Introduce yourself, mention why you approached the person (nice look, voice, a book he/she is holding). Then say, I know this is random, but would you like to grab lunch and just chat one day? Can I call you some time?

(Always go with lunch, it sounds less sinister. Drinks, dinner etc tend to come off more aggressive unless the person tells you they are not available during the day)

That's it. You won't die. If the person says no, then move on. This s@%t only scares people because they put too much of a premium on the opinions of others. Until you stop doing that, this stuff will always scare you.
