abolish partylist system. Its a redundancy to district representatives. Sectoral representations should be covered already by district representatives while the governors take charge on their local constituents.I do not see long term importance of the sectoral representations. Their specific and unique concerns can be addressed already through their national organizations representing them without the burden of taxpayers money and the creation of special concerns committee to focus on their specific concerns. (Just thinking loud)

we have enough laws already ... i'll propose an amendment to the penalties. far more severe and unreasonable for the crimes committed.

 

(1) crime of Plunder - if found guilty. sequester ALL assets, death by PUBLIC stoning and imprison immediate family.

reason : the way it goes, it's extremely profitable to engage in corruption in this country.

 

(2) road accidents by public transpo - resulting in death > automatic death sentence if found guilty. Bus/PUJ operators franchise suspended for a 2 years. resulting in damage to properties > driver get a 5yr suspension, owner gets a 2year suspension if accidents per year exceeds 1.

 

(3) unruly drivers during a traffic jam. those who cut and go against the flow resulting in more jams - by all means DPWH should bulldoze those erring vehicles with or without the passengers clear of the demarcation line.

 

(4) petty thieves, robbers, = 1 fingerless for every offense

 

(5) heinous crimes - death by SLOW electrocution. prior to that a 1day 'affair' with the victims kin (anything goes).

 

(6) trash throwers - caning at the nearest MMDA/police station. no need for fines. it only goes to fatten some directors wallet. caning is anti-corruption.

 

(7) death penalty be reinstated. it's a waste of taxpayers money to feed criminals. either they go free or they're fried.

 

(8) a 500meter both ways FREE road k*ll zone on areas with overpass - meaning it's legal to runover any living things on this FREE zone. no amount of warning billboards will stop these retards. the city spends millions per pedestrian bridge, either they use it or not build it.

 

(9) under a senate inquiry expressly authorized by the president - constitutional rights are waived. everytime a witness utters 'i don't recall', 'i exercise my right to ...', the Sgt at Arms should remind the witness by breaking a bone in his body.

 

 

imagine a city where criminals are afraid. so afraid that when caught they wish to remain inside the prison bars and not on the streets.

Road Users' Tax as Disaster Relief Fund? WTF?!!!

 

News item:

“In view of the onslaught of typhoons that the country regularly faces, Sen. Ramon “Bong” Revilla Jr. pushed an additional measures, which include the use of the Motor Vehicle Users’ Charge (MVUC) to address the effect of calamities.

The senator expressed confidence that the National Disaster Risk Reduction and Management Council (NDRRMC) Act of 2010 (Republic Act 10121)will reduce the number of casualties and damage to properties brought by calamities and disasters.”

 

My take on this:

 

The MVUC Law was crafted for the specific purpose of providing a source of funds for the maintenance of national roads.

 

It is an equitable law because it is those who benefit from the infrastructure – the road users – who are paying for the maintenance of the roads.

 

These past years, I have seen the positive effect of the road users’ tax on the good quality and proper maintenance of our national roads. Now the fund is in danger of being diverted to other politically motivated expense.

 

Sen. Revilla would want to get hold of that money to diverts its use to disaster relief. He should find other ways of raising funds for disaster relief.

 

Keep your dirty hands off the road users’ tax!

Government should take over transportation sector especially yung mga tricycle... lakas nila maningil...

 

Actually, government never gave up its power over the transport sector - or the othe public utilities. Kung baga, sinubcontract lang nila ito through yung franchise nga. What it gave, it could always take away. Now why it does not want to take away is another story.

The reason why the gov't has difficulty regulating tricycles is because it is easily classified under the non-formal sector and, therefore, subject to self-regulation in a form of an accredited organization like the TODA.

True, but operations of tricycles are also limited to certain areas only. However, take a look at Katipunan Ave infront of Ateneo. There are signs na bawal ang tricycle pero nandun sila right under the nose of MMDAs and walang huli because the MMDA is more interested in getting the unfamiliar driver who stays on the left lane for U-turn. E kung bago ka nga naman, paano mo alam yun? By the time you find out, it's too late and huli ka na. You see, traffic rules sa Metro Manila are not really intended for traffic flow improvement but to catch the unaware. Kaya tignan mo angmeasure of success nila - how many tickets. Yun ba talaga ang dapat na measure? Hindi ba dapat how many vehicles are now able to negotiate a certain stretch due to the regulation? Maybe it's the crab mentality kaya ganyan ang orientation.

But back to tricycles. While I don't like them either, I fail to see the logic of bakit sila bawal sa major roads. Sabi nila dangerous. E kung dangerous pala sila, bakit sila niregister ng LTO. Kung dangerous, whether nasa side road o major thoroughfare, dangerous pa din period.

My proposed laws:

 

1. Voter's ID number will be the TIN. This way, only those registered taxpayers can vote. Para bang cooperative. Kung hindi ka member, hindi ka pwede mag vote nang board of directors. Please follow my logic: If you are not a taxpayer, you are not a responsible citizen. If you are not a responsible citizen, then why should you be allowed to vote for someone who will affect the state of the nation? Tignan mo si Pinoy. Hindi nya tinuloy ang ARMM election kasi hindi pa responsible mga tao dun. Problema lang e hindi siguro sinabi sa kanya nang staff niya na nanalo sya dun (kasi irresponsible sila?).

 

2. Bawal litrato, pangalan o initial sa mga government projects, vehicles, etc., unless pera nila ang ginamit sa pa pogi na yun and hindi taxpayer's money. Bakit kasi magbabayad ang taxpayerpara sa campaign ng incumbent? Problema is bago maging batas ito, kailangan dumaan sa Congress. Paano papasa e nandun din mga litrato at pangalan nila sa project?

 

3. Pag nag submit ka nang papeles sa gobyerno dapat tangapin o kung hindi tinangap dahil may problema, dapat may kasulatan kung bakit hindi tinangap. Tignan natin kung uubra ang pa cute and paimportanteng government employee.

 

4. Sa Customs, pag nadelay ang release, yung ng delay ang magbabayad ng storage fee unless may kasulatan siya kung bakit delayed. Para din number 3, tignan natin kung uubra yung paimportante.

 

5. Sa courts, a reasonable time to resolve a case, and any number of days delayed would be equal to the number of days the judge will stay at Bilibid. Magsama sila nung mga kinulong niya. But how can that be? Right now, may certain number of days na nga na sinabi ang Supreme Court but how can they really enforce it when sila mismo ang tagal? In short, walang moral ascendancy.

 

To be continued na lang kung may maisip pa akong iba ...
