Thrift banks are now required to lend to small and medium enterprises, aside from agri/agra loans. They will be more than happy to talk to you. Quote Link to comment

It depends on the special interest of the NGO. Most of the loans are grants or behest loans that offer really soft rates since they are more social welfare in nature rather than profit making.
