It has been shown by empirical evidence that a criminal thinks twice, thrice or more in carrying a criminal act if he knows that he's committing a crime in an area where people are armed.

This resembles a rural landscape too where Filipinos would lack facilities to ask and get instant help like 911. Thing is there are many ways to communicate. Often comments are never literal - and this is especially true for English. There will be sarcasm, humor, exaggeration, etc. Maybe you can at least try to post in the International comments or forum facilities and realize how people play with words and issues.
