What I know if the suspect fights back, that is a threat. Regarding that question that 99.95% of those they killed are threats to them, unless the one who asked can controvert that they weren't any threat, then I would regard this as just conjecture and whining. One can always sue the police if one has evidence that 99.95% of those killed were threats.

 

As I said: Don't use circular reasoning to defend this one. Try again.
