Yes, you would only want to have fugu from a place that has a certified preparer - but such are not limited to Japan. Korea (South) comes to mind - have had it there several times. Quite overrated, by the way. Sure, it's "good" but the fish is really rather bland. Its only appeal is the fact that it's got an aura of "danger." After a rainy night is usually the best time to hunt them kasi nagpapaaraw ang mga iyon to have their skin dry and dogs are the best companions kasi alam nila ang amoy ng bayawak.... Best cooked with coconut milk and with lots of ginger and chili..tastes like chicken meat...love it. Tasted wild cats also, kaso malamig sa sikmura ang karne , masarap din naman, adobo or me gata.
