Mayors? Negative Or Positive

Recommended Posts

Just have a weird encounter with our mayor from Valenzuela....I tried emailing him to do something ( I have an officemate who tripped due to those wires)Footbridge with dangerously scattered meralco lines on its stairs and pathway….akalain mo yun…sumagot sa email ko hahahaha and after 1.5 weeks all back jobs for that particular concern were done…dang! I didn't even know the guy…now he's emailing me to send him more feedbacks……ginawa pakong FR person…hehehe. Well im just impressed and maybe its just a matter of giving relevant productive feedback to our local leaders for our concerns to be addressed. :)

By the way i emailed him from a published Valenzuela gov site :)

we currently live in cainta but very near pasig (oh about 500 footsteps give and take ^_^ ). our mayor is doing ok naman. however sa pasig side ng manggahan floodway medyo marami nang squatters ang nare-relocate sa laguna. sa cainta side ng floodway wala pa. our town just doesn't have the funds compared to pasig, which includes the moneyed ortigas business district in its territory. but at least we still have Good Life bwahahah. :D

Amlac should probe Duterte’s bank account --- Gloria aide

A day after filing plunder and graft charges against Davao City Mayor Rodrigo Duterte and city hall officials, Office of the President Assistant Secretary Pedro Domingo and current Presidential Commission on Good Government official, called on the Anti-Money Laundering Council (Amlac) to act on the plunder charges he had filed by closely monitoring and studying the bank accounts of, and transactions by, Duterte and the six officials he had name as respondents in the complaints.

“There is strong evidence of plunder against Duterte and his associates. Even the Ombudsman earlier had ordered a probe on the Davao City Mayor and the rest of his co-respondents for the misuse of the Special Educaton Fund, as the Commission on Audit (CoA) showed, “ Domingo told the Tribune in an interview, adding that this ordered probe by the Ombudsman, along with his complaint against the City Hall officials should already raise the warning bells for the Amlac to monitor the personal bank accounts of Duterte and his close associates.

It will be recalled that Domingo, a Malacañang aide filed before the Office of the Ombudsman two separate charges of plunder, graft and corruption and grave misconduct against Davao City officials led by Mayor Duterte and the officers of the City’s Local School Board (LSB), following CoA reports that the city government has continuously failed to account for almost P3 billion worth of properties and equipment and has misappropriated more than P11 million of the Special Education Fund (SEF).

Tribune sources in Davao said it was “about time Duterte and his cohorts are investigated. All these years, they have been getting away with it, merely shrugging off these official CoA reports and never once explaining their faiure to account for close to P3 million worth of city government buildings, properties and equipment.”

Domingo also filed a second complaint of graft and corruption and grave misconduct against Duterte as chairman of the LSB and other officials of Davao City’s LSB for using the city’s P11 million education fund to finance lavish dinner parties and catering services, one of which amounted to P1.6 million, instead of using the money to improve the city’s school facilities.

Apart from Duterte, also named repondents in the complaint were Dr. Gloria Labor, the LSB Co-Chairman; LSB Members Mabel Acosta, Rodrigo Rioloa, April Dayap; City Budget Officer Yolanda Tablizo and City Accountant Rizalina Justol.

In filing the plunder case against Duterte and other Davao City officials, Domingo cited the findings made by CoA that the City Government failed to account for P291.655.294 million worth of properties and certain building construction cost were overstated by P8 million in 2003.

Similarly, for the year 2004, the CoA noted that the City government also failed to account for properties valued at more than P280,629,114.87.

Continuing with this trend, for the year 2005, the CoA found that the respondents were not able to account for Davao City properties valued at more than P462,792.048.58.

Again, for the year 2006, the CoA found that Davao City properties valued at almost P2,933,909,784,17 were unaccounted for, and their existence could not be ascertained.

“There is a tendency for the respondents to justify the lack of accounting for these properties by invoking their failure/refusal to conduct the required physical inventory. But since this had been going on for years in succession, there is already engendered the belief that such continuing failure/refusal does not merely constitute gross and absolutely inexplicable neglect but actually an indication that the properties are nowhere to be found and accounted for. It brings into square application Article 217 of the Revised Penal Code,” Domingo said in his four-page complaint.

The Palace aide also noted that for four years in succession, demands were made by the CoA for Duterte to account for the unaccounted for properties, “but that the respondents repeatedly refused.”

It will be recalled that earlier, there were already reports, based on the CoA on the close to P3 billion in misused funds and unaccounted-for properties, with Team Nograles saying it already has lawyers poring over the CoA reports.

But Duterte shrugged this off, claiming that he had never received such reports from the CoA, despite the fact that the Office of the Mayor always is given a copy.

Domingo, pointing to what he calls as strong evidence of the deliberate misuse of the funds said: “There is a strong reason to believe that these expenditures, or at least certain of the major ones, are simulated and untruthful. Tell-tale indications are the items denominated as ‘Lola Maming Restaurant’ and ‘Yellow Fin Seafood and Restaurant’, both of which implausibly carry the identical amounts of P487,500.00, a result impossible to happen if those were separate transactions and there were, as there should have been under the law, biddings conducted,” Domingo said as he noted that the expenses that were made using SEF funds could not come anywhere close to the activities specifically enumerated for lawful utilization of the SEF.

Domingo expressed the hope that the Amlac will take notice of the bank accounts of Duterte and their transactions soon.

Duterte dared to double bounty on Davao NPA chief

Two party-list congressmen who had been declared persona non grata by the Davao City Council, yesterday dared Davao Mayor Rodrigo Duterte to increase the bounty for the capture of the top commander of Davao’s New People’s Army (NPA), the armed force of the Communist Party of the Philippines, Kumander Parago, who the congressmen say is being coddled by Duterte.

“Let him prove us wrong,” Anad party-list Rep. Pastor Jun Alcover and Bantay party-list Rep. Jovito Palparan, both of whom are anti-communists, yesterday said as they challenged Duterte to disprove their claim that

the Davao City mayor is not allied with the NPA commander by increasing the bounty to P10 million, matching the amount of P5 million businessmen and politicians in Davao put up over a week ago for the head of Kumander Parago as reward money.

The P5 million had earlier been raised by a business group in Davao and had it placed in a bank on escrow.

“This means that the moment whoever gets the reward, gets the P5 million instantly. No questions asked — as long as that Kumander Parago is finally caught and punished,” Palparan said.

The NPA chieftain whom they claim has easy access and links to Duterte, already has a P2 million bounty on his head. With the business group’s P5 million additional bounty, at the moment, the bounty has reached P7 million, and if Duterte gives another P5 million, the price on the head of Kumander Parago hits a high of P 12 million.

“But will he (Duterte) dare put up a bounty on his ally, the NPA terrorist,” asked Palparan. “He will probably protect this chief terrorist all the more,” he added.

Alcover pointed out that it should be easy for Duterte to put up the P5 million, “if he really is serious” in having Parago captured.

“What’s it for Duterte to just get P5 million from his P500 million yearly peace and order fund? That’s peanuts to him,” pointing out that, unlike his misuse of the city government’s funds that amounted to almost P3 billion worth of properties and equipment, along with his misappropriation of more than P11 million of the Special Education Fund (SEF).

“Getting the P5 million from the peace and order fund to get the enemy of the state, like Parago, will not constitute plunder, unlike the P3 billion that he still cannot account for, as well as the misuse of P11 million of the education fund, which the Commission on Audit said was spent on expensive parties, gifts and catering services, all disallowed by the law and the CoA,” Alcover pointed out.

To recall, a Malacañang aide filed before the Office of the Ombudsman two separate charges of plunder, graft and corruption and grave misconduct against Davao City officials led by Mayor Duterte and the officers of the City’s Local School Board (LSB), following the CoA reports of misappropriation and plunder of government funds.

In his first complaint, Office of the President Assistant Secretary Pedro Domingo and current Presidential Commission on Good Government official, charged Duterte and “other responsible officials of Davao City” of plunder through malversation in multiple counts for their failure to account almost P3 billion worth of city government buildings, properties and equipment, as reported by the Commission on Audit.

Also, alarmed at the deteriorating peace and order situation in Davao City, fueled further by anger over the latest incident where a team of Speaker Prospero Nograles’ campaign supporters were waylaid, then robbed by members of the NPA headed by Kumander Parago, then setting off roadside bombs against soldiers responding to the situation, Davao City businessmen and politicians pooled together P5 million, serving as a reward for capture of the NPA chieftain Parago, who is claimed to be protected by Duterte, according to businessmen and Team Nograles, as well the anti-communist party list congressmen.

The P5 million has been placed in escrow and any person or soldier, or police, who can capture Parago immediately gets the P5 million, no questions asked.

The group that put up the P5 million reward said some politicians and civil society groups wanted the head of Parago, to stop the coddling by City Hall officials of the “NPA terrrorists” who have transformed Davao City from a peaceful place to a place “overrun by terrorists.”

“The soldiers were doing their duty, responding to an attack by the armed communists on civilians. But what did these terrorists do, if not set up roadside bombs to k*ll and maim our soldiers. This is too much,” Speaker Nograles commented in a text message to the Tribune then.

“This (Davao City) is not just any barrio in a far-flung province where the communists are expected to terrorize the citizens. This is Davao City and the communist terrorists are now openly terrorizing the people, and wounding and killing our soldiers,”Nograles added.

A businessman from Davao, and supporter of Nograles’ mayoralty bid in the city, told the Tribune that he fears Kumander Parago remains “untouchable” because everybody knows that Mayor Duterte will always be there to protect him. There is also talk that the elections in Davao City will really be bloody, since Duterte is expected to tap his communist allies to prevent the Speaker from winning the mayoralty race.

“People here are now afraid because the communists have gotten very bold under Duterte’s leadership. And the leaders of the Armed Forces of the Philippines and the Philippine National Police can’t seem to do anything to stop Parago, even when the regular soldiers want to get rid of this terrorist (Parago),” the businessman said.

“Let Duterte prove us wrong,” the two congressmen reiterated their challenge. Let Duterte come up with P5 million and put this in escrow, as the reward for the capture of the NPA chief terrorist,” they stressed.
