And if they are convicted, they should be disqualified forever from running for any government position. Because a crime such a plunder is a crime against the people that these government people swore to serve. So what happens if the motorcycle rider has a passenger? The plate number printed on the motorcycle driver's shirt will now be obscured. I fail to see how such an ordinance will minimize crimes committed by riding in tandem criminals. In Mandaluyong, only passengers who are close relatives of the motorcycle rider will be allowed to ride in tandem. This includes the wife and children of the motorcycle driver. Meaning, the motorcycle driver may be pulled over and asked if the woman riding with him is his wife or the boy/girl passenger is his son/daughter. So now, the woman will have to bring along a marriage certificate. And the boy/girl passenger must carry identification showing that they're the children of the motorcycle driver. Goes to show you the quality of the people who think up such ridiculous ideas on how to stop crimes committed by riding in tandem criminals. When you ask for a marriage certificate from the man proving that his female passenger is his wife, it's reminiscent of religious policemen in Saudi Arabia stopping men in the company of women and asking for their marriage certificates. There is only ONE way to stop/minimize riding in tandem criminals: Fielding more police checkpoints all over the Metro Manila and pulling over and questioning dubious looking characters who are riding motorcycles in tandem. There is no short cut to effective crime prevention. Crime prevention is the responsibility of the police last time I checked. Since it's their responsibility, then they should do their jobs. After all, why are citizens such as us paying taxes for? The authors of the ludicrous ordinances mentioned above should be fired for stupidity. Guilty until proven innocent? Think of all the useless and time consuming investigation that will go on just to confirm that the driver and the passengers are indeed related. Rather than enforce such a difficult, time consuming, and ineffective ordinance such as this, I think it's much easier and more effective for traffic enforcers to pull over riders in tandem if they look suspicious and may be carrying firearms or have in their possession several mobile phones, tablets, etc. which could indicate that these were stolen. Traffic enforcers should be trained to spot suspicious looking characters riding in tandem. For instance, they should be trained to examine their body language as soon as they spot the enforcers. If they appear nervous and attempt to evade the enforcers, this should already raise some red flags. Traffic enforcers who fail to apprehend such suspicious looking characters should then radio their fellow traffic enforcers situated further down the road and other parts of the city to be on the lookout for these riding in tandem characters. Kasi acknowledgement ito na gumagala nga ang mga masasamang elemento sa isang pampublikong lugar. At kung ginagawa nga ng autoridad trabaho nila, eh di dapat ligtas ang mga ganitong lugar sa mga ganyang klase ng krimen. Bakit ka magbibigay ng babala sa mga mabubuting mamamayan? Hindi ba mas dapat matakot ang mga snatcher at petty criminals? Pagamin na lang ito ng pagiging inutil nila.
