Local politicians have control over the franchise of Meralco to exclusively distribute electricity.  Politicians also created the single, largest loophole that is making businesses lose money and remove confidence of investors by encouraging the rise of illegal settlements that have been sustaining corrupt politicians or dynasties in office.  Much of the problems of Meralco is system loss due to illegal connection.

We should also make the Church responsible for its actions since it is the strongest power player in local politics that helped create this debacle of lawlessness.

Yet this is not just a problem with utility companies. If you feel Filipinos are discriminated or that their passport is way down with the most restriction of entry Visas abroad, it is because of this culture created by their politicians that encourages immorality. Even if only 20% of Filipinos are immoral or made to exist in this guilty state, where God's basic Law of propriety, particularly covetousness and the removal of the sense of God or goodness is violated or ignored, then the remaining 80% would suffer from the consequence of toleration.  National government programs are made useless by allowing a chunk of Filipinos to live in illegal settlements that basically exist outside the radar of government authority and thus, lawless. They are the 24/7 lawless children factory while the nation struggles to provide for the dignity of citizens.
