  1. A few questions and comments: 1. Are they operating in a zone classified as a residential area? Because that in itself may be cause to have them close or relocate their business, depending on whether or not your city or municipality has ordinances limiting property use in residential zones. 2. By "alcohol" do you mean liquor? Or industrial/disinfectant alcohol? Either way it would be good to check if they have the requisite permits and regulatory clearances (sanitation, fire, BIR, etc.) The lack of any of those is enough to have it shut down via a complaint before the agency or city department issuing said clearance or permit. 3. With the noise, dust, and smell, the establishment my be considered a "public nuisance" under Article 695 of the Civil Code. If you opt to go this route, you will need to file an action for abatement of nuisance with the local courts. The problem will be, if you live in a zone that is primarily an industrial zone, then it is unlikely that you will be able to get the manufacturer shut down, simply because based on the land use zone, you're not supposed to be living there. In this scenario, the solution to your problem is for you to relocate elsewhere. Hope these help.
