On a more serious note, I think the first order of the day is to clean up the electoral process to ensure accountability of public officials.

Second would be to clean up the courts, install a practical jury system & clear up the backlogs in cases.

Third would be reforming the civil service so public servants are accountable to the citizens & not to their political patrons & be retrained or retired cost-effectively so that working for the government is a choice, neither a piece of largesse nor a dead-end job for deadbeats.

Easy to say but ... Ano kung mabuntis ang babae? The child -- even unborn -- is not a plaything.
