It should be. And, IMHO, the gov't. should review, strongly, and think twice about enforcing what they had laid out as, ahem, "alternatives". What's the agenda? Deepening some other fellow's pockets, by hitting on hapless jeepney owners & drivers. C'mon now, jeepneys? A national priority? SMH
