Propaganda is the way to manipulate the unthinking crowd filled with energy and zest for change in their own lives.  Manipulation of the public perception and opinion is the way to use democracy and turn it violent or submissive.  But such systems do not work for all. It is just democracy made to harm the system, the perfect justification for the rise of a ruler to nullify public interest in order to force order and change-progress.

Be realistic. ICC has no jurisdiction over the Philippines.
If you want revenge, take the matter up within the Philippine justice system. 
The question is, do you even know what he did wrong to justify bringing him to court? Or are you just parroting the opposition narrative?
