Traffic Problem In Metro Manila (Merged Thread)

Sumobra traffic when the small affordable cars flooded the metro. Majority now can easily avail the car even those without own parking space in their house. Bakit hindi ba bigyan ng Age limit yung mga car na nag tratravel along edsa? That way yung mga older car ay madisttribute sa mga provinces. Like if your car model is 10 years of age, dapat bawal na sa edsa. Di lang puro dagdag ng car, goverment should strategize how to effectively control the volume.

I have a 21-year-old car, a Honda CRV. It is very well maintained and still running in tip-top shape.

 

A private car can last more than 10 years, with proper maintenance. The lawmakers know this, so the proposal to limit the age of cars will have difficulty passing approval.

Kung may emergency power pwedeng masubukan. Limit lang naman sya sa edsa. Di ko naman sinabi na bawal na syang gamitin. So malamang mdidistribute sa province yung mga ibang older cars. Pwedeng ibenta sa province to its salvage value. And while we are awaiting matapos yung mga ongoing infra structures sana mkagawa sila ng best remedies to at least slow down the traffic, yung volume kasi nakikitang kong lumubo talaga.

Kung gagawan naman ng batas sa Age limit ng Car sa edsa, sa tingin ko mas may pag asa pumasa or mauuna pa pumasa kesa sa i phase out ang jeepney. Sa jeepney kasi tsak may magrarally. Andyan yung grupo ng piston at mahaba habang isyu at balita sa tv yan which is iniiwasan ng mga politiko. Sa private car ba may nakita na tayong nagrarally? Wala di ba.

It is not about whether you rally or not. There were a plethora of schemes for private cars. Is it still being implemented? The private car owners don't need to rally as there are groups of private car owners that express their displeasure and call on politicians to intervene for them.

Then, it might depend on who will suggest it. Politicians are more or will likely take the safer side. And it is always expected that there will be someone to go against.

What you're proposing is just like the odd-even traffic scheme they've experimented with before.

 

I think it ultimately failed due to public pressure.

 

It failed because of same people who are calling for a solution to heavy traffic now, yet don't want to be part of the solution themselves.

yung odd-even coding ksi depende yan sa dami ng kotse... napuna ko yan sa makati area na kapag monday coding 1-2 kokonte ang sasakyan pero pagdating ng tuesday sobrang traffic same time yung biyahe. means hindi parepareho ang dami ng sasakyan base sa odd or even scheme. at isa pa walang dpat may window hour

 

kung gagamitin ang coding na gnun... siguradong luwag ang mga main road like Edsa at C5

 

yung ang problem madaling madale ng public pressure pero dapat ang Govt ang masusunod at hindi ang private sector.

That's because they've bastardized the "odd-even" scheme. In the early part of the 90's it was a true odd-even (1-3-5-7-9 and 2-4-6-8-0). Then people complained that half of the time their cars were in the garage, so they "modernized" it to the absurdity it is right now. One of the chief complaints were that vehicles that got banned 3 days on weekdays, but the other half only got banned 2 days per weekday (similar to what you're proposing) was an unfair rule.

^^^ They did not bastardize the odd-even scheme. They simply did not implement it because it is unfair as you have explained.

 

The 1-2, 3-4, 5-6, 7-8, 9-0 weekdays coding scheme is more acceptable as being equitable.

 

Unfortunately in the past, car buyers can choose what number they want for their plates, which skewed the normal number distribution, as darksoulriver points out. You can no longer choose your car plate numbers nowadays. So, eventually, it will go back to normal distribution.

 

The traffic nightmare we have are because of poor driver discipline, inefficient bus system, insufficient commuter train capacity, and insufficient alternative roads.

 

What we should strive for is:

 

1. Remove the obsolescent mode of public transport -- padjaks, tricycles, jeepneys (send them to the provinces)

2. Strictly regulate the buses and taxis to force bus and taxi companies to modernize their units, make them comfortable, and adopt an efficient unit dispatching system

3. Strictly regulate the abusive UV Express to stop them from overcrowding their units and follow strictly the original point-to-point scheme.

4. Strictly implement road clearing campaign to rid side streets of illegally parked cars, to open up alternate routes.

5. Add more trains, add more train lines

6. Add more roads, expressways, beltways.

7. Move the industrial and manufacturing plants away from the metropolitan areas.

 

If we can do all these, we don't need the number coding schemes.

The traffic flow is reportedly improving in Edsa because of the involvement of the HPG. The MMDA-HPG can't change the volume of cars traversing Edsa but they can change the flow. The traffic flow is improving due to the discipline that drivers have because of the HPG.

 

Nung Tuesday it took me 20 mins. from MRT station north EDSA to Mother Ignacia EDSA during morning rush hour. Na late tuloy ako. Last week hindi naman ganun.

Maybe somebody was in denial that the true odd-even was truly implemented. Anyways, here's the full text of the regulation:

The odd even scheme of the late 90's were experimental and focused on public utility vehicles. The coverage then was limited to rush hour periods of 7-9 AM and 5-7 pm. It can be hardly called implementation at all, unless you believe your favorite politicians.

 

The real reduction scheme that is universally implemented by local governments even outside Metro Manila is the current one because it is accepted as more equitable, easier to understand and implement.

 

But whatever reduction scheme they come up with will eventually fail because we are not addressing the root of the problem, which is lack of infrastructure and outmoded transportation system.
