    Im sorry but I beg to disagree. Kung talagang takot lang si duterte macoup, di dapat bawas bawasan nya na lang pagiging masyado nyang agresibo. Sana di nya na lang pinapangalanan mga heneral, mayor, etc. He can play it safe if he wants to. But like he said, he is gonna risk his life, his honor, and his presidency. He knows someone really needs to be aggressive and shake up the system to rattle all the rats hiding. So Far evaluating the hits and miss, it is working.

     

    Tandaan natin si GMA sumipsip yan ng husto sa AFP. Higop pa nga ginawa eh. Napakalaki ng budget ng AFP nung time nya, pero hindi sya gumawa ng ganito. At most lang boodlefight kasama ng mga sundalo, konting picture picture, yun na. At isa pa, ang totoong nakinabang sa pangsisipsip nya ay yun mga heneral.

     

    Iba itong kay Duterte, he is really reaching out to those who wear boots on the mud. Hindi lang yung mga heneral. Maybe this is part politics and all but it is hard not to see the sincerity in all this. Ok na nga na binisita nya na mga kampo eh.     Kaya nga straight down to the ranks si Digong. May failed coup nung time ni GMA not from the top brass, but from the younger officers. Di naman mga gurang at bundat na heneral ang nasa Oakwood nun. Kahit pa tumahimik si Digong at si Sal Panelo at Martin Andanar na lang humarap sa media, yung policies pa rin nya sa war on drugs at NPA peace talks ang dahilan bakit kailangan todo kabig sya sa pulis at militar. Di ko sinasabi na talagang walang sincerity si Digong pagdating dito - kahit sinong Pilipino sasang-ayon na dapat talagang tulungan at bigyang pugay ang mga pulis at sundalo natin sa serbisyo nila sa bayan - pero it's also hard not to see kung gaano ka-all out publicity na sinusuportahan at tinutulungan nya ang mga ito.

    Duterte pandering to the PNP and the AFP is a necessity considering his major policies specially affect the men and women of these organizations. PNP ang front liners nya sa war on drugs nya so talagang todo bigay sya para lang makuha full support ng PNP. Yung peace talks nya lalo na sa kaliwa, mabigat na issue sa mga pulis at sundalo yan lalo na pinapakawalan yung mga leftist leader na pinaghirapan nilang hulihin. Kumbaga, kailangan lang talaga kumabig ni Digong sa mga institusyon na ito para di naman sya ma-coup de tat ng mga tropa ni Trillanes. Sorry talaga pero para sakin dapat durugin na yang mga komunista na yan eh. Yung mga leader nila na nasa peace talks sobrang tanda na, isang bulate na lang yata hindi pumipirma. Sigurado yung mga apo nyan mas gugustuhin na magFB at Pokemon Go na lang sa halip na mamundok. Bandido na lang yang NPA na parang Abu Sayyaf.

    Congress is especially wary about the VAT. Definitely out yung 15% VAT increase since may negative impact to all consumers. DOF and Congress is looking at revisiting VAT exempt entities and those that are zero-rated to see if dapat pa bang ituloy and exemptions na yan. Example na ang mga industries na nasa PEZA zones. The goal is to widen the tax base so the government can lower the tax rates. Si Sen. Sonny Angara ang Chair ng Senate Ways & Means Committee ngayon. Re-electionist sa 2019 yan so we can be sure na pro-people ang Tax Bill paglabas sa Senate.

     

    Hindi na bagong proposal ito. Nung huling administrasyon pa sinimulan ang pag-aaral sa comprehensive tax reform. Napag-usapan na sa Congress yan at may datos na din na galing sa DOF, kasama na BIR at Customs. Kaya kung ipprioritize talaga ng administrasyon yan, mapapasa dapat yan by next year. Ang kaso, parang kulang sa media attention ito kaya walang nagtutulak kasi di maingay sa tao.

First 100 days nga yung traditional "honeymoon" period na binibigay sa Presidente. So far the major accomplishment cited is the war on drugs, which is also just as big in controversy. The major drug busts are not that impressive since dati pa meron nyan; drug users surrendering in the hundreds of thousands, now that's new for sure. But the drug war is becoming a big human rights issue, to the point that the international community is taking notice, and that for me is a problem that needs to be addressed properly.

     

    The business community lauds the Duterte economic agenda because it seeks to continue and improve the gains of the previous administration. Sabi nga dun sa news item, he took over an economy regarded as the best in Asia. Kumbaga, ok na ok na ang ekonomiya ng Pilipinas na nadatnan nya. Ganun kawalang kwenta yung PNoy administration sa economic policies nila. Pero kahit yung best economy na yan na nadatnan nya mula sa PNoy administration, nagsimula din naman yan sa economic fundamentals ni GMA. Which just goes to show na rehabilitating the economy takes a long time. The important thing is to build on the gains, and that is what Duterte promised in his economic agenda. Yung mga PPP na kinasa na ng nakaraang administrasyon, hindi ibabasura. Itutuloy pa din. That continuity in government inspires investor confidence.

     

    By the end of his first 6 months, I'm hoping na may liwanag na yung comprehensive tax reform na nasa Kongreso. Kung may priority measure dapat ang administrasyon, yan dapat yun. Although ang emergency powers yata ang priority bill nila ngayon. Ang sakin, bilang ordinaryong mamamayan, titiisin ko ang traffic basta tumaas lang ang take home pay ko. Pati siguro mga kababayan natin sa probinsya, mas gugustuhin na magtiis muna sa traffic ang mga nasa metro manila basta tumaas lang take home pay nila. Haha.

     

    As for the NPA peace talks, di ko alam kung ano pa pinaglalaban ng mga bandido na yan. Business na lang sa kanila ang kanilang "rebellion". Pareho na lang sa Abu Sayyaf mga yan. At least yung MILF, alam mo talagang gusto gawin sariling bansa nila ang Mindanao - pero syempre ayaw din natin yun. Sa ngayon, I am not in favor of federalism as the supposed solution. Aminado na nga tayo na puro political dynasty sa mga lalawigan tapos ganun pa gagawin. Eh ginawa mo na talaga hari mga yun kung ganun. Pero hinihintay ko pa din syempre kung ano hitsura nung "Filipino-type" of federalism na sinasabi ng mga proponents nito. Pasalamat na lang ako na hindi BBL yung pinupush ni Duterte kasi sell out talaga yun - in the long run magkakaron lang ng rebellion, if not civil war, towards secession na talaga yang MILF. Kaya nga ok sakin si BBM kasi hinarang nya nung huling Congress ang BBL especially after the SAF 44 incident.

    Short answer, it's because the Philippine elections is essentially still personality-based politics. Just because you favor a certain politician doesn't automatically mean you like his/her allies or whoever it is they endorse. Even the star power of celebrities can only go so far with respect to the politicians they endorse.

    The poor cannot afford to buy a car anyway.

     

    What the system does is to tax the private vehicle buyers, and use the funds to build an efficient public transport system.

     

    The effect:

    1. de-clogging of roads of delapidated and under-utilized vehicles
    2. development of efficient mass transport system

     

    This is actually pro-poor.

     

    When I was living in Singapore, I didn't have to buy a car because the Bus, Taxi, and MRT systems are very affordable and efficient.

     

    "poor" in the sense that walang pambili ng bagong kotse. Environmentalists are the ones that proposed this here - the older the car, the more pollutive it is. Pero yun nga, paano naman yun mga walang pambili ng bagong kotse? Commute na lang kasi wala naman pera pambili ng bago. Sa Pilipinas pa naman, bansagan lang na anti-poor ang policy, shot down na kagad.

     

    As for "affordable" MRT system, if Singapore's MRT system is already "affordable", then we can consider Manila's MRT as practically free. Our MRT and LRT is by far the cheapest train I've taken. Much cheaper than Singapore, Korea, the US, and Europe. And yet Filipinos complain if fares are raised even just by 1 peso. The truth is Filipinos are not paying the actual cost of operations for the trains. And the cost of running these trains are just the same as other countries (it's the same train!) - albeit with higher cost of electricity in the Philippines, which is offset anyway by the lower cost of salary of employees. But those other countries can charge the actual cost of the trains simply because their citizens can afford it - whereas ours cannot. That's why raising the cost of the trains never flies because it is "anti-poor".

  9. The "No garage, no car" policy should be pushed by Congress because it is one of the measures that will ease up traffic. There are a lot of cars parked on secondary roads which can be used as alternate routes and motorists don't really want to pass on these roads because of parked cars which make the roads difficult to pass in.

     

    This is true. Or at the very least, identify these main secondary roads and ban parking vehicles there. Parang yung Mabuhay Lanes, identified yung route and bawal dapat mag-park sa kalsada. Mark the roads with a solid red line sa gitna para alam ng tao na no-parking road yun.

  10. Let's adopt Singapore's Certificate of Entitlement (COE) system.

     

    People has to bid for the privilege to own a car. The money the government gets from the COE bidding is used to build MRT System, new roads, tunnels and flyovers, river ferry system, etc...

     

    If we limit COEs to only 100.000 new cars per year, and the bids go up to PhP 500,000 per COE, the government can raise PhP 50,000,000,000.00 (PhP 50 Billion) per year for transport and road system improvements, over and above the annual budget outlay given to DPWH and DOTC projects.

     

    All private cars and jeeps 15 years and older should be decommissioned.

     

    Naku ako naman ang mapapabili ng bagong kotse dito. More than 15 years na kotse ko eh. Haha.

     

    This proposal may be considered anti-"poor", since it favors people who can afford to buy new cars. Singapore (and Japan) can have this policy because they have a larger middle-class base, not so with the Philippines. Maraming mga hampas-lupa na tulad ko na hanggang bulok na 2nd hand lang ang afford. :lol:

    I remember inappoint during the previous administration si Commissioner Sevilla. Ganun din ang peg nya, computerize and modernize BOC transactions to lessen human intervention in the process. And he was on track in making good on that goal, kaya ayun natanggal. Big money interests are at play dyan sa BOC na yan. Sana nga hindi maudlot this time around. As for smugglers dropping dead, be careful what you wish for. Like I said before, itong extrajudicial killings of drug pushers and addicts na ito as if it is just another day is a slippery slope.

     

    As for the PNP presumption of regularity and innocence, again I take the opposite position. They should be accorded that presumption. Automatic release on bail pag may case involving acts performed in the line of duty at no automatic suspension if charged on account of acts performed in the line of duty - kung kailangan man ng preventive suspension dapat with full pay pa din. Pero pag found guilty by court decision, kulong kagad - no pardon, or if found guilty by the proper administrative authorities (NAPOLCOM or DILG), sibak kagad sa pwesto with no retirement benefits. Protect those who serve but don't coddle those who abuse their authority. At agree ako dun sa proposal na pag may NAPOLCOM investigation na ginagawa sa pulis, dapat hindi kapwa pulis ang nagiimbestiga.

    The Dangerous Drugs Board (DDB) has approved a regulation of a monetary reward program for law enforcers and anti-illegal drug units amounting from P1,000 to a maximum of P2 million.

     

    At a press briefing on Wednesday, DDB chairman Sec. Felipe Rojas said "Operation Lawmen" seeks to encourage law enforcers to intensify their anti-illegal drug operations.

    "This would encourage law enforcement agencies to really intensify the war on illegal drugs," Rojas said.

    Rojas added this will be the first time the government will reward law enforcers for their successful operations which used to only reward the informants.

    The board regulation states that the confiscation or recovery of shabu, cocaine, heroin and ketamine will have a minimum reward of P1,000 for less than 200 grams and more than P1.4 million for drugs 200 kilograms or more.

     

     

     

     

    Ineffectual.

     

    I would rather they reward efforts based on cases convicted.

    Very very true in many instances yung sinabi ni Sen. Cayetano regarding complicity of several pillars in the criminal justice system.

     

    On the contrary, I think this would be very effective. It would serve as good motivation and incentive on the part of our law enforcers. Parang performance bonus lang. Of course, as long as the authorities can ensure that the confiscated drugs are not recycled by the law enforcers.

     

    Even if there are no convictions because of the legal skill of these drug lords' lawyers, the point is na-confiscate pa din yung drugs and you've taken it out of the market. You hit the pushers in their pockets - right where it hurts. The drug trade is a business, and just like any other business, if you lose your goods often enough you are bound to be bankrupt at some point. If you associate yourself with the wrong people, you'll probably end up worse.

     

    Of course just like with any war, there is also the possibility of escalation if the drug lords are not willing to take all this sitting down.

  14. I would not dwell in technicalities. Even the CHR said that the human rights of the SAF may have been violated. Besides, if a policeman kills someone who did not do anything wrong, it is still a crime.

     

    Like I said, if it is a person from government (that includes the PNP), that person is still individually criminally responsible for the crime committed. If a policeman kills someone, even if he did something wrong, it may be a crime. For example, the police can't just gun down a drug pusher even if he catches him in the act of selling tons of shabu. There are only specific instances when killing may not be considered a crime - e.g. self-defense, death penalty.

     

    Now if there is a pattern of policemen killing people, and the government stands idly by, then you can accuse the government of not protecting the rights of the people. Now before anybody jumps to conclusions, I am not saying the Duterte government is not doing anything. They said they are already conducting investigations and even for super cops like Bato de la Rosa, investigations take time. So I will take what they say at face value.

     

    My one complaint is the rhetoric of the government in light of the circumstances. For me it sends the wrong message. It fuels the perpetration of these killings instead of sending the message that it is wrong to summarily k*ll people and that it must stop. For the simple man would take the rhetoric at face value. I do not wish to live in a place where "it is just another day" when people are gunned down and dumped on the side of the street.

  15. Really? What do you call the gruesome video of one SAF operative on the precipice of death being shot in cold blood? What do you call the MILF and private armed groups who delivered the coup de grace to wounded and helpless SAF operatives? Aren't they human rights violations? Tell me.

    Some would call it a war crime. I call it murder. In its traditional sense, human rights are rights that must be protected, respected, and enforced by governments. If a private individual (i.e. non-government person) commits violence against you, that is a crime. If it is a person from government, that person is individually criminally responsible of course, but if that same government stands by and does not protect your rights against individuals, both private and public, then that government is in violation of the human rights of its citizens. By perpetrating it, it fails to respect your rights; by doing nothing, it fails to protect your rights. It is something you assert against the state, and not your neighbor.

    Hindi human rights issue ang SAF 44. They were not unarmed nor were they detained by authorities. They were on the offensive carrying out a legitimate police operation. That they were ambushed by rebel groups is not a human rights issue. From one perspective, it was an encounter against government forces incidental in times of armed conflict - and killing enemy forces is but an incident of war. But for me it was a criminal act by the MILF and BIFF, plain and simple. The Duterte government should first hold into account those terrorist-harboring rebels for the SAF 44 before they even talk peace with them. The same goes for the NPA. Sincere peace talks can only happen if both parties are willing to agree to a cease fire as they happen. Sabi nga ni Francis M., you can't talk peace and have a gun.

    amazing isn't it? just shows how immature the electorate still is. voting for the guy because he's popular and rich. i have nothing against manny the boxer. used to watch every single one of his fights live; it's the perfect bonding time with the old man. but when he took his eyes off of boxing, then it was all downhill from there. too many fingers in too many pies so to speak.

     

    i don't think it's all about the money - he has boatloads of it. even his children's children's children wouldn't be poor if they take care of their money. there's something else that's motivating manny the boxer to abandon his duties immediately as manny the senator.

     

    It's all about the money. You can never get enough of it. Once you get used to the larger than life lifestyle you don't ever want to go back. The lure of making hundreds of millions of pesos for 1 night is too tempting to resist. What's worse is the fact that during his campaign, he made the people believe that he is retiring from boxing and will focus on duties in the Senate. Congress has not even opened session yet and here he is openly declaring that he will fight again. He is slowly making the descent from hero to villain, at least in my opinion.

    But of course, we could always say the same thing for the non-thera women that we meet in our daily lives. Many men have experienced the same cycle with women who are not from the industry. If you do decide to immerse yourself in this kind of experience, begin with seeing the woman as you would any other. If you cannot see past the fact that she is (or was) a thera, then get out. If you harbor views that therapists are lesser persons, get out. If you enter into this experience from a point of view of prejudice, you really are gonna have a bad time.

     

    Jennilyn Mercado. Would we mind being in a relationship with her? Even if she's a single mom? Even if she kisses different guys and have intimate scenes with them that are for public viewing even? No? Why, because she's an "actress" and it's her job to entertain people?     Poll was taken first week of May, and released right after elections so +26 was Duterte's trust rating by ELECTION DAY. Moved up to +79 by the time of his INAUGURATION. Both conducted by SWS if I remember correctly.

     

    Agree, puhunan yan. "Political Capital" as we would call it. Duterte, like PNoy, now enjoys a large chunk of political capital at the start of his term. And whether this is the true sentiment of the majority or not, the up side for me is that it prevents investors from getting spooked by the skepticism of some people (myself included) about Duterte's administration. We are enjoying economic gains from the previous administration, and if we continue the momentum, we'll enjoy higher economic growth than China whose economic bubble is just about to burst. The last thing we want to do is to jeopardize whatever gains we have already achieved.

  20. It's interesting to know what's Pnoy's rating at the end of his term.

     

    I think it was still positive (50+), a feat in itself as it is more than what we can say for other outgoing Presidents and this is despite criticisms of the supposed ineptitude of his Administration. Althought the feat of Duterte is that immediately after the election, he only had a +26 approval rating which has now shot up to +79. As opposed to Aquino who already had that excellent rating from the elections up to his first days in office. This reflects optimism in the country, which we need in this transition period so as not to spook investors away.

     

    What would be more interesting is where Duterte will spend this high initial political capital. PNoy spent his pushing for the RH Bill. Given the present media reports, Duterte will probably spend it pushing for the Death Penalty or perhaps on the proposed bilateral negotiations with China.

    Now the US has a legal basis to help us. Question is will Pres.Digong ask for it or he will just use this court ruling as a bargaining chip when they have a bilateral talks with China.

     

    Yes apparently one of the ineptitudes of the previous administration was to acquire ships for the Philippine Navy and Coast Guard in view of China's claims over the West Philippine Sea. Those fools. Heatseeker would probably know the specifics of the ships delivered and still to be delivered.
