Malabo ito, kasi kahit yung mga di nagbabayad ng income tax considered as tax payer pa rin dahil may VAT ung binibili nilang commodities. Also it would be considered unconstitutional sa simula pa lang. Better siguro gawin standard yung treatment pagdating sa govt services. Like yung Philhealth para sa lahat ng Duterte administration. If ang goal is lahat ng Pinoy macover ng Philhealth regardless kung nagcocontribute ka o hindi. What if weighted average ang botohan. The bigger “income tax” you pay mas matimbang ang boto.

ex. Mahihirap na walang income tax: 10%
      Super mayayaman na kapirangot lang ang buwis vs kita nila: 10%
      Workers na automatic bawas sa sahod ang tax: 80%
 

Simulation current: winner kandidato A

mahihirap / kandidato A / 10 million votes

workers / kandidato B / 2 million votes

Simulation weighted average: winner kandidato B

mahihirap / kandidato A / 10m votes / 10% of 10m ay 1 million votes

workers / kandidato B / 2m votes / 80% of 2m ay 1.6 million votes

as tax payer mejo makakaines nga na tayo tinataga sa taxes pero tayo ung maliit ung boses sa pag aappoint ng leader na magwawaldas ng binabayad natin na buwis sa gobyerno.... 

 

pwede din siguro na based na ITR mo ung weight ng boto mo 

no income to minimum wage = 1 vote 

minimum wage to 20k = 3 vote

20k-50k = 5 vote and so on. but you get an idea habang tumataas ung tax na binabayad mo tumataas ung boses mo sa pagpili ng kandidato pero i doubt maipapasa ung ganitong uri ng voting scheme since madame sa mga govt officials natin na nakaupo ngaun ay hindi na mananalo ulet kung ganito scheme ng pagboto

 

ang magiging hassle lang is every election i update mo siguro ung tier mo sa comelec kung umangat ka ng bracket or bumagsak.
