From my long experience working. Describe these guys in one (or few) word(s):

UP grad - bilib sa sarili

Ateneo grad - inglisero

UST grad - wala lang

PUP grad - never nagi-inglis

I don't want to sound bad here but in my experience, the fourth is the most factual. PUP grads can't (or won't) speak English. I know that because in all Makati companies I worked, PUP grads make up the majority. The seasoned or senior professionals (all the way to SVP mind) could speak functional English. Those who do a lot of technical writing might show some skill in written English but there aren't many of these. Basta, wala akong kilalang PUP grad na nagi-ingles.
