The Community That Built a Marine Sanctuary Most marine sanctuaries in the Philippines were established by national or local government policy — a permit, an ordinance, a regulation. Apo Island was different. In 1982, the small fishing community on this 0.74-square-kilometer volcanic islet off the southeastern coast of Negros Island made a collective decision: reduce fishing, ban outside fishermen, and protect the reef.
