They don't need to say that there is cheating because you don't have to be a rocket scientist to deduce that there was cheating. Only people who are clueless about wet ballots and ballots soaked in chemicals will say that there wasn't any cheating.

MUNICIPAL TREASURERS NG CAMSUR PINAGPALIWANAG NA NG PET DAHIL SA BASA AT SIRANG MGA BALOTA

Pinagpaliwanag ngayon ng PET ang ilang municipal treasurers ng Camarines Sur kung bakit may mga basa at sirang balota sa loob ng ballot boxes habang ang mga ito ay nasa kanilang custody o pangangalaga.

Pinagpaliwanag ng PET ang mga municipal treasurers ng Bato, Sagñay, Garchitorena at Ocampo sa loob ng 10 araw mula ng pagkatanggap ng Notice ng PET.

Sa nasabing Notice ng PET, nakalista ang ilang Incident Reports mula April 2 hanggang April 17 tungkol sa mga basa o maduming mga balota sa loob ng ballot boxes.

Ibig sabihin, partial lamang ang ipinalabas ng PET na kautusang magpaliwanag. Ang mga Incident Reports na naitala simula April 18 hanggang ngayon sa mga ballot boxes mula sa Buhi, Canaman, Milaor, Sipocot at iba pa ay hindi pa natalakay ng PET.

Ayon sa Incident Reports, ang ilang ballot boxes ay binuksang muli matapos ito sinilyuhan. Ang isang ballot box mula sa Sagñay ay binuksang muli at hindi na ibinalik ang nasirang security seal. Basa ang mga lamang balota. Ito ay palatandaan ng post-election tampering ng mga laman ng ballot box.

Ito ang kauna-unahang pagkakataon na kinumpirma mismo ng PET ang mga basa at maduming mga balota na nakita sa maraming ballot boxes mula sa Camarines Sur.

Ayon sa PET, sa mga presintong basa ang mga balota, ang decrypted ballot images ang gagamitin sa revision. Gagawin ito matapos marebisa ang lahat ng hindi basang balota sa Camarines Sur. Sa puntong ito, maaring kontrahin ang paggamit ng decrypted ballot images dahil nga tinamper na rin ito ng Comelec at Smartmatic sa pamamagitan ng paglagay ng square overlays sa mga boto ng botante. Dapat ay ipawalangbisa na ang resulta sa mga presintong ito dahil hindi na mababasa ang mga balota at hindi na rin mapagkatiwalaan ang decrypted ballot images.

Sa House of Representatives Electoral Tribunal (HRET) naman, may mga basa at madumi ring mga balota mula sa Naga City, baluwarte ni Robredo. Ito ay natuklasan sa revision proceedings na isinagawa ng HRET sa protesta ni dating Rep. Luis Villafuerte laban sa nakaupong si Rep. Gabriel Bordado, bata-bata ni Leni Robredo. Ang mga balotang ito ay saklaw sa protesta ni BBM laban kay Robredo.

More or less, 1 sa bawat 3 ballot boxes sa Camarines Sur ang walang voter receipts. Marami pang ballot boxes ang walang Election Returns at wala rin ang Minutes of Voting. Habang sa bayan ng Milaor, at least 3 ballot boxes ang naglalaman ng election materials mula sa ibang presinto o ballot boxes. Ito ay nangangahulugan lamang na binuksan ang mga ballot boxes na ito at kinuha o tinamper ang mga laman matapos ang halalan.

Tapos na ang pagrebisa sa lahat ng ballot boxes mula sa 24 bayan sa Camarines Sur. Ang mga bayan ng Ragay, Goa at Cabusao ang kasalukuyang nirerebisa ng PET ngayon. May natitira pang 11 na bayan at siyudad na rerebisahin.

It is interesting to note na sa bayan ng Ragay, at least may 1 presinto mula rito ang nagtransmit ng resulta 1 araw bago magbukas ang mga presinto para sa halalan (May 8, 2016 at 8:40AM). Malinaw ang ebidensiya nito mula sa system log na nakita ni Sen. Sotto at pinagbasehan ng kanyang privileged speech noong Marso. Nakatakdang mag-imbestiga ang Senado sa privileged speech ni Sen. Sotto sa susunod na linggo.

Finally, nagsimula ang retrieval o pagkolekta ng mga ballot boxes sa Iloilo ngayong araw. 2,740 ballot boxes ang kokolektahin ng PE

AN INCREASINGLY DESPERATE ROBREDO

(may naamoy ang kampo ni Robredo sa OSG kaya hinaharang nila ito ngayon)

Hinarang ng kampo ni Leni Robredo ang pangatlong hiling ng Office of the Solicitor General (OSG) ng extension upang makapaghain ng Comment para sa Comelec sa isyu ng vote shading threshold alinsunod sa kautusan ng PET.

Pinipilit na kasi ni Robredo na desisyunan na ng PET ang kanyang Urgent Motion for Reconsideration makaraang ibasura ng PET ang kanyang naunang hiling na 25% ang threshold na ipatupad sa pagrebisa ng mga balota.

Ayon sa 5-page opposition ni Robredo, umabot na sa 40 araw ang palugit na ibinigay ng PET sa OSG. At dahil humingi uli ng 15-day extension ang OSG, aabot na sa 55 araw o hanggang July 11, 2018 upang makapaghain ito ng Comment.

Hiniling ni Robredo na huwag ng hintayin ang Comment ng OSG para sa Comelec at desisyunan na lang ang kanyang Motion for Reconsideration ngayon.

ANO BA ANG IBIG SABIHIN NITO?

Kapag ginusto ni Robredo, ipipilit niya ito. Dehado siya sa isyu ng threshold dahil sa bawat araw na hindi pa ito madesisyunan ng pinal ng PET, daan-daang gatuldok na boto (Yoda votes) niya ang nakakaltas sa kanya. Naingit at natakot siya dahil hindi apektado ang mga boto ni BBM. Talo talaga siya sa isyu ng threshold as things stand today. Kaya nagkakadarapa siya ngayon na ipilit na desisyunan ng pinal ang isyung ito.

Kapag kinatigan siya ng PET, siyempre abot-langit ang saya niya. Pero kapag nanindigan ang PET na 50% ang threshold, magra-rally, mag-iingay at mangungulo sila.

Maaring minamadali nila ang desisyon sa threshold habang sariwa pa ang pagtanggal kay dating CJ Sereno. Kapag hindi pabor sa kanya ang desisyon ng PET, she will align and identify herself with Sereno bilang mga biktima. Mangungulo sila.

Ang malinaw dito ay kung gugustuhin talaga ni Robredo, ipipilit niya ito. Aniya, gusto niyang matapos na ang protesta. Patunayan niya at ipilit niya ito sa halip na magfile ng magfile ng mga walang kwentang motions. For one, magfile siya ng motion na i-fill-up ang 10 bakanteng revision committees ngayon na hindi inaksyunan ni Justice Caguioa. Humiling din siya ng dagdag na revision committees upang mas mapabilis ang protesta.

Sa OSG naman, wala akong makitang sapat na dahilan kung bakit kinuha pa ng Comelec ang OSG bilang abogado nito sa pagfile ng Comment gayong may sarili naman silang Law Department na maaring magfile para sa kanila. Pero maaring ginawa ito ng Comelec upang maging kakampi nila ang OSG sa 25% position nila sa isyu ng threshold at bumigat ang timbang ng kanilang Comment.

Hindi obligado ang OSG na kumampi sa position ng Comelec. Kung 25% ang position ng Comelec, maaring taliwas dito o 50% ang position ng OSG. Bilang people’s tribune o champion of the people, papanigan ng OSG ang interest ng mga mamamayan kahit pa ito ay laban sa gobyerno o ahensya ng gobyerno tulad ng Comelec.

Maaring naamoy na ito ni Robredo kaya hinaharang na nila ang OSG ngayon. Malinaw ito sa kanyang hiling sa PET na huwag ng payagang maghain pa ng Comment ang OSG para sa Comelec.

Sa mga nagtatanong kung ano na ang update sa protesta, mahirap ng magverify ng figures sa loob dahil naghigpit na talaga ang PET. Pero ang pagpupumilit ni Robredo na desisyunan na ang kanyang Urgent Motion for Reconsideration ngayon kahit hindi na magfile ng Comment ang kanyang kaalyadong Comelec ay malinaw na palatandaan na bumababa na talaga ang lamang niya kay BBM. Hindi na niya matiis ang patuloy na pagbulusok ng kanyang lamang pababa.

Kaya sa bawat araw na lumilipas, ang kaba ni Robredo ay tumataas.
