Over half (and perhaps up to 75%) of the Metro Manila population (not even including other metro areas such as Metro Cebu and Metro Davao which do not have the LRT/MRT) ride in jeeps. The politicians know jeepneys are a inefficient polluting mode of transportation, but the lobbying by the Jeepney groups can paralyze the country. Instead, implement a law tightening the regulations on all vehicles as well as drivers.1.) Vehicle Registration --> Free (or very low) for the first 5 years, then 30% of the list price of the vehicle on the 6th year, escalating by 5% every year thereafter. This will encourage vehicle owners to junk (we can salvage the parts and process them) their old polluting vehicles and purchase new ones. So as to not hit the pocket too much, perhaps the 100% luxury tax on vehicles can be removed or lowered to 10%. 2.) Driver Licencing --> Tighten the damned tests. Drivers with X tickets cannot renew for a period of Y years. Okay, its a little basic, but I'm sure it can be streamlined and made workable.<{POST_SNAPBACK}> Ang MRT/LRT ginawa para may alternative Public transpo right? So bakit parang ang dami parin Jeep/Buses kung saan may LRT/MRT na? Actually, minsan tamad lang talaga ang both driver ng PUVs and mga pasahero eh. Kung saan-saan sumasakay/nagsasakay. Dapat talaga may designated stops. Masmadali pa magcommute. Like sa Hong Kong kahit hindi mo kabisado ang lugar basta alam mo yung place/street na pupuntahan mo madali. Hahanapin mo lang yung bus number ng bus nadadaan sa lugar mo. sa mga stops nakalagay ang complete route ng mga buses. sa subway naman nila, bawat station may vicinity map. plus interconnected sila. However, NO PRESIDENT since CORY has been able to fulfill this. Bulk of the budget goes to DEBT SERVICING! Almost 50 centavos for every peso tax collected. We are still paying off debts from the MARCOS era... debts that was used by the MARCOS regime to oppress the people... lent by FOREIGN GOVERNMENTS (USA mainly) who turned a blind eye to the attrocities of the Marcoses and his cronies. We have a very big land mass and we cant have one centralised system that controls all the people. Somehow the barangay plays a key role in helping one district out with requests for road repairs, voting, polls, community problems, and etc. Simply taking it away will create chaos in the system that we emplaced in order for order to reign. 2.
