The Philippines may be in for another rough ride in 2017.

Not only did former United States Ambassador Philip Goldberg leave the Philippines with a legacy of fractured relations between the two countries, he allegedly left behind a “blueprint to undermine Duterte,” a strategic recommendation ostensibly to the State Department for the ultimate removal of President Rodrigo Roa Duterte from office, according to a highly placed source. It is not clear, however, if the State Department in Washington DC had given its imprimatur to the recommendation by its former ambassador to the Philippines.

A document received over the weekend by The Manila Times from that source said Goldberg had outlined a list of “strategies” to undermine President Duterte and called for his eventual ouster. The blueprint gave a timetable of one-and-a-half years.

Quoting Goldberg, it said the “political actors (the opposition) would need all the political weapons in their arsenal to replace the Duterte administration and replace it with something more to the opposition’s liking.” He noted, however, “that (deposing Duterte) would be a challenge for the opposition.”

Care for Overseas Filipino Workers

  • One-stop service center for OFWs opened at the Philippine Overseas Employment Agency (POEA) in Mandaluyong City. It has served 219,697 clients as of December 7, 2016.
  • P455.1 million in emergency assistance extended to 10,233 OFWs displaced due to drop in oil prices in the Middle East. Of these, 2,401 availed of the government’s repatriation program.

Best Year: Philippine President Rodrigo Duterte

Not without controversy, Duterte tops our CNN list for “best year” in Asia by winning his nation’s presidency in a landslide last May and subsequently upending, rethinking and reshaping the state of affairs — for good or for bad — at home and abroad.

Since taking office on June 30, the former mayor of Davao City has launched an unsparing, and bloody, war on crime and drugs that has brought mounting human rights criticism and concerns over extrajudicial killings.

The tough-talking leader also has declared a “separation” from the U.S., its long-term ally, and moved to put aside territorial disputes in favor of business deals with China — this, despite an international tribunal ruling in the Philippines’ favor in July over territories in the South China Sea.

In early December, the Social Weather Stations survey firm had Duterte enjoying a 77 percent approval rating as Filipinos continue to put their trust in their controversial president. For now, the Philippine leader’s unconventional moves seem a harbinger of things to come.

This is no pivot to China, but a disruption of the old normal. Duterte ended 2016 seeking to rebalance his nation’s ties, improve the life of the average Filipino and make the Philippines — a one-time economic and trade powerhouse — great again. And for that, Asia’s best year goes to Duterte.

President Rodrigo Duterte’s approval and trust ratings, both at 83 percent, remained high during the last quarter of 2016, according to the latest Pulse Asia survey.

“Amidst various controversies involving him and his administration, most Filipinos remain appreciative of the work done by President Rodrigo R. Duterte,” the survey firm said in a release.

The poll, conducted from December 6 to 11 among 1,200 respondents, has a ± 3% error margin at the 95% confidence level.

Among the events that unfolded before and during the survey period were the resignation of Vice President Ma. Leonor “Leni” Robredo, the Supreme Court decision dismissing petitions opposing the burial of former President Ferdinand Marcos at the Libingan ng mga Bayani and the Senate and National Bureau of Investigation probe into the killing of Albuera, Leyte Mayor Rolando Espinosa Sr.

Duterte’s ratings were more or less the same from last September when he received 86 percent for both his performance and trustworthiness.

Of the respondents surveyed in December, five percent disapproved of Duterte while 13 percent were undecided. Only four percent said they did not trust the President.

CHR lauds Duterte's EO on reproductive health

The Commission on Human Rights on Monday lauded President Rodrigo Duterte for signing an executive order providing women a full range of access fto responsible parenthood and reproductive health care services.

Acting as Gender and Development Ombud, the CHR said Executive Order No. 12 sends a signal that the Duterte administration supports Republic Act No. 10354 or the Responsible Parenthood and Reproductive Health Act of 2012.

"The issuance sends a clear signal that this administration supports the full implementation of the RPRH law and shall not tolerate acts and practices which may deny women access to a full range of responsible parenthood and reproductive health care services, including family planning methods, supplies, and commodities," the CHR said.

On January 9, Duterte signed EO 12 which aims to "intensify and accelerate the implementation of critical actions necessary to attain and sustain 'zero unmet need for modern family planning' for all poor households by 2018, and all of Filipinos."

However, the CHR said the RPRH law still faces many challenges despite the Supreme Court ruling over its constitutionality in 2014.

"The Commission's National Inquiry on RH conducted last 2016 showed the uneven support for the implementation of the law, the existence of legal and policy barriers to its implementation, and the continuing barriers faced by service providers and women in the marginalized sector," the CHR said.

Meanwhile, the CHR said it hopes the EO of Duterte would advance the repeal and amendment of reproductive health policies that deny women access to various services and information.

"With this exercise of political will from the Chief Executive, the Commission looks forward to the repeal and amendment of discriminatory policies and practices limiting and denying women's access to RH services and information," the commission said.

The commission added it looks forward in seeing more support in the RPRH law not only in Sorsogon City, but also across all local government units.

"The Commission looks forward to changes in the situation of women in Sorsogon City, and for more sustained commitment and support of government service providers and local government units in the implementation of the RPRH law," the CHR said.

The European Union (EU) has now decided to offer its assistance to the Philippine government’s anti-drug campaign, particularly through the rehabilitation of drug addicts, after initially criticizing the Duterte administration’s war on illegal drugs.

EU Ambassador to Manila Franz Jessen said the EU is currently studying the possibility of shifting its funding within the Philippine health sector toward the rehabilitation of drug dependents.

Around 70 companies have been removed from the Bureau of Custom (BOC)’s list of accredited importers in the past six months for violating custom laws against smuggling, its commissioner said on Wednesday.

“In the past six months, we have already delisted around 70 companies,” Customs Commissioner Nicanor Faeldon revealed in a press conference on Wednesday.

Faeldon said these companies were only from two of the 17 ports nationwide—the Port of Manila and the Manila International Container Terminal.

 

Faeldon warned that out of the 11,000 BOC-accredited importers, only 6,000 may remain.

Moreover, brokers who are involved in illicit importation may also be revoked of their license, Faeldon said.

“The brokers na paulit-ulit na nai-involve sa companies, we will submit your case to PRC (Professional Regulation Commission) and let the PRC determine if they will remove your license. We will be very strict,” he said.

Faeldon said they will be releasing a new list of delisted importers within the next few weeks.

“Within the week, we will be releasing another list of new violators from the other ports,” he said.

For the first time in history, the Philippines is ready to export corn to neighboring countries as corn harvests this year will breach the 5.6-million tons domestic requirement, according to Agriculture Secretary Manny Piñol.

 

National Corn Program coordinator, Asst. Secretary Federico Laciste reported that in spite of the series of natural calamities which hit the country recently, including the 7-month El Niño, yellow and white corn harvest for 2017 is expected to hit 8.1-million metric tons.

The production of Cassava, which is lumped with corn in the animal feeds category, is seen to reach 570,000 metric tons and this will contribute further in stabilizing the corn and animal feeds supply in the Philippines.

HE may profess to admire the dictator Ferdinand E. Marcos and his martial-law regime, but President Rodrigo R. Duterte has also ordered the immediate release of “initial” compensation for around 4,000 martial law victims under the Marcos dictatorship.

 

Mr. Duterte made the directive during his 15-minute meeting with members of the Samahan ng Ex-Detainees Laban sa Detensyon at Aresto (SELDA), the Human Rights Victims Claims Board (HRVCB) and key Cabinet members on Thursday, Jan. 19, at Malacañang. SELDA is a veteran human-rights group dating back to the dictatorship.

In a phone interview, SELDA Vice-Chairman Bonifacio P. Ilagan said the “impetus” to hasten the release of compensation for martial law victims came from Mr. Duterte himself.

Mr. Ilagan added that the Palace meeting was requested by SELDA and was “initiated” by Mr. Duterte, who was “concerned about the problem.”

“The victims are waiting and we thought that the process was not quick enough to support their needs because some of the victims had died already and they really need this kind of help,” Mr. Ilagan said.

According to the SELDA official, more than 75,000 people were victims of human rights abuses during martial rule, but “not one” has received any compensation from the government since the creation of HRVCB in 2013 by Mr. Duterte’s predecessor through Republic Act (RA) No. 10368.

As of December 2016, the HRVCB has processed 30,000 applications of these victims -- which included the verification of genuine applicants. Meanwhile, only 4,000 have approved applications.

As mandated by RA 10368, the claims board must follow a point system, ranging from one to ten, in determining the corresponding indemnification for the victims. The range is as follows:

• Victims who died or who disappeared and are still missing shall be given ten (10) points;

• Victims who were tortured and/or raped or sexually abused shall he given six (6) to nine (9) points:

• Victims who were detained shall be given three (3) to five (5) points; and

• Victims whose rights were violated through “intimidation causing the involuntary exile of a person” and “deceit causing unjust or illegal takeover of business and property” shall be given one (1) to two (2) points.

According to Mr. Ilagan, the HRVCB bared during its presentation that one point is equivalent to approximately P20,000 -- which he said made Mr. Duterte “medyo malungkot (a bit sad).”

Also present at the meeting were Budget Secretary Benjamin E. Diokno, Finance Secretary Carlos G. Dominguez III and Executive Secretary Salvador C. Medialdea, who presided over the rest of the meeting after the “so busy” Mr. Duterte left, Mr. Ilagan said.

IN THE FUTURE
The option to declare Martial Law has become a frequent theme of Mr. Duterte’s impromptu speeches apart from his war on narcotics.

It is also on Mr. Duterte’s watch that Mr. Marcos’s remains were finally buried at the heroes’ cemetery, in unannounced military ceremonies, after decades of lobbying by the family.

Mr. Ilagan, himself a victim of martial law abuses, said in the same phone interview that these issues were not discussed during the Palace meeting, but added that his organization plans to raise these concerns to the President in the future.

Unang-una nabuksan na yung line ng political detainees with the Office of the President. So I think magandang mabuksan kasi in line naman with our being victims of human rights violations noong martial law yung aming sasabihin sa kanya na yung sentimyento namin, the burial against you know, yung mga concerns na yon,” he said.

(First and foremost, the line of political detainees with the Office of the President has been opened. So I think that’s good because our sentiments, as with regards to the Marcos burial, are in line with us being victims of human rights violations during martial law.)

For one, blaming the administration itself is out of the question considering the huge number of supporters of Digong. The latter (supporters) could be manifested as the "triggering factor". They seem to be ready to die just to support Digong. And for another, the media has the lion share of anything that goes dubious in politics. Because for them, it creates more patrons. More patrons, more profits. ;)

RIZAL, Philippines – The Department of Environment and Natural Resources (DENR) began its massive dismantling of Laguna Lake fish pens on Thursday, January 26.

The department led Thursday's operations together with the Laguna Lake Development Authority (LLDA), the National Bureau of Investigation, the Philippine Coast Guard, and the Philippine Army.

The target is to clear around 100 hectares of fish pens in Binangonan, Rizal owned by two firms: Christian Fishing Corporation and East West Fishing Corporation.

Data from the LLDA showed there were a total of 3,246 structures (fish pens and fish cages) in the lake as of December 2016.

Duterte vowed in his first SONA to transform Laguna Lake into an ecotourism zone, so that 'poor fishermen will have priority in its entitlement.'

Pag hindi nasusunod gusto nila, tatakutin ng ex communication daw. O kaya naman bra-brasuhin nila sa pamamagitan ng panawagan na civil disobedience. Kaya naman ilan sa mga ito, ang kakapal ng mukha humingi ng SUV sa presidente at PCSO pag birthday nila. Ano ito? Panahon ng mga prayle?

 

Mabuti ngayon nakahanap sila ng hindi sila sinasanto at pinapatikim ng mura kung kinakailangan. Sobra na din kasi megalomania nila eh. Kelangan matuto ang simbahan na lumugar sa tama. Galanging ang paghihiwalay ng estado at simbahan! Wala kayong karapatan gamitin impluwensya nyo para diktahan ang mga namumuno sa gobyerno na pasunudin sa mga gusto nyo. At hindi dapat kinukunsulta basbas nyo sa mga desisyon nito. Bakit? Pinakikialaman din ba kayo ng Gobyerno? Hindi na nga kayo sinisingil ng buwis, kaya konting delicadeza man lang.

 

Paulit ulit kong sasabihin, we can never have a healthy democracy kung laging hahayaan ang RCC officials sa katarantaduhang ito. So ganun na pala yun? Pag gusto ng isang religious sector sila na lang lagi masusunod? Papano pala mga muslim? Mga protestante? BA? Knights of Rizal? Wala na lang? Sorry na lang?

Thank you PRRD for defying the CBCP and using your immense political capital to push Congress to pass the RH Law. Ikaw lang ang bukod-tanging pangulo ng Pilipinas na di nagpa-braso sa mga obispo na yan at nakakita ng halaga na magkaroon na ng RH Law ang bansa. Wala kaming duda na ang mga bagong appointees mo sa PCSO ay hindi tutulad sa appointees ni PGMA noon na namimigay ng SUV sa mga pari at simbahan sa halip na ambulansya para sa mga maliliit na LGU at mga ospital nila.

70 firms removed from Customs’ list of accredited importers

Around 70 companies have been removed from the Bureau of Custom (BOC)’s list of accredited importers in the past six months for violating custom laws against smuggling, its commissioner said on Wednesday.

“In the past six months, we have already delisted around 70 companies,” Customs Commissioner Nicanor Faeldon revealed in a press conference on Wednesday.

Faeldon said these companies were only from two of the 17 ports nationwide—the Port of Manila and the Manila International Container Terminal.

 

Faeldon warned that out of the 11,000 BOC-accredited importers, only 6,000 may remain.

Moreover, brokers who are involved in illicit importation may also be revoked of their license, Faeldon said.

“The brokers na paulit-ulit na nai-involve sa companies, we will submit your case to PRC (Professional Regulation Commission) and let the PRC determine if they will remove your license. We will be very strict,” he said.

Faeldon said they will be releasing a new list of delisted importers within the next few weeks.

“Within the week, we will be releasing another list of new violators from the other ports,” he said.

This might be considered as one of his legacies if ever he is consistent enough.. I read about the issue of 'liberation from religion' written by Bobby Tiglao just recently. I think that Tiglao did make sense on this. But it's easier said than done. At the end of the day, it's going to be about culture. Culture that dictates as a way of life. People do still have their options and choices. They'd still have the superstitious minds no matter what. If every leadership has the same as PRRD's 'mandate' then we could really have a real change, and not just a ningas kugon.

While other civil and religious sectors turn to violent rallies, disruptive demonstrations, and acts of terrorism, I can prove to you that whenever the Roman Catholic Church disagree with government policies on the issues of Death Penalty, Abortion, Artificial Contraception, etc... they are done through intelligent debates, peaceful discussions and organized dissemination of clarification of Christian doctrines affecting the issues at hand. That is why the RCC is most often successful in standing for and getting their positions accepted. That, in essence, is healthy democracy.

While other civil and religious sectors turn to violent rallies, disruptive demonstrations, and acts of terrorism, I can prove to you that whenever the Roman Catholic Church disagree with government policies on the issues of Death Penalty, Abortion, Artificial Contraception, etc... they are done through intelligent debates, peaceful discussions and organized dissemination of clarification of Christian doctrines affecting the issues at hand. That is why the RCC is most often successful in standing for and getting their positions accepted. That, in essence, is healthy democracy.

 

You are right but do they consider the opinion of the majority of their member? I'm sure more than half don't follow their way of natural contraceptives. Will the RCCC respects if they conduct a survey on those issues contradicting govt. policies. RCC are slow in having changes in their beliefs but in time they will sooner or later except maybe for the death penalty.

Ang hirap sa RCC kasi, feeling ata nila, lahat ng polisiya na gagawin dapat ng gobyerno ay may basbas nila dapat. Dapat lahat naayon sa mga prinsipyo na gusto nila. Ano ito? Panahon ng mga Prayle? Obvious naman na pine-pressure nila estado para laging sumunod sa gusto nila. So in effect binibigyan na natin ng kapangyarihan ang mga ito sa gobyerno. Kelangan pala me basbas nila lagi eh.

 

Masama pa nito, yun sentimiento na sinusulong nila, hindi naman talaga yun lagi sentimiento ng mamamayan.

 

RH bill halimbawa. Ano ba problema nila dito? Bakit kelangan harangin nila ito sa congresso? Bakit kelangan sila manakot ng civil disobedience? Ang simple lang naman. Kung labag sa prinsipyo ng relihiyon na ito ang condom, eh di mahigpit nilang habilinan mga miyembro nila na huwag gagamit nito. Hindi rin naman sila pinipigilan ng estado na parusahan miyembro nila na di susunod. Buti pa INC tuloy me expulsion sila. lol.

 

Buti pa dito eh. Emperor ang head ng shinto faith, pero kahit emperor hindi nakikialam sa trabaho ng parliament nila.

I think you are assuming that the RCC is a democracy. It's not. It is actually authoritarian in nature. Why do you think they call teachings of the Church "doctrine"? Unlike governments, the authority of the Church does not come from the people (below), but from God (above) - or so the faithful believe. The Church does not reflect the will of the people, but the will of God - again, as the faithful would believe. The role of the clergy as Shepherd is not to bend to the will of the people, but to guide them towards what they perceive to be the will of God.

 

Yun nga lang, taob ang CBCP kay PRRD kasi God talks to him directly. Never ko pa yata narinig kahit sino sa CBCP na nagsabi na nakausap nila si God directly. Boom panis sila dun.
