To explain the government's slow death count in Leyte, Aquino reportedly said: "It's because you have to make sure that there is the certification or a coroner's report before it is made official." (Emphasis mine) Fortun rebutted him in her twitter account, saying Aquino obviously does not know what he is talking about. "Certification of a coroner's report is needed before a body is counted?" Fortun said. "Do you know Mr. President that we don't have coroners in the Philippines?" She pointed out. (Emphasis mine)I'm not sure whether bodies were even positively identified before being buried in mass graves. Health concerns took precedence over the identification process. He could call his top police and NBI personnel to Malacanang and personally tell them to give top priority in solving this crime. Since he seems to want to micro-manage issues that doesn't really concern him, he may as well have visited the accident scene of that bus that fell from the Skyway this morning which resulted in the deaths of many people.
