pass a law that gives the top three graduates of public high schools an automatic reservation and government scholarship in harvard, wharton or yale. that these three will never want for funds in their studies while abroad. and that they will have an automatic contract with the government in the top posts of the agency of their choice (related to their courses).

 

the only catch is that they have to pass the entrance exams of the school of their choice.

 

this assures that the top three are really tops! not just politically arranged top trhree.

I'll propose a law that would make capital punishment the sentence for any public official found guilty of graft and corruption no exceptions (from the simplest traffic violation to the biggest scandals)........I'll also impose the same punishment for any individual found guilty of bribing public officials no exceptions to rid our country of corrupt cops and public officials...I'll also abolish state recognized religion and impose stiff fines or punishment for religious figures who makes political commentaries on their sermons or in any form of media and those that endorse political candidates running in election........I'll make Robert Reyes run from Metro Manila to Ilocos Norte non-stop if he doesn't shut the hell up............... :thumbsupsmiley:

wala ng trial ... code of honor na lang.

 

or I'll make it legal na bumato ng kamatis o itlog to any politiko na makasalubong mo sa daan kung gusto mo. bawal din ang may badigard pag politiko.

 

and make it part of the constitution na requirement ang stable and happy family ng kandidato kahit anong posisyon sa gobyerno. sariling pamilya na nga di nila mapatino, taumbayan pa kaya na di nila ka anuano.

 

malamang kokonti lang kakandidato pag ganito, mga isa o dalawa lang. hehehehe.

Maybe it's about time that Congress should introduce a bill entitled "Anti-Political Dynasty Law" to thwart electoral candidates who are related up to the 4th degree of affinity or consanguinity from running for the same public office, as well as those related to incumbent officials whose terms have expired, from monopolizing elective positions and to give a fair chance to much qualified candidates a greater margin of winning in any electoral process.

 

How many Arroyo's, Cayetano's, Biazon's are there in Congress. Much worst in the local level where we have husband and wife team or father and son tandem, as elected mayor and vice mayor respectively. Even the SK Chairmanship is not spared because the probability is that it's the grandchild of the mayor who will be elected......

 

Sad to say but these are the things that kept us from achieving political stability. No less than 60 political families controls most of the elective positions in the whole country and the trend is not changing because surnames are as important as party membership in order to win in any political exercise. But with the passage of this proposed bill into law, it will somehow level the playing field to all individuals aspiring to become public servants...

a law that prohibits all public officials (elected and appointed) from and punishes them for hanging billboards, streamers or banners which carry announcements of programs, projects and the like (which are either sponsored by private groups or funded by taxpayers' money). Mas malaki pa nga pictures and names nila kaysa sa mismong titulo ng programa o proyekto.

 

likewise to be banned are their ubiquitous and annoying banners containing messages that greet (kuno) us on every occasion, event or holiday. they want us to think that they are thoughtful and caring. sinong niloloko nila. obviously, these banners that always carry their names and pictures, have no other purpose but to gain publicity and name recall so that when election comes ayos na buto-buto. so self-serving. ang galing ano, tuloy-tuloy na kampanya, before and after elections, na pala taktika para tuloy-tuloy ang pamamayagpag sa pulitika.

our honorable public officials should know better. (m)alas, they refuse to know that their stupendous banners contribute to urban blight, add to eyesores and pose hazards to their beloved constituencies (ikabit ba naman kung saan-saan at kahit sa kawad ng kuryente!).

 

speaking of hazards pose by "political" banners, myself and my pregnant wife nearly got hit by a speeding taxi one late afternoon 2 days ago, as we were crossing the pedestrian lane along visayas ave (qc) corner quezon memorial circle (also in qc). muntikan na kami. di naman lingid sa ating kaalaman kung paano magmaneho ang marami sa atin at ang kawalang respeto sa pedestrian lane (imbes na mag-slowdown, harurot pa), doble ingat ako lagi sa pagtawid lalo na't kasama ko sa pagtawid ay buntis.

 

attached to a lamppost of a concrete island/barrier situated along the said pedestrian lane is this banner (about 2.5 x 7 ft, patayo) that proclaims govt drive or fight (or something to that effect) against poverty and carries a big photo of a high govt official. this banner blocks a pedestrian's peripheral view. it also blocks a driver's view, whose turning right, of a pedestrian who's crossing the lane. pagtapat mo dito habang tumatawid ka, di mo makikita ang nasa kaliwa mo. dahil sa di-paggalang sa pedestrian lane dito sa atin, obligado kang mag-doble ingat kasama na ang pagtingin sa kaliwa at sa kanan. pero paano kung may sagabal sa pagtingin ng pedestrian at ng driver?

 

dahan-dahan na nga kaming tumatawid, tapos biglang may bumulagang humaharurot na taxi. buti na lang nakaiwas kami agad at muntikan na kaming tatlo!

 

kasi kahit saan na lang ikinakabit mga banners ng mga pulitiko. these banners are as hazardous as those in edsa.

 

back to the proposed law, it should also probihit politicos from and punish them for painting, engraving, etching or printing their names on all projects funded by taxpayers' money -- all that include infrastructures, social services, vehicles, relief goods. medicines, etc. labelling their projects with only thir (politicos') names is UNFAIR to all taxpayers whose names should have been printed too. the politicos could do so, if and only if funds came from their own pockets.

 

this bad practice creates the wrong impression and sends the wrong signals to the electorate. this is the stuff that gives life to patronage politics which in turn breeds graft and corruption in public office.

little did they know that their beloved politiko had to implement his/her pet projects in order to earn a handsome kickback, and had to print his/her name in bold letters for free publicity and campaign pitch. in cleverly crediting all these projects in his/her name alone, he/she is able to use patronage for political advantage. feeling ng mga tao nagkaka-utang na loob sila sa kanya.

 

pagdating ng eleksyon, ganito maririnig mo sa kampanya: "nagpagawa ako ng tulay at kalsada, nagpatayo ako ng waiting shed sa bawat barangay...blah-blah-blah". patay na, giniginisa na tayo sa sarili anting mantika.

 

have u noticed that when public officials talk about their "achievements" or projects in their areas, they always use the first-person noun and verb combination, whether in english or in dialects, that roughly and subtly pertains to the politiko as being personally responsible alone for making his/her project. kaya pansinin niyo paggamit nila ng "nagpatayo ako", "pinagawa ko", "nagbigay ako", "i constructed", "i gave", etc.

 

pati media, gawain din nila itong wrong use of words pagdating sa ganitong usapan. kaya di na bago sa atin mga news reports na ganito: "public official so and so gave 10 million pesos to typhoon victims", di ba pwedeng " public official so and so ordered the release...?

A law banning retired generals of the PNP and the AFP from appointments in any cabinet, undersecretary or diplomatic portfolio and to any managerial or directorial position in any government owned or controlled corporations within 5 years after their retirement from active service. The primary purpose of the law is obviously to lessen the influence of the appointing authority which in this case is the Chief Executive from gaining the loyalty of the men in uniform (for political end of course) with promises of material gains and appointments in juicy positions even after their retirement. The other purpose is to give the President a greater leeway in the selection of qualified civilian candidates with the exclusion of military leftovers whose loyalty and motive is questionable and could become just a puppet in the strings by the appointing personality..........

 

Finally, this law will depoliticized the much already divided and factionalized PNP and AFP by immunizing its members from entertaining thoughts of future gains if they will remain in good graces with those in power and thereby be forever indebted to them even after their retirement to the detriment of public service.........

A law imposing automatic and outright removal from office of any elected and incumbent public official from the time of filing of certificate of candidacy to run for another public office other than their current elected position.A classic example of this awkward situation is when then incumbent Sen. Panfilo Lacson decided to run for the highest position in the 2004 Presidential election and lose, but still he was able to retain his previous elective position as senator. The same thing could had happened to Sen. Alfredo Lim if he was not elected as Mayor of Manila or to Sen. Noli de Castro if he has not won as Vice-President.

 

With the absence of any prohibitive law to this effect, it will encourage incumbent elected officials to run for higher elective positions knowing that they can still maintain their present office even if they will suffer defeat in the succeeding electoral exercise. They have nothing to loss and everything to gain and this obvious advantage on their part will always tilt the balance of success on their side because they can still utilize the full potential and resources of their office since they are not considered as resigned, which of course; is unfair to the other candidates vying for the same position.

Now someone correct me if I'm wrong... but i seem to recall that SUCH A LAW DID EXIST before... exactly to preevnt what you're saying, but a later congress changed it back...

In any case, its no surprise that it was changed back (or never gonna be changed at all) bec, Who's gonna make and approve these law? The VERY SAME CONGRESSMEN AND SENATORS who wants their cake and eat it too! Yes, All or most of them have political aspirations (Congressman to Senator, Senator to President, etc) and why make a law that closes their "safety net"?

 

I also seem to remember that there was a law that states no elected offiial can keep their old or other jobs... I seem to recall this was partly for those actors in politics who wants to keep their showbiz career (for one thing, unfair exposure for future reelection bids)

 

Again, someone pls confirm or correct this.

 

What do we have now? Just last December we have not one, but TWO Senators in the MM Film Festival (one of them playing a SuperHero). Its actually a shame that Lito Lapid didnt join them, he should have made "Tatlong Baraha Part II" along with his son, the Governor. Then we'd have THREE SITTING SENATORS with simultaneous movies...

 

Pinoys abroad would be able to proudly show this off to their American/Foreign colleagues.

 

Fear not though.. the good news is Erap is talking about a Film comeback. Yes, the honorable ex-President is thinking of starring again in a movie. Hopefully this time, he can choose Senator Loren Legarda (or Senator Jambee Madrigal) as his leading ladies... they can do another kissing scene (hopefully this time, they French it) just like he did Sen. Nikki Coseteng...

"only citizens with valid ITRs be allowed to vote!!" how can one participate to elect a good leader (a leader who will decide how to spend taxpayers money for everybody's interest) if one doesn't even pay his dues... so if you want to vote in the coming election, pay your taxes properly and secure a copy of your ITR..

 

simple logic why gud for nothing elected officials/political dynasty kept on winning and ruling our country and spending/pocketing hard earned taxpayers money for themselves to keep!! political candidates during election targets primarily the "masa" to propel them to power, the "masa" who are most often are bribed/sometimes threatened to get their votes (this is an open secret). we also know that they comprises the majority of the population ... but then again, are these people/citizens paying their annual taxes correctly? looking closely, its the middleclass who suffers the most... its the middleclass who pays taxes by automatic deduction from their hard earned monthly salary.. the middleclass has no excuse in hiding and evading the dreaded BIR...

 

i have nothing against our poor pinoy kababayans, its not their fault why are they in that position... but its only a simple analysis of things, lets say in a student/class/school election of officers.. how can a member of different class/school suggests/demand on how to spend budget on excursion/trips to other class/school when they themselves are not paying/contributing to the class/school funds... get it?

 

also, just take a look whats happening during rally's and protests? its very obvious, 90% of those involved are probably not even paying their taxes... how can a person complain of basic services if they're not contributing a single cent.. how can my vote (ive been paying taxes for the past years) is equal to a vote of a person just bumming around on the streets?

 

being in democracy is not just being free but it also requires individual participation for our society... peace!!

We don't need new laws, just implement strictly the existing ones.

 

I DISAGREE......We need new laws pertinent to the changing times. For instance, CYBERCRIMES are not heard of ten years ago but now it is blatantly committed and the authorities are hapless to to combat these kind of legal infractions in the absence of special law dealing with it......

I remember years ago when the I love you virus was rampant. the joke went that since there was no laws for the cybercrime committed, the police obtained a DOH quarantine order instead of a warrant of arrest.

^^ One GREAT lawyer once got his drug pusher of a client acquitted because he pointed out that METHAMPETHAMINE was NOT on the list of dangerous drugs. He did not only get his client out, but also all the others charged of the same offense. The national government quickly made the necessary adjustments after that. But LAWS do need to be UPDATED.

I propose a law that requires all jeepneys, taxis, buses, tricycles, pedicabs to yield to private vehicles. Why? Simply because those dumbf#&ks animals stop every 20feet to pick up passengers.
