I think our naval upgrades are also meant for the very same Somali pirates, not for war with our neighbors. We are a defensive nation, after all. And those 'war-type' vessel that the China encountered... oh, they weren't meant for them. It was just looking for Abu Sayyaf bandits in the same waters where Chinese surveillance ships just happened to have been at the time. The new American warships we're procuring?
