DSL is so the most reliable. Although you may want to subscribe to unli LTE and get your self a B593s LTE router.

Your ISP is downthrottling torrent speeds. There are many ways to remedy this but my favorite is to invest in subscribing to VPNs such as PIA or HideMyAss. Search 'VPN PIA' fOr more info.
