there should be a qualifying requirement to run for LAW MAKERS.

for Gods sake, there are requirements to hold govt positions why not law makers????

there is an exam given by universities and colleges before they can accept students....why is there none for law makers?

 

right now, basic requirement is magaling ka magnakaw???? this is even exercised in the barangay level??? huh?

actors and actresses should not be allowed to run for elected govt positions.... they have so much media exposure that their opponents do not have....

Declare Requiring of Exit Clearances for OFWs unconstitutional.

 

Our freedom to abode is constitutionally protected long as wala naman hold departure order from DOJ.

 

Its a clearance! And yet not one bureaucratic monkey in NAIA can explain what exactly we are being cleared from. Kaya nga clearance di ba? Para daw yun sa tax exemption at libre na terminal fee... WTF? Then why call it a clearance?

 

Parang nakakaloko naman Gobyerno eh, hindi ka nga magbabayad ng travel tax pero sisingilin ka naman sa OWWA at kung ano ano pang fees. Kung susumahin eh halos parehoy na din lang naman babayaran mo, pumila ka pa ng katakot takot. Eh bat di na lang kami singilin kasi ng tax at fees at huwag na kami abalahin?

If I was given the authority to make and pass a law. It will be

 

No parking space no car policy.

 

A person that doesn't have a parking space cannot buy a car.

Each household has a max of 1 car each. Following will add to their income tax and property tax. Example person a has 32% tax. Then he bought his 2nd car. From 32% to 38% and so on.

FOI bill is really needed... they should pass this already,,, it will hold everyone in government accountable....

 

For laws I think we need...

 

No parking space No car policy....

-simple lang wala kang parking wag kang bumili nang kotse... wag kang pumarada sa kalye.... or a stricter no parking law sa kalye...

 

Age limit sa mga sasakyan...

- sa mga public or sa private transportation natin... sobrang dami nang sasakyan na luma... alam ko me batas na ata para dito kaso.... me run around sya na pag inoverhaul mo yung sasakyan... in the inspection pwede uli sya i treat as year one uli... they do this sa mga buses specifically...

 

No discrimination on age for work....

- sa abroad makakakita ka nang mga elderly na nagtratrabaho... basta kaya mo yung trabaho... why not?

- last time I checked... meron ads in the paper... needs bike messenger.... isa sa requirements... applicants should have college degree... honestly kailangan ba nang college degree to be a bike messenger... I understand competitive workplace pero sa tingin ko too much naman eto.... dapat may equal opportunity sa lahat nang sector...

 

Tax exemptions for the complany employing disabled persons...

- sa tingin ko this will cause more company to hire from the PWD sectors

- alam ko marami natatakot dito dahil it will be against their privacy... pero with this ang bilis sigurado lutasin lahat nang krimen... here in KSA naka tie up sa ID system and finger prints... so kung me isang kaso....makuha lang nila finger prints mo... madali ka nila mahuhuli... pati celphone mo naka tie up din sa ID kaya pwede ka triangulate...

 

kahit ano pa ilagay dito kung walang ipin ang batas... it will still be useless....

Huwag ng tiketan or hulihin or kuhanin lisensya ng aabutan ng red light sa yellow box. Imbes dapat meron batas na hanggat nakabara yung sasakyan sa yellow box, sasapukin na lang ng mga driver na naabala yung driver na nakabara sa yellow box hanggat hindi sya nakaka-labas don sa yellow box.

 

Tapos dapat bawal gumanti yung driver na sinasapok, pag gumanti sya no fines or penalties, 6 months kulong agad.

Pass Joint Resolution No. 10, creating a Fedaral form of government partnered with a Presidential form, much like the US, but with revisions. Create 16 states based on the regional division loosely used today.

 

The capital city of each state would be the following:

Phl State No. 1 - Tuguegarao City

Phl State No. 2 - Vigan City

Phl State No. 3 - City of San Fernando (Pamp)

Phl State No. 4 - Calamba City

Phl State No. 5 - Legazpi City

Phl State No. 6 - Cebu City

Phl State No. 7 - Iloilo City

Phl State No. 8 - Tacloban City

Phl State No. 9 - Zamboanga City

Phl State No. 10 - Cagayan de Oro City

Phl State No. 11 - Butuan City

Phl State No. 12 - Davao City

Phl State No. 13 - General Santos City

Phl State No. 14 - Cotabato City

Phl State No. 15 - Baguio City

All states will have a State Congress, very much like the US. Presidents and VPs still have a 6-year single terms. I agree with this one on Federalism. We really need this para the peripheral regions are empowered to develop themselves. Instead of US model, we can follow the Spanish model on gradual decentralization.

 

Pero instead of keeping the presidential government, I suggest that we adopt the parliamentary system, for both federal and state levels. Such parliamentary system will encourage the growth of true political parties grounded on political platform and ideas. It will be more efficient dahil less ang gridlock since the executive/government (which exists because it has the majority support) comes from the legislative (in contrast to presidential where the president may be of different party from the majority of senators/reps which can disagree and sabotage one another). It will guarantee na ang prime minister will always be a competent leader, unlike today the head of government is popularly elected and so is prone to popularity and star factor. Much better if we adopt the Westminster system (ganda ng confrontational/adversarial setup nito between the government and the opposition!). There are lots of strengths of parliamentary system vs presidential, however the space here is limited.

The problem with the parliamentary form of government for the PHL are the politicians. Too much politicking. If the PM is powerful enough to control his party (if his party is the majority), he can be in control for a long period of time, even if he does good or bad.

For me, (just my opinion), in a parliamentary for of government, the PM will just make his partymates happy, either prioritizing them for projects, or giving them what they want, etc., and not the people who voted them to the Parliament. Unlike in the Presidential form, every politician wants to be seen helping the people directly, hugging them and such (of course, not their job). The would-be President must court the whole nation, unlike a would-be PM, he just needs to court his district or province, then win the hearts of his fellow ministers afterwards.

Ay Ang Dami...

 

For starters.... Schools with less than 50% passing sa nsat, bar, or boards (based on total number of graduates) should be have their accreditation from dep Ed removed immediately.

 

Simple logic. If more than half of your graduates can't pass, Ano use mo as a school? Linoloko mo Lang yung parents, sinasayang mo Pera Nila pambayad tuition fee.

Don't worry, the parliamentary system isn't like that. Regarding the scenario you described (the PM colluding with his partymates and not serving the people), if they try to do that, how can they expect to remain in power and be re-elected if they don't solve the problems of the people in the first place? Plus there is the opposition - the largest party in the parliament not part of the government - led by the leader of the opposition with its own shadow ministers opposing gov't ministers. These people are motivated to find faults in the government and expose its incompetence. Plus there is also the question time, where MPs can question, challenge, and scrutinize the government in its conduct of business. If the government (and the ruling party) will slack and not do its job properly, and the opposition expose that, the ruling party could lose its majority in the parliament in the next election, and if it does, its leader will cease to be prime minister.

 

Many people think that parliamentary system is prone to abuse just because the PM is not directly elected and therefore only caters to his partymates. However, it has its own mechanisms for checks and balances, which include the shadow cabinet, question times (like the PMQs), and the committees. This is more efficient and more effective than the separation of powers used in presidential system.
