No. The tax declaration is not evidence of title or the right to possess the lot in question, but it may serve as sufficient basis for inferring possession if coupled with other documents. 

In your case Sir, if agri-tenant kayo and may leasehold contract over the land, kailangan tingnan niyo if the tenant assumes the payment of property taxes. If the tax declaration contains the OCT/TCT number, pwede niyo i-verify sa Office of the Municipal Assessor sa area and request for a Certification. You can then bring that to the Registry of Deeds to look at the history of the land title.
