive storms. After all, science is trial-and-error thing.

Looking at the positive side, this experiment provided a greater understanding of storms and it allowed improved forecasting of monstrous storms which PAGASA is still using as of this time.

Five presidents after Marcos, and with another Aquino as the sitting President, no leader of the Philippines has come close to the same vision of President Marcos -- considering the 'low tech' era of the 1970s.

From anti-typhoon rockets during the Marcos administration, what do we have now? Only three C130s under Aquino.

^^ Ironically, ung project storm na yan was and is still being researched in the US.

One more, if you have time, search mo sa youtube and interview ni Marcos sa US press corps. You can here there when asked if the Philippines is asking US to pay for their bases in the Phils. Marcos said, we never asked for payment or anything material from the US, we are only asking that the US put in their constitution that Philippines being one where US bases are located will mean that US will IMMIDIATELY HELP the Phils. In the event it us attacked, that would mean it is not up for debate in US congress or senate but US will help no IFS, OR, BUTS, if US will abandon the Phils better tell us now, sabi ni Marcos... now if you do not know what that means e wala tyong dapat pag usapan.

Ehto take ko ah! Dictator naman talaga si Marcos Sr. 20 years ba namn nka pwesto eh! Marami talaga sya nagawa sa bansa natin with the loans from the IMF/WB. From infrastructure & industrialization! He dismantled the Old Oligarchy but created his own group of cronies. He was duped by the West especially the US. Listening to Raegans advice was folly at the height of the EDSA Kudeta in 1986. Same mistake done by Erap in 2001! Anyways what Im trying to say is that besides Marcos Sr. Crime he was a good President that was demonized by the media all thru out the world! Probably an effect of the contractionary monetary policy by the US in the 1980s. Can't all be blamed on Marcos. Besides, its not just the Philippines, its the whole world being affected. Search it up Early 1980 Recession.

Aren't people tired of how some individuals outright call non Marcos followers as automatic "yellowtards"? Really a shame that displays the level of argument and understanding they have.

 

PLUS how some automatically insinuate na may kasalanan ang mga taong dinampot noon without any warrants and without any understandable reason except going against a dictator simply wanting to express themselves.

 

Sticking to the topic: It is a fact that most of the infrustructures enjoyed today were built during his regime. I'll leave it as a myth on how.
