At present, tuition fees in State Universities are subsidized.

The quality of education is generally poor because of lack of funds for teaching facilities and competent instructors/ professors.

If it's going to be 100% free tuition for state universities and colleges. I foresee the quality of education to get even worse due to funding constraints.

I would rather see the privilege of 100% free tuition in State Universities and Colleges (SUCs) given only to those who pass a very stringent qualifying exams similar to UPCAT.

 

The free tuition privilege should be given to any student applicant regardless of economic status ( rich or poor), the only criteria is being intelligent and motivated enough to pass the admission tests and psychological interviews.

 

Others who donot pass the free-tuition admission test can still enroll and be entitled to subsidized tuition.

Ang PLM dati (pwera na lang yung Manila Born/Residents na eme nila) 100% walang tuition. Yun lang if you go beyond required GPA, magbabayad ka na ng tuition although minimal pa rin.

 

To think, PLM graduates are one of the best sa aten. Imagine how much the family would spend for a Medicine student from PLM compare with other med school.

 

In the end, mas maraming makakapagtapos na filipino,Pilipinas pa rin naman makikinabang. So salamat sa free college na iyan. Salamat sa mga tax payers!

The PLM free tuition, subsidized tuition, and strict admission policy for qualified residents of the city as well as top graduates from outside the city, is one of the examples of what I posted above. PLM produces the some of the Philippines best graduates equivalent to, or maybe even surpassing UP graduates.

 

Other SUCs, however succumb to typical Filipino patronage politics and end up taking in more students than they can handle resulting to half-baked graduates who do not meet the knowledge and skills, attitude, and working habits required by the available jobs today.

Education is one of the most important pillars of our society and might also be the only way for this country to get out of poverty. This bill will solve the education part, however, we also need to remember that it is necessary to create the environment that is conducive for the youth to learn. It would be very difficult to study with an empty stomach.

 

Another question that emerges is the sustainability of this bill and how to safeguard it from exploitation.

We have to limit enrolment in SCU to poor but deserving students. Those who can pay either pay premium school fees or enroll in private colleges and universities.

I talked to a German engineer and he relates the parallel systems they got to gain a credential. One system is technical. You learn hands on in the work place. In return, you get a salary since you are working already and not a full scholar. But this system will be less short, however not less tedious. The quality control is basically your hands on training and qualifying tests.

 

The other system is formal education. This is more theoretical but nonetheless requires hands on applications. In this system, you are a full scholar, paid or sponsored. You are relieved of duties and while at the program, you have no income or compensation.

 

Even if the tuition fees are free, a full scholar will be relieved of duties. The student in the technical system has work and earn a living while gaining credentials. Moreover, the system can be crossed match, equivalent levels of training and know how. So you can start with formal education and switch to technical in the later process.

 

Our problem is credentials are based on certifications by regulatory commissions which have leaks and corruption to face. A Filipino may have excellent credentials but cannot perform in his chosen field of expertise. Educators themselves are not qualified to teach their subjects since they fail on the basics of what they are teaching. Education system must be course dictated and if you cannot perform then you cannot level up. There is no need to say you are top of your class since the system is skills based and not really according to potential talents. There will be citations and honors or accelerated programs but your performance is really based on final output and not on paperwork.

 

The pressing issue of Filipino education is it is rejected in other countries since credentials are empty of ability and largely paperwork only. Often because of poor educators who spread error, the class is burdened to suffer from obstacles that harm fundamental knowledge which they need to unlearn first for progress and development to take place.

Considered as free education ang Senior High School kasi they get 22,500 voucher from the government para sa tuition nila.

So it goes without saying that such approval was done on the spur of the moment. It means it was done abruptly. Unplanned. Unintended. Haphazard. Aimless, etc. WTF! Parang naalimpungatan lang at inaprub na? Bakit minadali?

The issue is NOT whether it is valid or not to become a law regardless of the availability of the funds but rather the reason behind that abrupt approval despite the opposition of his economic managers. O baka naman isa na namang pa-pogi points ito? OR should I say hilaw na pa-pogi points.
