When Is The Best Time To Work Out?

Depends on your objective. If you are looking to achieve peak performance, muscle strength, flexibility, power output and endurance are all better in the later in the day than they are in the morning. 

Morning workouts' major benefit is it allows you to be more consistent with your routine. Same with diet, the best workout program is the one you can stick to.

I'd delve into hormones, sleep cycles and whatnot but thats the TLDR version of it.
