ill make a law proclaiming Boracay Island a special economic and tourism zone. Among the provisions of othe law are the following:

 

1.) Create a centralized agency tasked with the economic, environmental and security responsibilities for the island.

 

2.) Create a taskforce with investigative powers to police the anti-dummy law violations of some resort owners.

 

3.) Create a central waste water facility and garbage transfer station (garbage should not be allowed to dumped in boracay).

 

4.) Create a zoning ordinance to decongest the beach and distance between each structure, maintaining the 20 meter foreshore easement.\

 

5.) Create a stricter food health code (subject food servers to medical check up etc)

 

6.) Create a beach watch and emergency response agency.

 

7.) create a centralized pier for passenger safety and comfort

 

8.) ban motorized pedicabs in the beach and place speed limits for its inland roads.

 

9.) Legalize gambling only on the island. 80% of proceeds shall be used to develop environment safeguards for the islands and promotion.

 

10.) Put up a one stop shop Civil Registrar office for boracay weddings (making it a las Vegas of the Phils).

 

11.) Give incentives to use biodegradable materials like plates, utensils etc.

 

12. ) Tax all media advertisements which cogest the islands scenic spots.

 

13.) Establish a one-stop shop for visa renewal and flight rebooking

Alam mo Pareng Buttakal ang nakakainis sa mga resort? Yung super-aggressive na pagbebenta ng kung ano-ano sa mga turista. From massage to puka shells... masyadong in-your-face yung mga vendors. Sana maayos ito sa "zoning" proposal mo. Dapat sa designated selling areas lang pwede maglako ang mga vendors.

If I could Propose a LAW, sana..

 

ONLY taxpayers can VOTE. Disenfranchise the squatters et al, na di nagbabayad ng TAX but because of their sheer number (and ignorance) can elect a president/punlic official.

 

Medyo inhumane, (pero done in Brazil DAW) lahat ng mga delinquents, drug addicts, petty thieves maski at habang juvenile i - summary execution na lang. God Forgive me sana for this thought. :cry:

Install something like a speed limiter in all Public Utility Vehicles. Say na kahit gaano ka diin ang tapak ng Bus/Jeepney driver say Gas pedal eh hanggang 60kmh lang ang max speed nila. Plus sa isang main in-city street sa Taipei ang Bus ay ONE lane lang - dapat gawin yan sa EDSA. Ang pinka solution sa traffic sa EDSA ay implementation lang. Nandyan naman lahat ng laws etc. Inutil lang ang mga nagpapalakad.

Ehr, kicx, you do realize that any politician that even tries to propose this bill will be lynched by the public? Over half (and perhaps up to 75%) of the Metro Manila population (not even including other metro areas such as Metro Cebu and Metro Davao which do not have the LRT/MRT) ride in jeeps. The politicians know jeepneys are a inefficient polluting mode of transportation, but the lobbying by the Jeepney groups can paralyze the country.

 

Instead, implement a law tightening the regulations on all vehicles as well as drivers.

1.) Vehicle Registration --> Free (or very low) for the first 5 years, then 30% of the list price of the vehicle on the 6th year, escalating by 5% every year thereafter.

 

This will encourage vehicle owners to junk (we can salvage the parts and process them) their old polluting vehicles and purchase new ones. So as to not hit the pocket too much, perhaps the 100% luxury tax on vehicles can be removed or lowered to 10%.

 

2.) Driver Licencing --> Tighten the damned tests. Drivers with X tickets cannot renew for a period of Y years.

 

Okay, its a little basic, but I'm sure it can be streamlined and made workable.

 

Ang MRT/LRT ginawa para may alternative Public transpo right? So bakit parang ang dami parin Jeep/Buses kung saan may LRT/MRT na?

 

Actually, minsan tamad lang talaga ang both driver ng PUVs and mga pasahero eh. Kung saan-saan sumasakay/nagsasakay. Dapat talaga may designated stops. Masmadali pa magcommute. Like sa Hong Kong kahit hindi mo kabisado ang lugar basta alam mo yung place/street na pupuntahan mo madali. Hahanapin mo lang yung bus number ng bus nadadaan sa lugar mo. sa mga stops nakalagay ang complete route ng mga buses. sa subway naman nila, bawat station may vicinity map. plus interconnected sila.

A Law that states that the government must spend twice as much  on education as what they spend on politicians and the pork barrel funds in each district.  B)

 

Somewhere in the CONSTITUTION, it is written that EDUCATION should be allocated the biggest budget. However, NO PRESIDENT since CORY has been able to fulfill this. Bulk of the budget goes to DEBT SERVICING! Almost 50 centavos for every peso tax collected. We are still paying off debts from the MARCOS era... debts that was used by the MARCOS regime to oppress the people... lent by FOREIGN GOVERNMENTS (USA mainly) who turned a blind eye to the attrocities of the Marcoses and his cronies. Where is the "justice" in that? :cry:

Maglagay ng FAT ASS Tax

 

I am ALL FOR THIS... however, how do we implement this? Do we register each and every ass with the BIR?  :boo:

 

FAT ASS TAX @

 

1. Restaurants

2. Airplanes and ships

3. Jeeps - Double pay na lang

4. SPA - also double pay

5. Movie's - Movie should provide a FAT ASS section, meaning larger seats

6. Hotels

7. Mortuaries

 

This is cool! I definitely agree on implementing a FAT ASS ADDED TAX...

FAT ASS occupies double the space of an average ass so that makes sense... :thumbsupsmiley: :evil:

I'll make this as short as possible, hope i wont have to explain why i'd like to propose this law.

 

1. Totally remove the "Barangay System".

2. Give the pork barrel directly to the Mayors.

 

No barangays? then replace it with what? Vigilantees? lol!

This is the Philippines. We have a very big land mass and we cant have one centralised system that controls all the people. Somehow the barangay plays a key role in helping one district out with requests for road repairs, voting, polls, community problems, and etc. Simply taking it away will create chaos in the system that we emplaced in order for order to reign.

 

2. Pork Barrels? Bah! Another day then we will discuss this..
