The PinoyExchange.Com Basketball League

Rules and Regulations

 

The PinoyExchange Basketball Tournament was established with the following objectives:

 

1. Foster camaraderie among PinoyExchange.com Basketball Club members

2. Become a stress reliever after working for a week

3. For PEx members to enjoy an organized basketball event wherein they could showcase their skills in basketball.

 

SECTION 1

ORGANIZATIONAL STRUCTURE

 

The PinoyExchange Basketball Tournament will be administered by the PEx Basketball Club Board. The board will be composed of the Tournament Director, Assistant Tournament Director and Board Members.

 

Issues and controversies during the PinoyExchange Basketball Tournament will be the resolved by the officials and members of the board.

 

A. Tournament Director

 

The tournament director will be the overall in charge of the tournament. He will see to it that the rules and regulations are followed by everyone and he will be the one to implement the punishments to erring players.

 

The tournament director will work together with the assistant tournament director and board members to ensure nothing goes wrong financially in the tournament proper.

 

The tournament director will be the head of the board; however he will not be involved in the voting process for issues and controversies. The only time he can cast his vote is if the result of the voting process between the board members on a certain issue or controversy ends in a deadlock.

 

The tournament director may come up with an immediate resolution to a controversy in case a decision is needed to be handed out immediately. The Tournament Director has the right to alter rules, bylaws and bracket structure as needed as long as it for the protection of the mother teams/franchises and/or if he is given the go signal of the majority of the Board members.

 

 

 

B. Assistant Tournament Director

 

The assistant tournament director will be the one to carry out the duties of the Tournament director in case the latter is not available during the games (like if the Tournament Director’s team is playing).

 

C. Board Members

 

The members of the board shall be composed of the team representatives (one per team) and pre-tournament meeting representatives.

 

Together with the Assistant tournament director, the board members will discuss and resolve issues and controversies through voting process.

 

 

SECTION 3

TEAMS

 

1. Maximum number of players per team is 14 and only players on the official team roster, submitted (date to be determined by the tournament director) , will be allowed to play.

2. All players of a team which are present during the game (at least halftime) and is capable of playing during the day, must be fielded in on or before the fourth period. Failure to comply on this will mean that the opponent will be given 3 free throws plus ball possession at the start of the final period.

3. All teams must wear “official team basketball jerseys (upper part) during their games. Each jersey must have the same color with the rest of the team . Players not in proper team uniform will be considered ineligible and will not be allowed to play. Taped numbers and names on a jersey will not be allowed. Teams must have matching jerseys with a number and name displayed on the back. The team must decide as one whether to use their surnames or pex handles on the back of their jerseys

 

-as per the decision of the board, teams in season 7 will all have the same (one) design of jersey –with pinoyexchange.com basketball in front and at the back will have the logo of each team together with the name of the player-

 

4. The team captains and representatives are entirely responsible to make sure that their players fully understand tournament rules and regulations.

5. All players must have signed a wavier/liability form and an official roster sheet prior to the start of the first game. No signature no play

6. Teams must pay at least half of the entry fee on or before their first game. The other half must be paid before the team’s 4th game. Failure to do so would be forfeiture of the teams’ remaining games.

7. Should any team, player(s) or coach be disqualified from tournament play, there will be no refunds.

8. If a team wants to change color, they must get the go signal from the tournament director and/or the board

 

SECTION 4

PLAYING RULES / GAMEPLAY

 

1. The PEX Basketball League will follow FIBA Rules except for the following

a. Timeouts – Each team will be given 5 timeouts for the game. It is up to the team captain of each team when to use those time outs. Timeouts may only be called during deadball situations or inbound plays if the team who wants to call the timeout has the ball possession. Each time out will last for 40 seconds. Additional timeouts will be given to each team if the game goes into overtime. If the team sues for time, they may choose if they would want to inbound the ball on their halfcourt.

b. Game Clock would be running time for the entire game except for the last 2 minutes of the 4th quarter and overtimes. (10 minutes per quarter. Halftime 5 minutes)

c. 35 point rule will be in-effect for the last 5 minutes of the game.

d. Each game will start as scheduled. The only time that the games will be rescheduled is if there's heavy downpour (upon the announcement of the tournament director), emergency (through voting of the board members) and if there are venue problems (upon the announcement of the tournament director)

e. Grace Period . A five minute grace period will be allowed for tardiness and then if a team does not have five players to start the game, The game will start with the team that has 5 players taking 3 free throws before the tip-off. This will happen before each quarter begins until the team with lacking players is able to complete it’s 5 players. A team must have at least 3 players to compete in a basketball game. This part of the rule will be ignored if both teams have lest 5 players each.

f. Coaches and teams are expected to check in at least 15 minutes before their scheduled game.

g. In the event that a player becomes ill and must leave the court while the ball is in play, the official will stop play immediately when his team gains new possession. The player shall be replaced and no technical foul will be assessed. The opposing team is also permitted to substitute one player that has not yet fouled out. In case there are no more players available, the play will resume even if the other team is lacking players. The game will stop if that team has less than 3 players and the win will be given to the team that still has 3 or more players

h. technical fouls will count as a personal foul. A player who gets whistled for 2 technicals (regardless of what kind of technical –except for delaying the game) on the same game will be thrown out of the game. A player who gets thrown out of the game will be suspended the next game. If a player accumulates a total of 6 technical fouls during the season will be suspended for 2 games.

 

Non-abusive technical fouls (like delay of game) or un-sportsmanlike fouls with no intent to harm are not assessed fines or are not counted as part of a player’s total technical or un-sportsmanlike fouls for the season

 

Any actions or incidents that occur during and after the game, on and off the court that are witnessed by the tournament officials are subject to sanctions.

 

The tournament director and the board members have the authority to impose additional sanctions against individuals or teams whose conduct they deem is detrimental to the league

 

Referees have the authority to call technical fouls on players that taunt or Trash talk.

 

Excessive trash talk may merit one game suspension. Repetition of said offense, will give the player 2 game suspension

 

i. For intentional/unsportsmanlike fouls. Same procedure with the technical foul

j. During the last 2 minutes of a game, teams may challenge a 3 point conversion and ball possession status twice. Refs will consult each other and the committee on hand regarding it. Video maybe needed to solve the issue.

k. Possession Arrow is suspended during the last 2 minutes of the game

l. Fighting is an attempt to strike an opponent with the arms, hands, legs, feet or a combative action by one or more players, a coach or other team personnel. Any member or team personnel who participates in a fight will be immediately thrown out from the game.

 

1st incident for the season : (Players without previous record: 3 games suspension)

1st incident for the season: (Players with previous record of fighting: 6 games suspension)

2nd incident: / If player also was suspended already for 6 games from the previous season: (Banned from the league)

 

A player who is banned from playing the league may be reinstated after 1 full season (for example player was banned on season 8, he may apply to be reinstated on season 10) and if he is able to get ¾ vote from the members of the Board.

 

m. Tiebreakers for Team Standings

1st – number of defaults

2nd – winner over the other rule

3rd – quotient system

a. Margin of win-loss points against each other

b. Margin of win-loss points against all the teams

 

2. REVERSAL OF GAME RESULTS

No games will have their results overturned or set for a rematch as a result of game technicalities such as officiating, timer or scorer issues.

 

The only time results can be overturned is if the winning team fielded an an ineligible player. A losing team is given 24 hours to submit their protest. Submission of the protest must be done through the team representative who will inform the board members and the tournament director through email and text. All protest must be with evidence that a certain ineligible player played on the said game

 

 

Ineligible Player

a. A player not wearing the proper uniform (number etc) / or wears a teammate’s uniform

b. Player disguising as another player

c. Player not on the roster

 

FIELDING OF INELIGIBLE PLAYER

Team will be assessed a loss by forfeiture for the game and have no stats considered.

 

3. TEAM WALK-OUT

Team will be assessed a loss by forfeiture. Stats of the team will be not considered or counted. Furthermore the will be fined PHP 3,000

 

Members of the team who were present at that time will be suspended for the remainder of the season ( unless they were willing to play despite their team’s decision to walk out and pay their share for the walkout) while the members of the team who were absent and are still willing to play will be distributed to other teams through draft process

 

SECTION 5.

TRANSACTIONS ETC.

 

1. DISBAND (TEAM)

If a team disbands, the players of the team will be placed in the dispersal draft pool. The other teams will take turns to get services of the players, if they want to. Getting players from the dispersal draft will be done through drafting with the team that finished last picking first and the champion picking last.

 

A player will not be placed on the dispersal draft pool if he will be creating a new team together with 2-3 other players.

 

A player picked from the dispersal draft (protective 8/9 system) cannot say no to the team who picked him. Refusal will mean that the player will be suspended from playing in the league for 2 seasons plus the team (new team) who picks him will give a compensation draft pick in the current season draft or the following season draft. Compensation draft pick will depend on how the player ranked on his team that disbanded.

 

2. Each team will only be allotted one slot for a sit out player/cannot play as of this time player. If a player sits out the season, the player/team must declare before the 2nd game of the team in the current tournament.

3. A player who did not play a single game in the elimination round will not be allowed to play in the playoffs or post season games.

4. TRADES.

- Trades must be between teams whose players are included in the roster in the tournament.

- Both teams involved agree with the trade.

- If the team captain is involved in the trade, the assistant team captain must approve this.

- Only the first 3 rounds are available for trading

- Team may use combination of draft picks in trades. They may use the next season picks for trading. For example right now is season 7, they may use season 8 picks for trade purposes. No season 9 picks yet.

If a team refuses to let go or trade a player who requested to be traded, the team may freeze the player for 1 season and/or the player may sit out for one season (player compiled with the 80 percent games played from the total number of games of the team). Once a player has complied the sit out/freeze option. He may transfer to his preferred team but the new team must give up a pick to the mother team but in a lower value unless that pick is not available (for the current season) then the highest value pick will be given to the mother team. if still not available, the new team must pay the mother team the half of the share for the team fee of the said player plus next season’s equivalent draft pick.. Equivalent pick is determined through the performance of the player in the team based on the stat compilation (used for mvp)

No 1 -3 players in the team – FIRST ROUND PICK

No 4 -8 players in the team – SECOND ROUND PICK

No 9-12 players in the team – THIRD ROUND PICK

 

For Example: A player (provided he compiled with 80 percent games played) is equivalent to a first round pick but after one season of sit out; his value is now just a second round pick. However if the new team of the player does not have a 2nd round pick available, the next highest draft pick (meaning 1st rounder. If 3rd round available-hindi pede) will be given to the mother team. If the new team still does not have that pick available, the new team will pay the mother team, half of the player share in the team quota and the equivalent pick of the player (supposedly for current season-2nd rounder) in the next season. Transfer will not be official unless tournament director is able to see the payment of the half of the share of the team quota from new team to mother team . The said rule is for the protection of the franchise/mother team.

 

However if player sits out 2 seasons straight (provided he compiled with the 80 percent games played). He can transfer to any team without restrictions.

 

- If a player wasn’t able to play 80 percent of the total games for his mother team (a.k.a maaring pasaway na player) he can still use the sitout option wherein after that sitout season, the new team must give up a draft pick – equivalent to value of the player from his mother team. If pick is not available -the next highest pick must be given up it should not be a lower pick - if still not available. A compensation pick for the current draft will be given to the mother team on the round equivalent for the said player and the new team loses its the equivalent picks of that player in next season’s drafting (to be given to the mother team) plus new team must pay in full the mother team of player’s share in the team quota (para maiwasan yung players na nagbibigay ng reason bakit lagi absent pero ang totoo ay gusto lumipat ng team after next season)

 

- However if this player sits out 2 season straight, He can transfer to any team but the new team must give up only a lower value pick from his original pick value (for example player is a 1st round pick material, he will now be equivalent to a 2nd round pick). If pick are still not available, the next highest possible pick of the new team will be given to the mother team, if still not available, the new team must give up it’s next season’s pick equivalent to the player they will be getting after sitting out for 2 seasons

 

5. CREATING A NEW TEAM

- A new team may be created before the rookie draft wherein the league must see if it has enough rookies to fill out the new team.

- A new team should be composed of 3 to 4 players at first to assure of a competitive team . Players who will spearhead the new team (if player is coming off his rookie-sophomore year) must have played at least 80 percent of the total games of their original team last season.

- Any player from other teams who wants to create his own team is given a free hand to do so provided they have complied with the rule above.

- A team who loses a player because he is part of the original core of the new team, will be a compensation draft pick which he can use the current season or the next season only. For example the player who leaves the team has a value of a first round pick, the mother team will be given an additional draft pick in the first round AFTER the original picks from other teams. The team may also use the pick for trades. The team should announce their intention to use a compensation draft pick at least one week before the scheduled draft

 

If the player is in the (based on the STATS last season)

No 1 -3 players in the team – FIRST ROUND PICK

No 4 -8 players in the team – SECOND ROUND PICK

No 9-12 players in the team – THIRD ROUND PICK

 

- If the new team is composed of at least 2 players with first round pick value, they will pick last in the first round and third in the second round and second in the 3rd round. If they are composed of players with mixed draft pick value, they will pick third in the 1st round, second in the 2nd round and first in the 3rd round.

- After the new team is created. Expansion draft (upon approval of the tournament director who will check if teams have enough active players) will follow wherein other teams will have a list of protective nine players (hidden not to be seen by other teams. Only by tournament director). The new teams can guess 3 times (per team )who are not in the protected list. If the new team has a player that came from one team (example Arsenals) , the new team can only guess 1 time on the said team (if 2 players came from that same team then new team cannot make a guess with that team anymore). The new team will be given the list of players each team (active players). The New team may pass on a team which means they will not pick any player for the said team in the expansion draft.

- A player picked on the expansion draft (protective 8/9 system) cannot say no to the new team who picked him up. Saying no would mean the player will be suspended for 2 seasons. The player from the expansion draft must play at least 80 percent of the games and has paid his share with the team quota if he has intention to return or change team next season (follow the trade concept-provisions). In case that player is injured and cannot complete his 80 percent requirement (trade provisions on players who played less than 80 percent of the team games will be implemented).

 

SECTION 6

Awards are determined by Stats: (Votes will be considered /counted if 50 percent of the Pex Basketball population is able to submit their votes if this happens 70 percent will from stats 30 percent for the votes)

 

For Defensive Team : Rebounds, Blocks, Steals are factors for stats

 

For Major Awards such as MVP, Rookie of the Season, Defensive Player, Sixth Man: the only eligible players are those whose team are in the Top 5 or teams that enter the next stage/round.
