I would suggest you go to a thrift bank, more particularly, one of the numerous savings banks in the country like PS Bank, BPI Savings, Equitable Savings Bank, RCBC Savings Bank, Robinsons Savings Bank and go through the process for getting a loan. Thrift banks are now required to lend to small and medium enterprises, aside from agri/agra loans. They will be more than happy to talk to you.

Or if you have the patience, try the local branch of DBP in your area. Whichever bank you choose, it might help if you have PROJECT FEASIBILITY STUDY prepared and ready for presentation as required by most banks doing countryside or SMSI loans.

Yes there are many and most of them are NGOs like Philippine Rural Reconstruction Movement and Foundation for a Sustainable Philippines. It depends on the special interest of the NGO. Most of the loans are grants or behest loans that offer really soft rates since they are more social welfare in nature rather than profit making. You just have to be able to find them.
