oscartamaguchiblackface
How do traffic enforcers in Quezon City enforce this ordinance? If the plate number is printed at the motorcycle driver's back side, the enforcer won't see the plate number until the driver has already passed by him. What's the traffic enforcer going to do if he sees that the motorcycle driver doesn't have the required plate number printed at the back of the shirt of the driver? Run after him? The only way this is going to work is if the traffic enforcer pulls over the motorcycle driver and inspects the back of the driver's shirt to ensure that the plate number of his motorcycle is printed on the shirt of the driver. But why even do that at all? Why not simply frisk the driver to see if he has any weapons on his person? That makes more sense than looking at the shirt of the driver to see if his plate number is properly printed. As for Mandaluyong, what happens if the female rider forgot to bring her marriage certificate? Or the son/daughter forgot his/her identification card? Will the driver and his passengers be detained and brought to the police station for investigation even if none of them are carrying any firearms or other weapons? Ano ba ito? Guilty until proven innocent? Think of all the useless and time consuming investigation that will go on just to confirm that the driver and the passengers are indeed related. Rather than enforce such a difficult, time consuming, and ineffective ordinance such as this, I think it's much easier and more effective for traffic enforcers to pull over riders in tandem if they look suspicious and may be carrying firearms or have in their possession several mobile phones, tablets, etc. which could indicate that these were stolen. Traffic enforcers should be trained to spot suspicious looking characters riding in tandem. For instance, they should be trained to examine their body language as soon as they spot the enforcers. If they appear nervous and attempt to evade the enforcers, this should already raise some red flags. Traffic enforcers who fail to apprehend such suspicious looking characters should then radio their fellow traffic enforcers situated further down the road and other parts of the city to be on the lookout for these riding in tandem characters. Edmund Dantes
There is no short cut to effective crime prevention. Crime prevention is the responsibility of the police last time I checked. Since it's their responsibility, then they should do their jobs. After all, why are citizens such as us paying taxes for? Hehehehe! Quote Link to comment

Seeing all those government thieves showing off their expensive clothes and vehicles is like a slap on the face of the Filipino people. These sobs have no sense of shame whatsoever, given the plunder charges made against three of the senators and many other pending accusations against other senators and congressmen. These sobs definitely do not represent us. They represent themselves. Quote Link to comment

No, I'm not talking about filing plunder charges against these politicians. That's the job of the Ombudsman. What can we, as individuals, do to effectively put a damper on the lives of these crooks? Keying the expensive cars of these politicians comes to mind, but this is childish, not to mention illegal and constitutes vandalism. How about standing up and leaving a particular pew during a mass as soon as a corrupt politician sits beside you with his bodyguards in toe? Or looking the other way when they acknowledge your presence with a smile? I know this is small time and not everyone is as indignant about these criminals posing as government officials. I wouldn't even be surprised if some stupid people will want to have their photos taken with these criminals. sonnyt111
It is about time that we bring law enforcement techniques into the 21st century. I'm talking about the use of DNA to convict criminals. What we need are scientists trained in extracting DNA from trace evidence such as hair, saliva, blood, semen, skin cells, etc. Hand in hand with this is the need to properly preserve this DNA so it does not degrade. Of course the first step to this is ensuring that evidence is properly handled following established protocols. If such protocols aren't in place, then police and other law enforcement agencies should start putting these in place. There's no need to re-invent the wheel. All that's needed is sending SOCO operatives to the USA, Europe and Australia and see how police agencies over there establish and follow such protocols in order to ensure that the evidence collected isn't compromised. sonnyt111
As soon as procedures in extracting DNA are perfected, I propose a law that would require hardened criminals to submit their DNA to law enforcement for encoding into a nation-wide data base. In the US, this nationwide data base is called CODIS (Combined DNA Indexing System) Which type of criminals are required to submit their DNA will follow internationally accepted standards (if any exist). On top of this list are murderers, rapists, and other criminals with violent tendencies. So if a rapist assaults a woman, leaving his DNA on the woman's body, SOCO can properly collect trace evidence such as pubic hair, semen, etc. and submit it to the forensic laboratory which will attempt to extract the DNA from such evidence. Once the DNA is extracted, the data will now be entered into the DNA database. If a criminal with a previous history of rape already has his DNA encoded on the database, the computer will make a match and print out his name. So without even knowing who raped the woman, the criminal will be identified, based on the DNA he left behind. This will be prima facie evidence that the suspect was indeed the rapist. All these are already in place in 1st World countries. Over here, convictions are still achieved only through eyewitness identification which can be flawed. With DNA matching, there is no room for doubt. To date, I have never heard of any criminal convicted in the Philippines based solely on DNA he left behind at the scene of the crime. There are many applications of DNA technology aside from forensics.
We should have a law banning the posting of the names and photos of politicians (mayors, congressmen, governors, etc.) on government projects under their jurisdiction such as roads and bridges. Taxpayers' money was used to fund these projects. These politicians claim credit for these projects whenever they have their names and photos prominently displayed. The names and photos of these politicians should also be banned from being displayed on ambulances, fire trucks, etc. These government vehicles were likewise purchased using taxpayers' money. It's only in the Philippines where I see the name and photo of a particular mayor on the sides of an ambulance. Quote Link to comment

gobster11
An amendment of the Constitution, particularly on "Suffrage." Those who are allowed to vote and to run for public office are those who are paying and actually filing income tax returns. Students are also allowed to vote if they are actually enrolled in a school. Medyo elitist, but at least we can be assured that the people voting are educated and reasonable. But then again, this is wishful thinking. Quote Link to comment
