Quezon City Rep. Feliciano Belmonte Jr. on Wednesday filed a bill seeking to impose another tranche of salary standardization to increase the pay and compensation of government workers and uniformed military personnel.

House Bill 11, which Belmonte called the “Salary Standardization Law (SSL) of 2016,” seeks to implement the policy of the state to a just and equitable compensation for government employees and military personnel.

The proposed measure standardizes the compensation for all civilian government personnel and raises the pay of government employees to at least 70 percent of the private sector rate or a weighted average increase of 45 percent in all salary grades.

 

The bill, which would be implemented over a four-year period from Jan. 1, 2016 to Jan. 1, 2019, includes a combination of salary increase, 14th month pay and enhanced performance-based bonus.

Hello daphne. I have not heard lately about the plan to increase the salary of police and soldiers. Does anyone know the status?

Those non-performing agencies and departments shouldn't given any increase at all. Their inaction and erring employees need to be removed from public service.

Looks like Pacquiao inspired something out of his pathetic performance as a congressman. Hindi na daw susuwelduhan ang mga congressman na panay absent.

 

This should be called the "Manny Pacquiao Act". or the "Pacquiao bill"

Sana hindi lang sweldo  ...

 

isama na din ang allowance.

 

Sa totoo lang mas malaki pa ang allowance ng mga yan kaysa sweldo.

 

Dapat pinapagalitan din yan ng Speaker (during the session para mapahiya) parang sa private companies.  Also dapat may list on top absentee monthly na ibibigay sa media para makita ng mga constituents nila.

good morning thread owner.
 
i would like to know if the current administration has any plans to improve the educational system of this country. I know it is cliche but public education in the Philippines is just abysmal. It looks like it will take a back seat for a while as the President is busy eradicating crime and corruption. You can delete this post if you feel na hindi naayon ito sa rules mo sa 1st post.

To be candid about this ...I feel for our state as we even need to pass a law to sanction our law makers/public servant for their responsibility of reporting to work.

 

Hindi ba dapat tayong mga botante na ang nagdedesisyon na i-penalize na ang mga yan by not ever voting for them?  Attendance na nga lang di pa makapagcomply.  Kung matino tayong magdesisyon, bakit mo nga naman iboboto ang isang palaging absent? 

 

Magkano lang ba ang buwanang sweldo ng mga yan?  Kumpara mo sa mga net worth nila eh naku barya lang sa karamihan.  Do you think they would even care about it na hindi sila sumahod under this no work no pay policy?

Those non-performing agencies and departments shouldn't given any increase at all. Their inaction and erring employees need to be removed from public service.

 

 

BElmonte's bill appears to be a re-filing of SSL4, which wasn't fully made into a law due to some opposition. Reason also why uniformed personnel were excluded from the increase coz theirs would be linked to the retirees' pension. 

 

Note that only an EO was signed to realize the first tranche in January 2016. 

 

Re: the non-performing agencies. Note that is what our SPMS is for. PEI and PBB are supposed to be availed of only by those agencies that attained 95% of their MFOs but shempre, considerations will come into play such that even the non-performers will be given the bonuses.

Actually mas ok kung Jules Ledesma Act or Ledesma Bill ang ipangalan dito... not a fan of Pacquiao as a politician, but the silver lining on his absences is he trained to bring positive PR for the country...

 

Eh si Ledesma??? :)

In Aquino cabinet, former Health Sec. Garin had highest salary — COA report

Based on the COA’s “2015 Report on Salaries and Allowances” or ROSA of government executives, Garin took home a total of P2.521 million in 2015, which included:

  • P1.08 million as basic salary as DOH secretary;
  • P408,037.31 allowances;
  • P235,000 bonuses/incentives;
  • P348,000 discretionary funds, and
  • P24,000 additional compensation/honorarium.

COA said Garin also received P425,750.91 as chairperson of the Board of Directors of the Philippine Health Insurance Corp. (Philhealth).

 

Meanwhile, second among the Aquino cabinet secretaries with the highest paycheck was Budget Secretary Florencio “Butch” Abad with P2.234 million, landing 429th on the ROSA list.

Based on the report, Abad receive:

  • P1.092 million in basic salary;
  • P173,000 in allowances;
  • P213,980 in bonuses/incentives;
  • P308,000 discretionary fund, and
  • P24,000 additional compensation/honorarium. 

The report said Abad also received an additional pay of P423,788 as head of the DBM-Procurement Service.

 

Third among the cabinet officials with the highest pay was Higher Education Secretary Patricia B. Licuanan.

The report said Licuanan was paid a total of P2.209 million in 2015 which included:

  • P1.091 million basic salary;
  • P451,496.14 allowances;
  • P 238,980 bonuses/incentive;
  • P292,000 discretionary fund, and
  • P134,500 additional compensation/honorarium.

The fourth highest paid cabinet official was Labor Secretary Rosalinda D. Baldoz with P2.167 million in earnings, including:

  • P1.103 million in basic salary;
  • P 350,070.42 allowances;
  • P 226,980 bonuses/incentives;
  • P186,856 discretionary fund;
  • P 217,017 “other” payments, and
  • P28,000 honorarium.

Landing on the fifth spot was Science and Technology Secretary Mario G. Montejo who had P2.166 million earnings, which included:

  • P 1.080 million in basic salary;
  • P 475,708.76 allowances;
  • P 237,000 bonuses/incentives;
  • P 336,000 discretionary fund, and
  • P24,000 honorarium.

Completing the list of the 2015 earnings of Mr. Aquino’s Cabinet members are:

Una sa lahat dalawang beses lang naman halos lumalaban si Pacquiao, at hindi naman 365 days ang congress.

 

Pangalawa bakit big deal kung me laban sya? Umaangat ba halaga ng Piso pag nanalo sya? Nadadagdagan ba trabaho sa Pilipinas?
