River expansion projects? saan yun?

Astig.

He's actually telling us the real story in DPWH. I am helping him tell us more.

Do you think he's being smug? Or have you considered that he is not what he say he is and is just trying to tell us something we don't know in a sarcastic manner?

Whoever is the sitting president, the corrupt system in DPWH continues.

Federalization will decentralize the development project implementation and that may break the DPWH cartel.

Federalized DPWH will only handle projects at national level, like the Pan Philippine Hi-way and its RO-RO ports. The rest will be handled by Federal states.

It doesn't matter to me if he's for real or not. He provides information that we can use. If you read between the lines, most of what he said are plausible, anyway.

It's now up to us to validate and decide what to do about it.

He did imply that a switch federal system could break the DPWH cartel's monopoly.

^^^ Kaya para sa akin Luzon, Visayas, Mindanao, and the Federal Capital State (Capital City) lang dapat ang composition ng Federal Republic.

4 Federal States only.

In Federal Mindanao State, the Ampatuans, Mangudadatus, Dimaporos, Akbars, etc...will compete with the Aboitizes,Zubiris, Pimentels, Romualdos, etc...  for power & influence. Less chance of one dynasty clan lording it over than if it were federalized by provincial regions.

A fake ass fanatic actually believes a fake ass story teller. Lovely.

Si "fake ass story teller" nakakasabay sa discussion, at least in his own style.

Regarding my story. Katakot takot na explanation ginagawa ngayun
Nabasa history ng dpwh marcos till now.

And its fake talaga kasi ginagawa yan at mga insider alam storing yun.

Citizen's Complaint Center 8888 receives thousands of complaints everyday. How would your insider story even get any attention, e fake ka naman, di ba?

Maganda dalawa lang plus a central government combine greater manila and luzon. And visayas and mindanao. One central authority two regional governors.

Take a look at countries with federal system. Some of the more common problems are:

1. Conflicting jurisdiction

2. Redundancy/duplication of gov't function and resources

3. Contradictory laws

4. Migration for convenience (marriage, divorce, abortion, taxes, etc.)

What I find incredible about the proposed federal system, is that it includes changing the form of government to a parliamentary system. Federal system is a form of autonomy that can be adopted without the need to change the form of government. In other words, you can have federal states under a presidential system like the US or under a parliament like Canada. Furthermore, a parliamentary system may also exist in non-federal states like Singapore, Japan, Thailand, etc.

Federalism - form of autonomy (other forms are devolution [we adopted before] and decentralization)

Parliamentary system - form of government (others are presidential, constitutional monarchy, etc.)

Countries with federal system have historical reasons for being so. Countries who were colonies in the past adopted the system of government from their previous colonizers, us included. Moreover, the federal system is more functional with countries having very large territories in order to ensure the delivery of services and empower local customs and tradition. Today, borders are closing and the digital age and air travel has made the world even smaller.

What we desperately need to change is our POLITICAL CULTURE, the voting population included. Dress the monkey differently and it's going to be the same monkey nonetheless. Federal system and/or parliamentary system will not solve the countries problem. I see the federal proposal as a means to keep local politicians fat (increased revenues and discretionary funds), the parliamentary system to keep politicians in perpetual positions with fewer popular voting.

Those in favor of federalism thinks that such a move will decongest *Imperial* Metro Manila.

What it will actually do is make our country more feudal, while concentrating powers on the elites.

Kikita mo pa lang isa sa conditions nila is to remove/extend the term limits of politicians that it’s a self-serving move rather than a way to help the country as a whole.
