Publicus polls Marcos at 56%, Duterte at 58% for period Mar. 30-Apr. 6

Former senator Ferdinand “Bongbong” Marcos Jr. and running mate Sara Duterte-Carpio remained firmly ahead in another election survey for national posts, this time conducted by Publicus Asia, released Friday with a full month left before the May 9 polls.

According to the PAHAYAG 2022 First Quarter Survey conducted from March 30 to April 6, Marcos maintained his lead in the presidential race, garnering the support of 56 percent of the 1,500 registered voters who participated in the Publicus poll.

Vice President Leni Robredo came in second with 23% of the survey vote, followed by Manila Mayor Francisco “Isko Moreno” Domagoso at 9%.
Marcos, Robredo, and Domagoso notched “statistically insignificant” vote share increases of 1%, 2%, and 1%, respectively, compared to their numbers in the March 9-14 Publicus survey.

Only 5% of voters said they were still undecided about their presidential vote, the polling firm added.

Duterte-Carpio also maintained her lead in the vice-presidential survey with a 58% share among the respondents.

Senator Francis “Kiko” Pangilinan (15%), Senate President Vicente “Tito” Sotto III (11%), and Doc Willie Ong (9%) came in a three-way statistical tie for third place, considering the 3% margin of error, Publicus Executive Director Aureli Sinsuat explained.

He said Duterte-Carpio and Sotto notched negligible 1% gains compared to their vote shares in the March 9-14 survey. Pangilinan earned a 2% increase, while Ong’s numbers dropped slightly by 2%.

Only 6% of voters said they were still undecided about their vice-presidential vote, Publicus added.

“There has been no movement in the presidential and vice presidential races between the second week of March and the first week of April, with all candidates failing to record statistically significant increases in their respective vote shares against the survey’s 3% margin of error,” the firm said in a statement.

In a YouTube video to explain the survey results, Dr. David Yap Jr., Publicus chief data scientist, said he ran 10,000 “Monte Carlo” simulations based on existing survey data from their firm as well as fellow polling firms Pulse Asia, Laylo, and OCTA.

“These 10,000 simulations strongly suggest that Bongbong Marcos is expected to win in the upcoming elections,” Yap stressed.

According to a definition from IBM, a Monte Carlo Simulation, also known as multiple probability simulation, is a mathematical technique used to estimate the possible outcomes of an uncertain event.

The Publicus survey results tally with Pulse Asia’s second published pre-election survey, showing that the Marcos-Duterte tandem’s numbers are steady, making catching up with them “very difficult,” Yap said.

“Theoretically, it can be (done), but difficult. Realistically difficult, though not impossible,” Pulse Asia Research Director Ana Maria Tabunda said previously.

Yap also said survey data “do not capture command votes, bailiwicks, and party machinery.”

“This is where the party allegiances, local executives, and endorsements of groups such as the INC (Iglesia ni Cristo) come into play,” he added.

The PAHAYAG 2022 First Quarter Survey is an independent, non-commissioned nationwide purposive sampling poll conducted by Publicus with 1,500 respondents randomly drawn by the Singapore office of American firm PureSpectrum from its market research panel of over 200,000 Filipinos.

It pointed out that the final survey panel was restricted to registered voters.

“PureSpectrum is a US-based panel marketplace with a multinational presence. Samples provided by PureSpectrum are not affiliated with any bias or political party. All opinions voiced in the interpretation and analyses of the data are those of the writer and/or project sponsor,” Publicus said.

Reacting to the result, the Marcos camp said it “further reinforced his dominance over his rivals” and put the standard-bearer of the Partido Federal ng Pilipinas “on the cusp of being the first majority president to be elected in a multi-party political system.”

“Marcos’ voter preference in the PAHAYAG 2022 First Quarter Survey shows a massive 33 percentage points lead over his closest contender for the presidency,” the party said in a statement.

Mahina at palapak kasi ang campaigning strategy ng Robredo Camp, starting sa negative campaining, mga over acted na ads, then mga psy war approaches na nagbobomeerang, mga desente at elitistang galawan, mga artistang intelehente, cancell culture, naiinis lang mga common people!  Kaya with this remaining days ay mahirap ng mahabol pa ito ng mga kakampinks unless makakombinsi sila ng around 850,000 voter daily na magbabago ng boto until election day na malabo ng mangyari unless na makuha nila ang endorsement! So kahit na gaano katindi ang paniniwalang mananalo sila ay frustration lang ang reality niyan!

BARMM governors all out for Marcos | The Manila Times

GOVERNORS of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) pledged to deliver 70 percent of the votes in the May 9, 2022 elections for former senator Ferdinand "Bongbong" Marcos Jr.

The commitment was made during their recent meeting with Marcos in his campaign headquarters in Mandaluyong City for the consolidation of command votes for his tandem with Davao City Mayor Sara Duterte-Carpio.

There are 2.1 million registered voters in BARMM, and Sultan Kudarat Gov. Suharto Mangudadatu predicted that Marcos could get "70 percent" of the votes.

Mangudadatu called on all local officials who support Marcos not to be complacent and protect the votes cast by their constituents and make sure that they are counted on May 9.

"Iyong ARMM region, now known as BARMM, ginagamit sa mga pandadaya sa mga lugar eh. Wala pang eleksyon doon na hindi nagkaroon ng dayaan (The ARMM region, now known as BARMM, was used in massive cheating. Cheating always happened every election there)," he said.

 

Mangudadatu said that many more local officials from Mindanao will express support for Marcos' candidacy.

He said Sulu Gov. Abdusakur Tan will also announce his full support to Marcos soon.

Tan has 15 unopposed mayors running under him from the 19 municipalities in Sulu.

"This is the right time na lumabas siya at magbigay ng suporta dahil magkaibigan naman talaga sila ni BBM (that we come out and give our support because we are all really friends with BBM)," Mangudadatu said.

Lanao del Sur Gov. Mamintal Adiong earlier also expressed support for Marcos along with Tawi-Tawi Gov. Ysmael Sali.

Mangudadatu said the elections are different from 2016 because President Rodrigo Duterte this time did not endorse any candidate, "so all local officials in Mindanao are free to give support to the candidates they want to help."

"Noong 2016 talagang may pressure from [then-President Benigno "Noynoy" Aquino 3rd] at kahit mga PNP (Philippine National Police) noon. Pero ngayon, hindi na sila makakaporma (In 2016, there was pressure coming from then-president Aquino and even from the PNP. But now, they can't do that anymore)," he added.

He said they are gradually introducing the correct message regarding the wrong view of some Muslims against martial law declared by former president Ferdinand Marcos.

"Kasi ang messaging nga namin ngayon, kayo ngang taga-Manila meron kayong sariling Martial Law. Kami mayroon din, ngunit we opened our hearts and accepted BBM and we believe na siya lang ang pag-asa natin na mabago ang bansang Pilipinas," according to Mangudadatu.

In April, Marcos also met with 10 governors who also expressed support for his candidacy.

Narvacan, Ilocos Sur Mayor Chavit Singson, who was present during the Sunday meeting, said 90 percent or 73 of the 81 governors in the country pledged to support Marcos.

Singson, also League of Municipalities of the Philippines president, called on the governors to work doubly hard to make sure that Marcos would be the first "majority President" since the multi-party system was implemented in the country.

Another boost to Marcos' bid came from the dominant local political party in the vote-rich province of Cebu.

Marcos and running mate Davao City Mayor Sara Duterte-Carpio signed an agreement between the UniTeam and One Cebu Party, led by Cebu Gov. Gwendolyn Garcia, during the party's general assembly in Cebu City.

"One Cebu Party has the honor of announcing its decision to endorse the presidential bid of former senator Ferdinand 'Bongbong' Marcos Jr.," Garcia said in a statement.

She said that the decision to endorse Marcos "follows weeks of extensive consultations and discussions with provincial, municipal and barangay (village) leaders" across the province."

"We considered the differing opinions of party leaders advocating the causes of different presidential candidates, and have determined that the unity and strength of One Cebu, its ability to serve its constituents in the province of Cebu, and ultimately, the interests of the Cebuanos are best served if we unite behind the leadership of BBM as President and, as we earlier announced, Mayor Sara Duterte as Vice President," she added.

In the first agreement, One Cebu and UniTeam said they "have a shared vision that will guide and lead the nation in the goal to achieve sustainable growth and development of Cebu and the rest of the regions in the country."

"One Cebu and UniTeam are cognizant of the fulfillment of the shared vision through unity among political organizations," the coalition agreement said.

"In view of the shared objectives of One Cebu and UniTeam, both parties have also agreed to form a political alliance that will pave the way for further realizing the advocacies of both parties through provision of mutual support," it added.

In November last year, Marcos' Partido Federal ng Pilipinas, Lakas–Christian Muslim Democrats (Lakas-CMD), Hugpong ng Pagbabago and Pwersa ng Masang Pilipino formed the UniTeam Alliance in Pasay City.

Under the alliance agreement, One Cebu agreed to "give its full and unqualified support, and endorse and campaign for the presidential candidate, Ferdinand 'Bongbong' Marcos Jr. and "agrees to give their full and unqualified support, and endorse and campaign for the vice presidential candidate, Sara Duterte."

As a show of mutual support, the UniTeam will "give their full and unqualified support for One Cebu's candidates for governor, Gwendolyn Garcia, vice governor Dr. Maria Theresa Heyrosa and all candidates in Cebu under the banner of One Cebu as well as candidates that are allied with One Cebu."

To further cement a solid Cebu for the UniTeam tandem, a second alliance agreement known as "One Cebu Island UniTeam Alliance" to support the tandem was signed by Romualdez, Duterte-Carpio, Garcia, Cebu City Mayor Michael Rama, Mandaue Mayor Jonas Cortes, Lapu-Lapu City Mayor Junard "Ahong" Chan and Talisay City Mayor Gerald Anthony "Samsam" Gullas.

"The mayors of the cities of Cebu, Mandaue, Lapu-Lapu and Talisay, respectively, subscribe to the ideals of One Cebu and join in One Cebu's desire to forge alliances for a united and common voice to push forward the development of Cebu as one Island," the second alliance agreement said.

Garcia is the newest provincial leader to endorse Marcos.

On Sunday, Marcos met with a second group of 15 governors who have also decided to support him.

Comelec junks remaining disqualification case vs Bongbong Marcos | Inquirer News

MANILA, Philippines — The Commission on Elections (Comelec) on Wednesday junked the remaining disqualification case filed against the presidential bid of former senator Ferdinand “Bongbong” Marcos Jr.

In a 10-page ruling, Comelec First Division presiding commissioner Socorro Inting dismissed the case for lack of merit.

The petitioners filed the disqualification case, saying Marcos Jr.’s 1993 conviction for his failure to file his income tax returns is a crime involving moral turpitude, making the former senator unqualified to run for office.

“We are not convinced,” the ruling said, citing a Supreme Court ruling stating that failure to file an income tax return is not a crime involving moral turpitude.

The ruling also said that moral turpitude implies something immoral in itself, even if its punishable by law or not.  Marcos Jr.’s failure to file income tax, however, is not “inherently wrong.”
