For the past weeks since Pres D30's term started, he's been going back and forth to Davao. He's here in Manila Mondays then goes back Thursday night. Question: Should the government just implement a 4-day working week all over the country, if that's the case?

No. That runs counter to what they are trying to achieve. In any case, even if the President goes to Davao, he's still working. Though they do have a 4-day work week in the House of Representatives, but IMO that won't work for regulatory agencies and admin agencies. The Phils. already works less than most countries too; if at all, they should add to government office hours.
