The important thing is the mayor should be a citizen of this country and can do his/her job well.  Even in other countries, the position of mayor is not limited on to race or bloodlines.  Only monarchies are limited to bloodlines.

ALTHOUGH (playing devils advocate) 

dumadami yung younger mayors na "at least educated" in terms of governance and public policy and service. whether the ones with no backing like vico of pasig or those na galing dynasties like villafuerte, they know the administrative side of the work. they know the budget. they know how to setup a disaster coordinating center. they are trained to create focus groups with different sectors like local police and brgy chairs. 

nawawala na pakonti konti yung image ng mayor nung 90s na may limampung bodyguards tapos isang pitik lang may magsisindi ng yosi, tapos nakapark pa yung official red plate car sa harap ng beerhouse, at pag sinabe mo may bagyo o may nasunugan ang gagawin lang ireready ang ipapamigay na 100pesos.
