The country's summer capital exists by American colonial design. In 1904, then-Governor-General Luke Wright commissioned Daniel Burnham — the American urban planner whose 1909 Plan of Chicago defined that city's Beaux-Arts core — to draft the master plan for a mountain city that would serve as the affluent refuge from the Manila heat. Baguio City was formally chartered on 1 September 1909. In the century-plus since, the city's founding purpose has remained structurally intact: it is where affluent Manila goes when the lowland climate becomes intolerable. The infrastructure has evolved — Kennon Road, Marcos Highway, TPLEX, SM City Baguio's open-air Cordillera-design retail centrepiece — but the affluent-Manila relationship with the city carries a genealogy that runs to the 1920s.


The Burnham Plan Layer

Daniel Burnham's original 1905 Baguio plan organised the city around a central park (later named for him), a formal boulevard system, and a hillside residential grid that respected the mountain topography. February-March annually: the Panagbenga (Baguio Flower Festival), spanning approximately a month with the marquee grand-parade weekend in late February. Panagbenga has grown into one of the country's most-attended provincial festivals; affluent Manila-diaspora Baguio-regular families schedule around it.

By premium bus — Victory Liner, Genesis Transport, and premium-class operators run daily services from Metro Manila (Cubao, Pasay, Avenida terminals).

By air — Loakan Airport carries limited chartered/general aviation; commercial services suspended.

From Clark International Airport — approximately 2-3 hours by van via Marcos Highway.

When to Visit

March-May — the country's summer months, calibrated as Baguio's primary affluent-Manila-family window. Cool-air register at its most-appreciated.

October-February — the cool-cool season, delivering the coldest temperatures (occasionally low single-digits Celsius overnight). The Panagbenga February-March window sits at the boundary.

June-September — the wet season; some visitor programming affected by weather but the city remains functional.
