I am currently using ubuntu 10.04 and my problem is i can't log-in my username and password and a pop-up message appear: "Power Manager is not properly installed"

Bro try using a terminal to re-install the Power manager:

 

1. Press Ctl + Alt + F2

2. login with your account

3. sudo apt-get remove gnome-power-manager

4. sudo apt-get install gnome-power-manager

5. sudo init 6

 

Try logging in again.

I would suggest Ubuntu.

Some did prefer Arch but I haven't tried that.

Go for CentOS if you can't get your hands on RHEL. Closest version to redhat (just reskinned). Redhat is the standard in most large enterprises, in case you're looking to get a job in Linux.

Ubuntu or Fedora would be your best bet for introducing a newbie to linux.

You may try Ubuntu, Fedora or Mint.. Any of them would be best for starting with Linux. Just don't install the latest version as it has still many bugs and/or issues.

If you want to play which version of Linux OS is for you, its best to install a Virtual Machine.
