Vigan for me is a great place but I don't really stay there for more than a day.. I suggest you visit Pagudpud to truly enjoy the best of what Ilocos has to offer..
You can do a lot of stuff before reaching Saud Beach Pagudpud.. You can do adventures like horse back riding to Kapurpurawan Rock Formation, Sand Dunes, visit Marcos' Old house in Paoay, drop by Batac for their version of Longganisa and a lot of other stuff..
When in Pagudpud, I suggest you stay at Evangeline Beach Resort in Saud.. their rooms are great at a very minimal cost.. Food is superb (the best in my opinion after trying different resorts there) and affordable.. unlike the beach in Blue Lagoon, the waves here are just calm good for swimming..
