One way of jigging against tanking is by taking away the distinct advantage of doing so.

Pegging a teams' chances to the real-life NBA lottery can be a good option.

ALL S&B teams outside of the playoffs should be included in the lottery

the NBA assigns extra ping-pong balls to those ranking really low, but doesn't completely exclude teams who don't finish in the bottom four from lucking their way upon the first pick.

 

given how we only include the bottom four in the rookie lotto, skews towards outright tanking
